Background

1. Background

UN Women is the United Nations Entity that works on gender equality and the empowerment of women. To achieve this, the organization deploys its action on the triple normative, operational and coordination levels. Its Women’s Economic Empowerment Program is based on the principle that investing in women offers them the opportunity to fully realize all their basic rights and eradicate poverty which are determinants of economic and social development. It promotes women’s access to economic assets such as land and loans, as well as their participation in the development of economic and social policies. Recurring studies show the difficult access of women and young people to land ownership, which constitutes one of the fundamentals in investment in rural areas. The Strategic Note 2022-2025[1] highlights this issue, which is at the heart of women’s empowerment.

 



As part of the implementation of the project: “Promotion of Gender and Acceleration of Economic Empowerment of Women along the BATCHENGA-NTUI-YOKO-Lena road project”, the objective of which was to contribute to the reduction of poverty in the road construction area by ensuring that the dividends generated by the latter are equitably distributed between men and women, UN Women has supported initiatives to apply for land titles for the benefit of women and their organizations during the period 2017-2018.

the Youth Agro-pastoral Entrepreneurship Promotion Program (PEA-Jeunes) which aims to support the development of profitable businesses managed by young men and women, integrated into the value chains of promising agro-pastoral sectors, and offering viable employment opportunities in rural areas, has also supported land registration initiatives for the benefit of young people (especially young women) in its areas of intervention.

As part of the implementation of the “DONOR Agreement which binds UN Women to the PEA-Youth project, it was agreed to draw up a capitalization document on these two initiatives with the aim of tracing and arguing these two experiences in with a view to sharing them with the various development actors.



Duties and Responsibilities

2. Mandate of the mission

The objective of this mission is to capitalize on these different experiences of promoting women’s access to land, in particular drawing lessons learned and sharing the experience acquired with other development actors.

More specifically, this will involve:

Analyzing the successes and failures of the operation based on field data;
Analyze legal, regulatory and contextual constraints;
Identify the socio-cultural and social constraints of the activity;
Highlight lessons learned;
Mark out the avenues for a better understanding of the issue of access to land ownership for these categories;
Produce an audio-visual documentary on the partnership experience between UN Women and the AEP-Youth program bringing together all the activities carried out.
This requires the development of a capitalization document on the experience of supporting land registration initiatives for the benefit of women and young people. As well as the production of an audio-visual documentary on the experience of the partnership between UN Women and the PEA-Youth.

3. Deliverables expected from the consultant

Three main deliverables are expected at the end of this mission:

An inception report containing, among other things, the methodological note discussed and adjusted
A final capitalization document on access to land ownership by women and young people;
A validated audio-visual documentary.
4. Implementation approach

The recruited consultant will work under the general supervision of the Women Economic Empowerment (WEE) program manager and the technical monitoring of the Economic Empowerment Expert. The content of the capitalization document should reflect the activities carried out in the field by UN Women and by the PEA-Youth, the results obtained, the factors of success and/or failure; contextual and legal constraints; lessons learned and possible prospects for improving women’s and young people’s access to land ownership.

An audio-visual summary of the activities carried out by UN Women within the framework of its partnership with the PEA-Youth will also be produced to be used for knowledge and knowledge management.

Required Skills and Experience

8. Eligibility and required technical qualifications:

Bidders must meet the following requirements:

Demonstrate excellent academic and professional knowledge of the issue of women’s and young people’s access to land ownership;
Demonstrate at least 5 years of experience in studies related to gender and youth issues in the context of rural development in general; and issues of land access and control in particular;
Demonstrate an experience of restitution of studies;
Be willing to partner with a communication specialist for the production of audio-visual elements;
Have proven skills in working and collaborating with United Nations System Agencies.
9. Education:

Minimum Bac+ 3 in social sciences (gender, legal sciences, etc…), rural development, international development or equivalent;
10. Experience:

Professional experience of at least 05 years in the conduct of similar missions;
Experience in taking gender inequalities into account in development projects;
Knowledge and experience of national, regional and international legal instruments governing access to land;
Evidence of teamwork experience;
Justify of an experience of the reports of evaluative studies.
11. Required languages:

An excellent command of the French language, knowledge of English is an asset. 12. Application file
