Organizational Setting and Work Relationships
The Senior Finance Assistant is normally supervised by a more senior finance colleague who defines work objectives and provides regular advice and guidance. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues.
The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information.

 

 




All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Maintain financial records for project or other office accounts for which responsibility is assigned.
– Record receipts and payments, assure accuracy of computation and completeness of documents and maintain continuing status of allotments against obligations.
– Prepare recurring reports on assigned accounts, noting problems resulting from excess cost or less-than-expected receipts.
– Prepare special reports to clarify problems or as requested for other reasons.
– Calculate and compile cost estimates and projected budget requirements and assist in preparation of budget statements for area of assignment.
– Prepare routine correspondence and maintain contracts with others to discuss matters concerning accounts and related assignments.
– Maintain contacts with local banks to clarify questions pertaining to office bank accounts.
– Brief and assist new staff on basic financial procedures and requirements with respect to payments, entitlements, banking and currency provisions and other requirements relating to accounts and finance.
– Initiate correspondence to verify data, answer queries and obtain additional information on accounts and financial transactions, as required.
– Perform other related duties as required.

He/she is will play a pivotal role on administrative/budgetary related issues are mainly with Sections/Units/Offices within the organization.  He/she undertake multiple tasks, including financial management (knowledge of Financial Rules, Regulations and Procedures, ERP Financial Management and Financial Accrual Accounting under internationally accepted standards such as IPSAS).

Nature of Position:
The Senior Finance Assistant assists with the processing of financial transactions. S/he will keep frequent contact with staff at various levels and  several Units within the MCO Cameroon,  with the Regional Bureau, and with HQ . The incumber will focus on reconciliation of Open Items such as CBI, Operational Advances etc. and will be a focal point of VAT. The Senior Finance Assistant will be supervised by the Finance officer ( P3) .
S/he should be able to work independently on assigned tasks with oversight from the supervisor
Due to the nature of the work, the incumbent is expected to have a pro-active mature attitude and be able to perform well under stress S/hee must be with enough flexibility, integrity, professionalism, confidentiality, pragmatism, and respect for diversity. S/he must have sound planning and organizing skills, analytical thinking, client orientation skills, and provide high quality work within deadlines.

Living and Working Conditions:
Yaoundé is a family duty station with suitable infrastructures/facilities. Good quality accommodation. There are several supermarkets where local and foreign goods are available. A UN dispensary frequented by staff and other UN recommended medical facilities are also available/accessible by UNHCR staff and their family members. Several banks and ATMs are available in the capital accepting Visa and Master cards. Travels within the country are undertaken regularly through UNHAS and CAMAIRCO (national company) flights or by road. In addition, there is a variety of mobile phone operators providing equipment and internet services (Camtel, MTN, Orange, Nextel. Upon arrival, staff will be assisted with proper security briefing sessions conducted both by UNDSS/UNHCR.
