Who are we?




The Cameroonian Association for Social Marketing (ACMS), a member of the PSI network, is a non-governmental organization under Cameroonian law, whose main mission is to improve in a sustainable and measurable way the social situation of the Cameroonian population and to promote the health and prosperity of families. Thus, CASI works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention among others.

The COVID project, which is recruiting, aims to support the Ministry of Public Health of Cameroon and other COVID-19 stakeholders, in the implementation of the specific activities of the National COVID Vaccination Plan. This support will focus primarily on community engagement and demand for COVID-19 vaccine, as well as the roll-out of COVID-19 vaccination awareness activities, including community-based vaccination and mass campaigns.

Indeed, the COVID Project implemented in the 10 regions of Cameroon aims to strengthen health systems in order to cope with COVID-19, increase the percentage of people vaccinated from COVID-19 within the target group and reduce cases of re-emergence among people aged 18 years and older in countries that have adopted the Project.



Your Contribution:

  • Provide technical leadership, assess and address gaps and ensure risk communication management and community engagement, epidemiological surveillance and data management of the COVID-19 outbreak response of high quality.
  • Provide technical assistance for risk communication management and community engagement, epidemiological surveillance and COVID-19 outbreak response data management and quality assurance at CCOUSP and regional outbreak control services.
  • Participate in the development and/or revision or updating of national policies and guidelines, risk communication management manuals and tools and community engagement, epidemiological surveillance and data management of the COVID 19 outbreak.
  • Support capacity building of state staff on risk communication management and community engagement, epidemiological surveillance, and effective data management of the COVID-19 outbreak response through structured training, mentoring, and supportive supervision.
  • Participate in the recruitment of Training Consultants.
  • Ensure that departments involved in risk communication management and community engagement, epidemiological surveillance and data management of the COVID 19 outbreak response ensure quality of service through technical reviews
  • Participate in the annual planning of work and contribute to the preparation of donor technical reports
  • Maintain excellent working relationships with stakeholders in the country.
  • Ensure that the project is technically sound, evidence-based and meets the needs of the target population;
  • Coordinate advocacy, demand generation and political support with the government and across project sites and participate in meetings of relevant government working groups/technical councils;
  • Contribute to the development and revision of relevant project documents and publications and ensure their validation and dissemination in collaboration with the Ministry of Public Health and PSI guidelines;
  • Undertake regular trips to project implementation regions to provide capacity development and advice to staff and monitor activities, highlighting implementation challenges and proposing solutions;
  • Draft and submit monthly, quarterly, semi-annual and annual reports to the project coordinator;
  • Contribute to knowledge creation and sharing by synthesizing and documenting results, lessons learned, successes and best practices, strategies and approaches;
  • Represent CASI and the project’s progress, achievements, and lessons learned to donors, the Ministry of Health, and other stakeholders.
  • Accompany the Project Coordinator in providing strategic leadership to ensure that project operations are aligned with government priorities and contractual terms agreed with collaborating partners;
  • Accompany the Project Coordinator in maintaining strong and transparent operational and programmatic controls, and adapt project implementation based on continuous analysis of project data to ensure that targeted results are achieved;
  • Support the Project Coordinator in developing strategic and quarterly operational plans and implementing a performance monitoring plan;
  • Use lessons learned from past activities and feedback from beneficiaries to revise strategies and action plans accordingly to promote programme quality and project strengthening activities, e.g. meetings and learning events;
  • Participate in resource mobilization and fundraising activities for the continuity of the project.
  • Contribute to the development and maintenance of strong working relationships with key project stakeholders and the Ministry of Health and other implementing partners.
  • Participate in the negotiation and management of operational memoranda of understanding with other partners, as appropriate.
  • Act as an active ambassador for the project to government, local communities and the scientific community, and play a key role in sharing knowledge and experiences with other stakeholders.
  • Work with the Monitoring and Evaluation Manager to develop frameworks and effectively monitor key statistics against objectives, regularly review and analyze data in order to make adjustments to project implementation.
  • Contribute to operational and programmatic research to generate evidence for action.
  • Contribute to the promotion of evidence-based decision-making and support research to better inform strategies to combat COVID-19 and other emerging diseases;
  • Contribute to the adoption of innovative monitoring and evaluation solutions to improve effectiveness and efficiency.
  • Any other duties assigned by the supervisor.

The basics:

  • BAC+5 in public health or epidemiology, social sciences, project management or any other equivalent diploma recognized by the state;
  • A degree in communication or solid knowledge of risk communication and community engagement would be an asset;
  • Eight (8) years of experience in project management including at least 3 years in project management related to the response against epidemiological diseases such as COVID 19 ;
  • Substitute for the required degree: Have Twenty-five (25) years of experience in project management and/or communication ;
  • Proven experience in the development of strategic documents in the field of health and in particular in the expanded programme on immunization;
  • Strong problem-solving skills;
  • Good ability to plan and anticipate potential and emerging obstacles;
  • Ability to establish strong public relations and be able to communicate in a team;
  • Have a high level of autonomy at work, but with a deep team spirit;
  • Ability to work under pressure, with minimal supervision within a multicultural team;
  • Demonstrate adaptability, patience, ingenuity, resilience and flexibility.
  • Results-based management skills;
  • Be available to carry out regular field missions.

What would excite us?

  • Familiarity with social marketing and/or NGOs;
  • Fluency in French and/or English and have a sufficient command of the other language;
  • Good command of computer tools and software (Word, power point, Excel)
  • Passion for public health;
  • Experience reporting to international donors, preferably USAID.
