Who are we?




The Cameroonian Association for Social Marketing (ACMS), a member of the PSI network, is a non-governmental organization under Cameroonian law, whose main mission is to improve in a sustainable and measurable way the social situation of the Cameroonian population and to promote the health and prosperity of families. Thus, CASI works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention among others.

The Programme d’Accès aux Services de la Santé de la Reproductive (PAS-SR) which recruits is a development project of the Republic of Cameroon co-financed by the Federal Republic of Germany through its development bank (KfW). CASI is in charge of the large-scale implementation of this Program.

Indeed, the PASSR implemented in four (04) regions of Cameroon (East, Adamawa, North and Far North) aims to increase the use of modern family planning methods including long-term methods of action.



Your Contribution:

  • Develop and implement the monitoring & evaluation plan of the project;
  • Ensure the deployment and implementation of DHIS2, HNQIS, CBRS;
  • Ensure compliance with the project action plan in the execution of monitoring and evaluation activities;
  • Prepare progress reports on the implementation of the project;
  • Organize data validation meetings;
  • Ensure compliance with PSI standards and tools;
  • Ensure the regular and periodic transmission of data within the prescribed deadlines (monitoring report and result);
  • Organize studies on the evaluation of the program;
  • Ensure implementation of evaluation and audit recommendations;
  • Organize internal and external audits to assess the quality of the services provided;
  • Contribute to knowledge creation and sharing by synthesizing and documenting results, lessons learned, successes and best practices, strategies and approaches and developing relevant documents for their dissemination;
  • Provide support for the realization of all studies that will be conducted as part of this project;
  • Ensure the regular updating of the list of providers and the file of FOSA of the network;
  • Support regional coordinators in data collection and exploitation;
  • Collect, compile, analyze and consolidate data on CIP, family planning service offering, and contraceptive sales, and other products distributed under this project;
  • Collect, compile, analyze and consolidate FP/SR and PMTCT data;
  • Calculate and monitor project performance indicators;
  • Ensure the availability of data collection tools at all levels;
  • Ensure that data collection tools are maintained correctly and up-to-date.
  • Organize joint supervision with the teams of the Ministry of Public Health (MINSANTE);
  • Organization of re-evaluations of franchised health facilities with the local health delegation;
  • Continuously share reports and good practices with MINSANTE;
  • Organize a follow-up workshop with the MINSANTE steering committee and partners at least once a year;
  • Popularize service delivery quality standards documents;
  • Strengthen the capacity of staff, in particular Quality Assurance Consultants, to make proper use of digital supervision support (DHIS2, HNQIS);
  • Prospect new opportunities to improve monitoring & evaluation.
  • Any other duties assigned by the supervisor.

The basics:

  • Required degree: Minimum Master in Statistics, Biostatistics, Demography, Social Sciences, Epidemiology, Public Health or any other degree deemed equivalent;
  • Minimum five (05) years of relevant professional experience in the monitoring and evaluation of Health Projects / Programs with design and management of information system;
  • In substitution of the required diploma: Have fifteen (15) years of relevant professional experience in the monitoring and evaluation of projects / programs of sté with design and management of information system;
  • Experience in supervising collection work, quality control, routine data entry or surveys.
  • Skills in qualitative/quantitative methods, capacity building and training;
  • Experience in computer analysis of information system, programming and database management under MS ACCESS, SQL, etc.;
  • Strong problem-solving skills;
  • Good ability to plan and anticipate potential and emerging obstacles;
  • Ability to establish strong public relations and be able to communicate in a team;
  • Have a high level of autonomy at work, but with a deep team spirit;
  • Ability to work under pressure, with minimal supervision within a multicultural team;
  • Demonstrate adaptability, patience, ingenuity, resilience and flexibility;
  • Results-based management skills;
  • Be available to carry out regular field missions.




What would excite us?

  • Familiarity with social marketing and/or NGOs;
  • Fluency in French and/or English and have a sufficient command of the other language;
  • Good command of computer tools and software (Word, power point, Excel)
  • Passion for public health;
  • Know how to process data in MS EXCEL (writing calculation algorithms, calculating averages, producing graphs, etc.);
  • Proven knowledge in data processing and analysis with SPSS, STATA, Epi Data or CSPro;
  • Good knowledge of DHIS2;
  • Excellent ability to synthesize, be precise and concise;
