Head of the Information Systems Operations Department needed at OAPI

The African Intellectual Property Organization is recruiting as part of its services 01 Head of Service for the Operation of Information Systems

Position title: Head of the Information Systems Operations Department
Category: C3 – 1st Echelon
Level (Grade): Senior Executive
Date of entry into service: One month after notification of recruitment
Duration of appointment: Employment permanent after a probationary period of two (2) years

Administrative Unit: Department of Information Systems and Publication
Place of assignment: Yaoundé (Republic of Cameroon)

CONDITIONS OF ELIGIBILITY

• Be a national of one of the OAPI member countries. With equal qualifications, preference will be given to candidates from under-represented countries within the Organization.
• be at least 18 years old and no more than 55 years old on the closing date for the submission of applications;
• enjoy their civil rights and be of good moral character.

Main duties
Under the supervision of the Director of Information Systems and Publication, the incumbent
is mainly responsible for:

• to participate in the development of the IT strategy / policy;
• developing and implementing service action plans;
• to manage the technical infrastructures of the Information System;
• to ensure the maintenance of the computer equipment, the network and the software;
• to provide technical assistance to all users;
•  implement the organization’s information system backup and recovery policy;
• to administer the computer and telephone network of the Organization;
• to administer the computer security system;
• manage IT incidents;
• create and manage rights and access to the system;
• to administer the Organization’s electronic messaging system;
• follow up on contracts and software licenses;
• to ensure compliance with procedures within the department;
• ensure the management of employees;
• to carry out the reports of the service;
• to participate in work and meetings in conjunction with other departments and services;
• to perform service reporting.

REQUIRED QUALIFICATIONS

• Have a degree in Design Engineering (BAC+5) in IT, Network-Telecoms or any other degree recognized as equivalent by the competent authority;
• Have at least five (05) years of professional experience in the field in a design and management position;
• Have proven experience in the operation and role of an information system;
• Have knowledge of applications, main computer languages ​​and operating systems;
• Have a good command of security standards and IT risk management;
• Have a good knowledge of the intellectual property professions;

• Have a good organization in the work, be rigorous on the respect of deadlines and be able to work under pressure;
• Have an excellent knowledge of the French language;
• Having a good knowledge of the English language would be an asset.

Composition of the application file
All candidates for this position must compile a file containing the following documents:

• a duly completed application form (available on the website www.oapi.int);
• an extract from the birth certificate or a certified true copy of the birth certificate or the supplementary judgment in lieu thereof;
• a detailed curriculum vitae;
• an extract from the criminal record dating from less than three months;
• a certified copy of diplomas, titles, qualification certificates, work certificates;
• a regularly established certificate of public or private jobs previously held and indicating their duration;
• a certificate of medical examination, dating from less than three months, attesting that the candidate fulfills the conditions of physical and mental aptitude.

Remuneration
The position is classified in category C3 of the salary scale in force at OAPI. Recruitment is done at the 1st level. The person concerned will benefit from the advantages and allowances under the conditions provided for by the texts in force.

Elements of the recruitment file
The successful candidate must, prior to taking up service:

• present the originals of their diplomas, titles and civil status documents;
• provide a sworn statement of free engagement if he is not a civil servant or a detachment certificate if he is a civil servant.
