for support for the implementation of quality management in health facilities in the Ngaoundal health district in the Adamaoua Region

A. CONTEXT
Cameroon’s national health policy aims to provide access to quality health care and services for all, with the involvement of the community. With this in mind, the GIZ’s Family Planning and Health System Support for Resilience (ProPASSaR) Project ensures, in collaboration with the Ministry of Public Health (MINSANTE), the implementation of a quality management approach. called the Quality Challenge (CQ) of health facilities (FOSA) in the West and Adamaoua Regions. From 41 FOSA and 03 Health Districts (DS Bafang, Bangangté and Ngaoundal) during the 1st edition between 2019 and 2020, the second phase of the CQ was extended to 03 additional DS (Bandjoun, Foumbot and Tibati), for a total of 159 health facilities.

The CQ is implemented within the framework of a partnership with the Communes, by virtue of the new legal provisions relating to decentralization l . In fact, powers have been transferred to the Regions and Communes in the health and social field concerning the creation, equipment, management and maintenance of health facilities, support for health facilities and social establishments, as well as implementation of prevention and hygiene measures2.
For the implementation of QC in the HDs of Bafang, Bangangté and Ngaoundal, ProPASSaR plans to recruit consultants responsible for providing support to the teams through exchanges and regular visits to the FOSAs involved.
B. CONSISTENCY OF THE MISSION •
The main mission of the Facilitator is to support the teams in the development of activities to improve the quality of services and care during the cycle of the Quality Challenge in the district concerned. All additional information can be found in the terms of reference.
 

C. RESEARCH PROFILE:
Minimum profile required:
Health professional with a nursing degree or higher, with professional training as a nurse or midwife at the base, or another related field;
Professional experience in CSI/CMA/HD of at least 5 years;
Have at least 03 years of work experience in a Health District, particularly on issues of supervision and monitoring of FOSA activities;
Excellent command of written expression in French;
Mastery of motorcycle driving for field trips in health facilities;
Be fully available to devote himself solely to the mission throughout the duration of the contract;
Good knowledge of common Office package software.

D. COMPOSITION OF THE SUBMISSION FILE

2. Technical file: according to the requirements of the Assessment grid for technical evaluation (Appendix to the terms of reference).
3. Financial file: in strict compliance with the framework of the estimate (Appendix to the terms of reference).

G. AWARD CRITERION
Only bidders who have obtained a number of points at least equal to 70 points/100 will be admitted to the financial evaluation phase. The contract will be awarded to the highest bidder after weighting the technical and financial scores.

The technical score is determined according to the following formula •

Following the correction of arithmetic calculation errors, the respective financial scores will be determined by weighting the financial offers as follows

H. PERIOD OF THE SERVICE

N.B: GIZ reserves the right to modify the contract until the deadline for submission. Similarly, it reserves the first right before signing the contract
