PURPOSE OF THE POSITION:
Under the supervision of the Logistics Coordinator, the Logistics/IT Officer will be responsible for assisting in the delivery of all logistics related activities, depending on the level of knowledge and experience, in accordance with policies and procedures. International Medical Corps logistics. The Logistics/IT Officer is responsible for providing technical support mainly to traveling staff, interns and visitors to the Yaoundé office for all computer (hardware/software), printer, server and network equipment issues. The main role is to support, analyze, document and standardize computer hardware and software systems.
RESPONSIBILITIES
- Heritage activities
• Responsible for asset management in Yaoundé and also oversee asset management in the field based on Assets Management IMC procedures.
• Ensure that all attractive assets/items are reported to the asset manager/IT manager for insertion into the mission’s asset list and information is kept up to date.
• Support for monthly reconciliation, quarterly and annual physical count of assets, based on information generated by automated Cognos reports and shared by asset manager/IT managers.
• Ensure that all assets/attractive elements of Yaoundé and land are assigned to the Custodian who is an active employee.
• Responsible for the documented transfer to the field, from the custodian, in coordination with the departments concerned
• Provide regular feedback on the accuracy of asset listing, status and custodian information.
• Initiate a request for maintenance and assessment of Yaoundé assets and land, as needed.
• Support to organize spot checks and a complete inventory of Yaoundé and land assets.
• Review Yaoundé and field item list for insurance claim.
• Contribute to accurate and up-to-date asset records. Report to the Yaoundé IT Focal Point and Field Coordinator any items identified as missing/lost, for investigation (when the reasons are not known).
• Proactively engage with team members on all asset matters and coordination requirements related to assigned functions.
2. Logistics operations
• Assist in the management of all logistical issues related to transport and fuel management, to develop your understanding of fleet management procedures, including ensuring the fleet is properly managed, driven safely, maintained appropriately, the reported damage and ensure that the vehicles internal equipment (tools, communication, etc.) are complete and functional.
• Ensure fuel is properly managed, consigned, recorded, declared and reconciled by the end of the month.
• Report security and transportation issues to your supervisor.
• Help your supervisor capture relevant preparedness information for your mission site so that logistics systems are robust and flexible enough to cope in the event of a crisis. This may include assisting with assessments of available transport, storage, access routes, fuel availability, field communication issues, personnel issues, training required, etc.
• Help maintain accurate filing systems, with documented and supported records of actions for auditing purposes.
• Be flexible and manage your time accordingly, so that you are ready to take on other tasks relevant to your role and level of experience, at short notice.
3. Procurement
• Ensure compliance with IMC policies and procedures, donor regulations and local laws.
• Ensure to fully support the supply assistant in the supply task, organize the work and ensure that everything is well planned with the logistics client in order to avoid any delays in the execution
• Discuss procurement strategy and planning with country procurement.
4. Human Resources
• Manage the staff under your supervision with integrity. Actively seek advice on HR procedures and policies to ensure the highest standards of accountability and professionalism are met.
• Make frequent site visits to ensure proper support is offered to the team primarily on asset tracking and management as well as stock tracking and inventories.
• With guidance from your supervisor, ensure that staff you supervise are regularly assessed, trained and/or coached in a structured and accountable manner, and that written records of these assessments are kept.
• Contribute to the recruitment, selection and performance of logistics staff as required.
5 Training/Capacity building
• Advocate for and plan for your professional development and that of any staff you supervise.
. • Provide feedback and, where appropriate, training to national staff to increase their responsibilities in order to build capacity and ensure program sustainability.
B. Personal Qualifications:
• Degree in logistics and transport and in humanitarian logistics, supply chain management, international transport, trade or humanitarian supply chain management. An equivalent combination of relevant education and experience may be substituted, where applicable.
• 3+ years of relevant experience in humanitarian logistics as a Logistics Officer.
• Demonstrated commitment and skills to build the capacity of national staff in the areas of logistics management, supervision and monitoring.
• Strong organizational and problem-solving skills with an analytical approach.
• Strong interpersonal, management and leadership skills. Experience in remote management.
• Ability to create and maintain an effective team spirit, to work in a participatory manner with staff under supervision and other stakeholders to assess needs, implement and monitor activities.
• Ability to integrate and work well within a multiethnic and multicultural team.
• Advanced use of the MS pack. Able to build staff capacity in the design and use of Excel forms.
• French/English (Ability to read, analyze and interpret commercial contracts, technical procedures or government regulations. Ability to write reports).
• Ability to define problems, collect data, establish facts and draw valid conclusions
• Ability to interpret a wide variety of technical instructions (including medical) and possess the ingenuity, flexibility and creativity essential to work with a wide range of program activities.
