A TEAM LEADER Monitoring Evaluation Accountability and Learning at Première Urgence Internationale (PUI)

Overall objective:

 Under the direct responsibility of the SERA Multi-base Manager, the SERA Team Leader is in charge of:

  • Support the implementation of the system for collecting, verifying, analyzing and archiving verification sources on the Maroua base;
  • Ensure that field teams have compliant models of verification sources at the start of each project/activity and ensure their proper use and archiving on the Maroua base;
  • Collect data in the field for monitoring, evaluation and accountability activities in direct contact with beneficiaries and communities targeted by the project;
  • Produce an initial analysis of data collected in the field (household surveys, focus groups, PDM, market surveys, etc.) through the generation of graphs, dynamic cross tables and other summary tables;
  • Support the continuity of the accountability mechanism (complaint management/feedback system) for beneficiaries of the various projects and ensure monitoring on the Maroua base;
  • Support the program teams on the Maroua base in the learning process and the development of institutional knowledge on activities and results (lessons learned, good practice, recommendations, etc.);
  • Contribute to the management of the effective information management system on the Maroua base (data aggregation, data entry, data cleaning, database management, reporting of collection and entry, sharing of information and data archiving).

 




 

Specific objectives and associated activities

  1. deployment of the SERA strategy

The SERA Team Leader may be required to work with the project team, at the request of the SERA Multi-base  Manager :

4    Participate annually in the complete diagnosis of the MEAL system at the Maroua base with a methodological analysis;

4  Ensure compliance with the SERA plan and the development of tools for monitoring verification sources;

4  Contribute to providing   feedback   to program teams in relation to protection and intervention frameworks and planning: on a monthly basis, to the production and dissemination of a SERA inventory of each activity   to the teams after validation by Managers Projects. Formulate   alerts in the event of non-compliance during the implementation of activities and share them with the Accountability Officer;

4  Actively participate in the monthly filling of PMTs – SERA onlgets (by filling and/or extracting data from the sectoral databases).

  1. Management of verification sources

4  Check that formats and verification sources exist for each type of activity – these must include all the information useful for verifying the implementation of the activities;

4  Be responsible for the proper management and reporting of verification sources: at the end of each activity, the sources must be verified, the monitoring tools duly completed and transmitted to the Project Manager, after review by the SERA multibase Manager;

4  Carry out digital archiving of verification sources.

  1. Support for operational teams in project monitoring

At the request of the SERA Multi-base Manager :

4  Work with field teams in proposing data collection and  data processing tools as well as data analysis.

4  Contribute to guaranteeing the quality, consistency and traceability of data in the database.

4  Contribute to identifying the capacity building needs of project teams in data collection and analysis.

 




  1. Accountability

4  Ensure that the key principles of the mechanism are respected when implementing activities on the ground;

4  Support the SERA Multi Bases Manager and the Accountability Officer in monitoring the processing of comments and complaints in accordance with the required standards;

4  Contribute, in conjunction with the SERA Multi bases Manager, to the protection of beneficiaries’ data;

4  Contribute to identifying the needs of field teams in terms of capacity building on accountability;

4  Contribute to taking into account comments and complaints from beneficiaries in the implementation of projects;

4  Contribute to the design of a common information discourse and to the design of the plan for sharing relevant information on the programs of the Maroua base.

  1. Investigations

4  Contribute to maintaining the schedule of evaluation activities / periodic surveys on the base in accordance with the SERA plan defined at the start of the project;

4  Be responsible, under the supervision of the SERA Base / Multi Base Manager, for the process of carrying out surveys (preparation of materials, collection tools, data analysis);

4  Ensures compliance with data quality during collection operations;

4  Ensures the use of reviewed and validated data collection tools;

4  Participate in the recruitment of investigators (PDM targeting, CAP, final evaluations) and other SERA daily workers (Guide, Survey Supervisor, coders, etc.)   and ensure their training on the proper collection and quality assurance of data;

4  Supervise the collection and entry of data by SERA interviewers and other day laborers and evaluate/assess their performance;

4  Participate in data analysis;

4  Apply security procedures and have these procedures applied by investigating agents and other SERA day laborers.

  1. Project capitalization & program support on the basis

4  Support   the organization and   implementation of program learning workshops (launch, mid-term, exchanges of lessons learned, etc.);

4  Support the implementation of capitalization activities for projects at the Maroua base (project sheet, activity sheet, launch/closing meetings, learning workshops, capitalization, assessment, etc.);

4  Identify/collect, capture/document lessons learned, good practices, etc. in the formal and secure database; to integrate them into the process of continuous improvement of projects;

4  Popularize, in conjunction with the SERA Multi bases Manager, the capitalization tools available to the field teams and develop a process for monitoring recommendations (internal and external) and work with the PRs on action plans;

4  Participate in conjunction with the SERA Multi Base Manager in internal discussion spaces (SERA Forum, learning workshops, etc.).

  1. Data/information management

4  Ensure the quality of analyzes and the integration of new SERA technologies with the use of appropriate statistical/qualitative/mapping/visualization software;

4  Propose for assessment to the SERA Multi Base Manager any necessary measures to improve the management and security   of data from the different intervention sectors on the Maroua base;

4  Assess the risks of bias and data protection; and propose mitigation measures to its Manager at each stage of the data management process;

4  Support the design and updating of quantitative and qualitative data collection tools on KoboCollect and other internal data storage and analysis platforms;

4  Take action for updating / adding / deleting, maintaining an up-to-date level of access to data

Ø Profile sought:

                   Hold a Bacc+3  in Social Science or Project Management.

Ø   Professional Experience  :

4   2 years of experience in SERA, particularly in national or international NGOs ; Work experience in Cash Transfers and/or Food Security, Nutrition and Livelihoods

Ø   Mandatory knowledge and skills

4   Survey methodologies; Excellent mastery of database design; Project management ; Good writing skills; Excellent mastery of the Microsoft Office Pack; Mastery of mobile data collection tools via Servey CTO, KOBO Collect, Dimagi CommCare, ODK collect; Advanced statistical and qualitative analysis software

Ø   Knowledge and skills appreciated

4   Experience working with refugees, internally displaced persons; Other data collection, data visualization and GIS platforms

Ø   Required personal characteristics:

4   Autonomy, dynamism, strength of proposal and sense of responsibility; Honesty, transparency, impartiality and integrity; Sense of commitment, reliability and rigor; Excellent organizational skills; Ability to adapt and great flexibility. ; Diplomacy and negotiation

Terms

Ø  Position based in Maroua (Far North region) Fixed-Term Contract. ; Salary defined according to the PUI salary scale.

Ø   Starting position in February 2023.
