Dynamic Femmes works in Cameroon to promote, protect and disseminate the rights of women, girls and children in precarious situations. Dynamic Femmes is looking for an Accountant for the Advocacy project for the development of policies and the adoption of a law in favor of access to safe abortion in Cameroon.

CONTEXT
Dynamic Femmes is a non-profit humanitarian and development organization, created in 2006 and legalized following receipt No. 059/RDA/C16/BAPP of August 18, 2010 under the name Moungo Solidarité, to become by prefectural letter No. 147/L/C.16/S AAJP. Dynamic Femmes.
Dynamic Femmes works in Cameroon for the promotion, protection, and dissemination of the rights of women, girls, and children in precarious situations. It particularly fights against violence, mistreatment, and all forms of discrimination against women and children. It deploys its activities in the areas of: Sexual and Reproductive Health, Community Health, the fight against GBV, governance, peace and security, child protection, women’s empowerment, women’s entrepreneurship and environmental protection.
Since 2016, to guarantee the health and well-being of women and girls, Dynamic Femmes has integrated holistic actions into its strategy that will sustainably remove sexuality from the taboo, ensure responsible sexuality among young girls, fight against STIs/STDs, HIV/AIDS, unwanted pregnancies and the practice of unsafe and unsafe abortions.
Cameroon is one of the countries where the regulations surrounding abortion are still very restrictive. Although it has ratified the Maputo Protocol, it does not implement it and the Penal Code authorizes the practice of abortion exceptionally in two cases still subject to conditions that do not allow the majority of women and girls who want it to benefit from safe abortion care.
At the same time, according to a report by the Güttmacher Institute published in 2014, 63% of sexually active women in Cameroon have an unmet need for contraception, approximately 40% of all pregnancies in the country are unplanned and 36% of these unplanned pregnancies end in abortion.
Despite the very prohibitive legal framework, abortions continue to take place and the majority are not carried out under the conditions recommended by the WHO. They are the third leading cause of maternal mortality in Cameroon, i.e. 24.5% of women aged 19 to 49 and 33.1% of deaths among young people aged 20 to 24. Unsafe clandestine abortions leave a much higher number of women with chronic and often irreversible health problems, and absorb considerable resources from the public health system.
The Advocacy for the development of policies and the adoption of a law in favor of access to safe abortion in Cameroon project aims to pave the way for the decriminalization of abortion in Cameroon in order to ensure women have legal and expanded access to safe abortion. In a context where abortion legislation is very restrictive and policies are unfavorable, he/she will also help to encourage political leaders to integrate the issue of abortion as a health problem into their political programs and projects.
MAIN DUTIES:
Under the direct hierarchical supervision of the Project Coordinator, the Project Accountant is responsible for ensuring transparent and efficient financial management and contributing to the success of Dynamic Femmes’ objectives within the framework of this project. His/her main tasks consist of:
1. Financial Management:
– Developing and monitoring the project budget in collaboration with the management team;
– Maintaining the general and analytical accounting of the project;
– Managing cash flows and making financial forecasts.
2. Payment Processing:
– Verifying and processing payment requests, including invoices and expense reports;
– Ensuring compliance of payments with internal procedures, legal and donor requirements.
3. Expenditure Tracking:
– Monitor project expenditures and ensure they are within the allocated budget;
– Produce periodic financial reports on budget progress.
4. Financial Reporting:
– Prepare monthly and quarterly financial reports for management and donors;
– Participate in drafting narrative and financial reports for partners and donors.
5. Audit and Compliance:
– Prepare necessary documents for internal and external audits;
– Ensure compliance with local regulations and organizational policies.
6. Training and Awareness:
– Train staff on financial procedures and fund management;
– Raise awareness among the team on good practices in financial management.
REQUIRED SKILLS
Academic background: Degree in accounting, finance, management or related field.
Professional experience: Minimum of 3 years of experience in accounting, preferably in the humanitarian or development sector;
Technical skills: Proficiency in accounting software (Sage, QuickBooks) and good knowledge of accounting standards and financial management practices;
Communication skills: Ability to write clear and concise reports; Ability to work in a team and interact with various partners.
Analytical skills: Ability to analyze financial data and draw relevant conclusions.
Integrity and Ethics: Strict compliance with ethical and confidentiality standards.
PREFERRED PREREQUISITES
Knowledge of the Sector: Experience in projects related to reproductive health or women’s rights;
Languages: Fluency in French and English, both oral and written.
Project Management Skills: Knowledge of project management practices and monitoring tools.
Cultural Sensitivity: Understanding of socio-cultural issues related to reproductive health in Cameroon.
