CONTEXT
The European Institute for Cooperation and Development (IECD), an international solidarity organization,
has been working since 1988 to promote social and economic development in fifteen developing and
emerging countries. Nearly thirty years of experience have enabled the IECD to develop real expertise in
technical and vocational training, in supporting very small businesses and in access to education and
health for the most vulnerable people.
Present in Cameroon for 30 years, the IECD carries out several of its flagship programs there:
• Vocational training by supporting a network of 15 vocational training centers
and institutes in the training of young people in rural areas in agricultural professions to facilitate their
professional integration.
• Rural development by The structuring of the market gardening sector (APONH): in partnership with a
large French group in the sector, structuring of the sector by simultaneously relying on
commercial, technical and social activities. Thus, 40 producers see their living conditions
improved by working for 200 B2C clients and 15 B2B clients thanks to the commercial intermediation
of SOFRULECAM, which is an entity created by the IECD for this purpose.
• Entrepreneurship:
– The incubator project for small and medium-sized enterprises in the agri-food sector
(TRANSFORM): which allows entrepreneurs to create and develop their start-ups in the
agri-food sector by providing a technology hall.
– The Very Small Enterprises support program: training and support for micro and
small urban entrepreneurs from all sectors of activity, by strengthening their management skills,
so that they consolidate or develop their professional activity.
The IECD ensured the launch in late 2022 and early 2023 of three (04) new programs:
• The Graine d’Espérance (GDE) program: a program that consists of improving the training
offered by training centers so that they correspond to the needs of the labor market.
This involves 5 pillars: improving training standards, renovating equipment,
training teachers, setting up guidance and employment activities, and improving
school management.
• The hotel and catering program (HR): supporting the partner Sorawel in the development
of its professional training center in the hotel and catering industry.
• The project to experiment with training standards in the agri-food sectors in
partnership with the Ministry of Vocational Training;
• The RELIEEF program (Strengthening Integration through Employment and Women’s Entrepreneurship).

MISSIONS
Under the hierarchical supervision of the RELIEEF Project Manager and functional supervision of the
Administrative and Financial Manager (RAF) of IECD Cameroon and its affiliated entities, the accounting assistant
will be responsible for carrying out the following tasks:
1. Financial monitoring of local partners implementing the RELIEEF project
– Ensure the financial monitoring of local partners of the RELIEEF project:
✓ Participate in the creation of partner monitoring tools;
✓ Check partner expenditure lists (in accordance with donor procedures) and
monitor non-conformities;
✓ Ensure the eligibility control of invoices and other accounting documents of partners;
✓ Ensure the support of partners’ accounting referents by the organization and
the facilitation of capacity building training;
✓ Ensure, under the coordination of the CDP RELIEEF and in collaboration with the
Management Controller, the preparation of partner fundraising calls and the import of partner expenses
into the Tiger ERP.
– Carry out the scanning and physical and digital archiving of all partner supporting documents
;
– Participate in internal and external audits.
2. Accounting, administrative and tax management of the delegation
– Participate in the accounting and administrative updates of the IECD Cameroon delegation:
✓ Participate in the collection and verification of accounting documents (supplier invoices,
NDF supporting documents);
✓ Carry out accounting entries;
✓ Ensure the lettering of third-party accounts (suppliers, employees, etc.) and participate in the
monthly bank reconciliation;
✓ Prepare AFE & BAP via the Tiger ERP;
✓ Ensure proper physical and digital archiving of accounting documents;
✓ Ensure the distribution of pay slips to teams and ensure their signed returns;
✓ Management of the reception and sending of mail.
– Fulfill within the legal deadlines the tax and social requirements of IECD Cameroon:
✓ Ensure monthly tax declarations to taxes (payroll taxes,
lease taxes, etc.);
✓ Ensure within the legal deadlines, the renewal of tax files;
✓ Ensure the registration of the various leases of IECD Cameroon;
✓ Ensure monthly social declarations to the CNPS (PVID, family benefits,
professional risks, etc.);
✓ Participate in the preparation of annual financial statements.
If necessary, other specific and complementary tasks may be assigned to him in relation to his
skills.
PROFILE
Education: Bac+2/3 in Accounting & Finance or Audit & Management Control with
professional experience in a similar or comparative position.
Expected skills:
– Good knowledge of general and analytical accounting;
– Mastery of office automation and computerized accounting management tools, including essential mastery
of Excel and SAGE accounting software;
– Good writing skills and ability to summarize.

– Autonomy and organization;
– Strong capacity for work and resistance to stress;
– Be open to acquiring new technical knowledge. Train yourself and be trained;

CONDITIONS
Status: Fixed-term contract with a trial period of 06 months;
Desired start date: Immediately;
Location: IECD Cameroon local office, Bonapriso-Douala;
Reporting to: RELIEEF Project Manager with functional supervision from the
Administrative and Financial Manager (RAF) of IECD Cameroon and its affiliated entities;
Remuneration: According to profile.
