PURPOSE OF THE POSITION
Under the direct responsibility of the Field Coordinator, the incumbent will work in close collaboration with the various project managers, consortium coordinators and data managers on the various database projects. He will ensure the technical supervision and coaching of the supervisor(s) placed under his direct supervision. With the support of the National MEAL Manager, he/she will be responsible for implementing the Monitoring, Evaluation, Accountability and Learning (SERA) strategy on projects based in Maroua.

Activities :
- Contribute to the development of the Monitoring, Evaluation, Accountability and Learning strategy of the various projects implemented on the base;
- Ensure the development of Monitoring and Evaluation, Accountability and Learning frameworks for grassroots projects (Monitoring and Evaluation plan, learning plan);
- Contribute to the development and appropriation at the program level of MEAL tools to facilitate data collection, monitoring of activities, evaluation of the results obtained, management of complaints and feedback mechanisms as well as capitalization achievements and experiences;
- Propose a protocol for the collection, processing and analysis of data for the surveys of the projects implemented on the base.
- Plan and coordinate Monitoring and Evaluation activities; Accountability and Lifelong Learning of projects in concert with the managers concerned;
- Carry out follow-up missions in the field, 40% of his annual working time;
- Ensure the analysis of data on the contractual indicators of results and activities on a regular basis and alert the Program Managers to any gaps to be filled;
- Organize and facilitate information and training sessions in Monitoring, Evaluation, Accountability and Learning for the benefit of field teams; partners ; suppliers and especially beneficiaries
- Promote a fluid flow of information and ensure that a team dynamic emerges between partners and ACF;
- Monitor and/or facilitate the carrying out of studies and surveys and ensure the dissemination of the results to the teams concerned and the beneficiaries through the organization of feedback sessions
- Facilitate learning processes (lessons learned, follow-up of recommendations), and capitalization of grassroots projects;
- Promote knowledge management on the base (Storage on the NAS and NHF) and coach the teams in the use of these platforms.
Objective 2: Quality assurance and reporting
Activities :
- Ensure that each project has a monthly narrative and quantitative APR shared with the field coordinator
- Organize audits of shared data to verify the consistency and completeness of information from APRs
- Support Program Managers in reviewing data from APRs
- Support the preparation and organization of internal and external project implementation reports with the coordination team and operational teams;
- Hold regular consultation meetings with Consortium Coordinators and Program Managers (PR) on the monitoring of indicators;
- Identify the constraints/problems encountered in the implementation of the project Monitoring and Evaluation strategy and propose solutions;
- Support implementing partners in developing tools and carrying out field surveys (training/supervision of teams, data analysis, etc.);
- Put in place in all the projects of the base secure and responsive accountability mechanisms and produce regular statistical reports
- Establish a relationship of trust with the communities by carrying out accountability and feedback visits (feed back days; site visits; feedback session on survey/study results; etc.)
Objective 3: Communication and supervision of supervisors; Data managers and cartographers
Activities :
- Support his/her manager and Program Managers in the implementation of the program communication/visibility strategy;
- Support the preparation/drafting of communication documents;
- Supervise the MEAL supervisor(s); and support the Data Managers and Cartographers of the base for the structuring of the MEAL.
Diplomas/Level of studies:
- University education BAC +3 and more in Social Sciences, particularly in Monitoring and Evaluation; Statistics, Project Management or any other field relevant to the position.
Required Skills /Experience:
- At least 3 years of experience in Monitoring, Evaluation, Accountability and Learning of projects and programs, and in developing Monitoring, Evaluation, Accountability, Learning tools within an international NGO or a United Nations Agency -United;
- Have experience in collecting, processing and analyzing statistical data with Kobo, Sphinx, Excel or other relevant data processing and analysis software;
- Mastery of planning and monitoring methods; quantitative and qualitative assessment of development projects/programs;
- Mastery of tools and techniques for collecting, processing and analyzing quantitative and qualitative data;
- Good knowledge of project cycle management;
- Facilitation of training and working workshops (Ex: planning workshop, tool development workshop, capacity building workshop, etc.);
- Mastery of the Office suite (Word, Excel, PowerPoint, Outlook).
- Knowledge of Sphinx and Kobo/ODK collect and mapping software.
