SUMMARY OF JOB DUTIES
UNESCO and UNOPS have obtained, with the support of the Cameroonian authorities, new funding from the United Nations Peacebuilding Fund (PBF) to implement the project entitled: “Strengthening the role of young people in promoting living together and multiculturalism through secondary education and non-formal and informal learning centers in Cameroon. This project aims to contribute to the mitigation of tensions and prevent the emergence of conflicts between displaced people and host communities, by strengthening the role of young people in promoting living together and multiculturalism in educational environments. and community. The project will promote better respect and promotion of cultural and linguistic diversity as an entry point to reduce negative perceptions, stigma and promote self-confidence and well-being, intercommunity and intercultural dialogue for communities of reception and displaced people.
To facilitate its implementation, the UNESCO Regional Office for Central Africa is recruiting an Administrative and Financial Assistant.
He/she will be placed under the authority of the Director of the UNESCO Regional Office for Central Africa and the direct supervision of the Regional Specialist and Head of the Culture Sector. In compliance with UNESCO rules and procedures, the project Administrative and Financial Assistant will more specifically perform the following functions in the project:
Administrative monitoring of the project:
- In collaboration with team members, assess administrative support needs for meetings/events/workshops/seminars, travel, document processing/publication production and consultants/temporary assistance and provide services administrative support for them;
- Keep the Sector Manager and the Project Coordinator informed of the procedures to be initiated and the administrative deadlines necessary for the execution of the various project activities;
- Maintain and update all project documentation and files and ensure archiving and filing of files, including electronic ones;
- Provide secretarial services for the team;
- Maintain the directory of names and contacts of all partners linked to the project;
- Support the Program Coordinator in writing reports and monitoring project evaluation activities.
Financial management :
- Participate in the development of the annual work plan budget and operational plans;
- Prepare detailed budgets for planned activities;
- Monitor the budget;
- Prepare and monitor expenditure commitment and payment files linked to the project (from validation of the commitment to be initiated until the closure of the commitment, on time and after validation of the deliverables);
- Classify all parts and all accounting documents for the project;
- Maintain the financial integrity of the project and respect the budgetary principles, methods, rules and procedures of the Organization.
Logistics management :
- Facilitate the organization of workshops and all meetings initiated by the project;
- Facilitate administrative tasks related to the management of leave, missions and trips, movements, organization of meetings, workshops and seminars, etc.);
- Ensure the archiving and classification of files, including electronic files;
- Perform any other duties assigned to him/her.
SKILLS (Fundamental / Managerial)
REQUIRED QUALIFICATIONS
Education
- Secondary school completion level with certification in Management, Finance or equivalent field; Bac+3 diploma preferred.
Professional experience
- Experience of at least 4 years in a similar position;
- Experience in administration, budget management, finance, accounting or related fields;
- Experience in an international environment.
LANGUAGES
- Excellent knowledge of English or French (written and spoken) and good knowledge of the other language.

- Excellent IT skills (Outlook, Word, Excel, PowerPoint, Data Management, SAP etc.);
- Excellent command of management and accounting tools and techniques;
- Ability to administer and execute financial and accounting processes and transactions;

- Very good analytical and problem-solving skills, good sense of judgment;
- Ability to manage information objectively, precisely and confidentially;
- Ability to design, work and execute tasks independently with thoroughness, care, diligence and method.
