Presentation of the association
The French Red Cross (CRf) and the Cameroon Red Cross (CRC) are
humanitarian associations, auxiliaries of the public authorities, which provide aid and assistance to
vulnerable people.
Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in the
fields of health, nutrition and food security and livelihoods (FSS)
in the East and Far North regions.

Job Description
I. Objective / Job Summary.
Reporting directly to the Logistics Coordinator, the Capital Logistics Manager
participates in coordinating the delegation’s logistics activities in order to provide the
necessary resources for the implementation of the programs that the French Red Cross is developing in
the East and Far North Regions of Cameroon.

II. Job Location
This position is open to people with the required profile and residing in Yaoundé; it is therefore not
subject to relocation. The successful candidate at the end of the recruitment process will
therefore not be able to claim the status of relocated employee.
III. Responsibilities
A. Management of supplies for sub-delegations and the delegation
– Defines, in collaboration with the Logistics Coordinator and the logistics managers, the
procurement strategy according to the CRF’s intervention areas
– Applies all CRF purchasing procedures in accordance with Chapter 10 of the MOPI.
– Defines and ensures the validation circuit for the mission’s purchasing files
– Sets up / updates the capital’s framework contracts before validation by the
logistics coordinator
– Carry out purchases in Yaoundé from sub-delegations and the capital. Signs
purchase orders while respecting the threshold incumbent on him
– In the capital, updates the monitoring of purchases, monitoring of contracts, the supplier and price catalog.
– Compiles contract monitoring and mission purchasing monitoring on a monthly basis.
Alerts managers when a framework contract is due to expire
– Ensures that the supplier catalog is updated biannually and shared with the
teams
– Ensures that the supplier price list is updated biannually and shared with
the teams
– Supervises customs clearance procedures in conjunction with the freight forwarder
– Informs the reception headquarters about international purchases
– Supervises the storage of coordination equipment in conjunction with the logistics assistant and
in accordance with the procedures of Chapter 11 of the MOPI. He ensures that there
will be no shortage of consumables.
– Is a driving force in optimizing the supply chain.
B. Equipment Management
– Ensures the good condition and general maintenance of the capital’s equipment
– Ensures that the equipment is functional
– Ensures that equipment maintenance is periodic
– Participates in the technical choices of the delegation’s equipment
– Participates in the development of procedures for using the equipment and in the training of
its users.
– Supervises the installation, maintenance, and repairs of the capital’s equipment
– Compiles the equipment tracking file monthly
– Ensures that all incoming or outgoing equipment is listed in the
equipment tracking
– Edits and submits the material delivery/return forms provided to CRF employees, and
ensures the return of equipment upon departure of a CRF employee if the latter

goes to the capital
– Is responsible for the capital’s equipment and ensures the dispatch of shared equipment

Checks the presence of labeling on each piece of equipment according to the CRf procedure
described in the MOPI
– Notifies the logistics coordinator of any failure/anomaly related to
CRf equipment procedures
– Is a source of proposals in optimizing equipment management.
C. IT and telecom management
– Ensures, in conjunction with the logistics assistant, the preventive and curative maintenance of the
capital’s IT equipment
– Ensures, in conjunction with the logistics assistant, that users in the capital update
their antivirus and software.
– Ensures, in conjunction with the logistics assistant, that monthly backups of all
computers in the capital are made.
– Centralizes the delegation’s IT anomalies and proposes an action plan to the
logistics coordinator to resolve them.
– Ensures the administrative follow-up of the telephone “fleet” contract: renewal,
creation, deletion, change of lines and/or modification of packages. Ensures
payment files
– Is a force for proposals in the optimization of the IT and telecom management of the
delegation.
D. Management of the motorized fleet and transport
– Ensures that the motorized fleet management procedures of chapter 11 of the MOPI on the
delegation are respected
– Ensures that inter-base vehicle travel complies with the safety regulations in
force
– Provides support for the sizing of the vehicle and motorcycle fleet, renewal and/
or transfer of the delegation
– Validates one-off rentals (vehicles or taxis) in the capital, ensuring
that they are optimized
– Ensures that the services and maintenance of the delegation’s vehicles and motorcycles are
carried out on time
– Ensures that the administrative papers of the motorized vehicles and drivers are up to date
and archived.
– Centralizes, compiles and analyzes the delegation’s fleet report
– Reserves and validates the mission’s UNHAS flights while respecting deadlines and procedures. Is
the focal point for all UNHAS requests
– Ensures that insurance is available for all goods transport
– Is a driving force in optimizing the management of the motorized fleet and transport.

E. Management of the capital’s infrastructure and general resources
– Actively participates in the sizing of the capital’s infrastructure.
– Participates in the search for infrastructure if a move is necessary
– Ensures that the capital’s infrastructure has the minimum required in terms of
security and comfort
– Ensures that the delegation’s buildings are insured. If necessary, prepares the file.
– Ensures that maintenance and work on the capital’s infrastructure are of
good quality. Ensures that fixed charges (water, gas, electricity, etc.) are paid
on time.
– Ensures that consumables do not run out.
– In conjunction with the logistics coordinator, updates the budget monitoring of
the capital’s general resources
. – Is a driving force in optimizing the management of infrastructure and
general resources.
F. Human resources management
– Contributes to the sizing of the delegation’s logistics teams
– Is responsible for recruiting his team and monitoring career paths
– Supervises, supports, trains and controls the team under his supervision
– Alerts his superior if a disciplinary procedure will be initiated
– Organizes weekly/monthly meetings with his team
– Develops an Individual Action Plan for his team
– Conducts performance interviews for his team periodically
– Arbitrates any conflicts within his team
– Ensures the administrative management of his team in conjunction with the administration
– Is a force for proposals in the optimization of human resources management
G. Reporting and internal and external representation of logistics coordination
– Centralizes, analyzes and compiles the monthly logistics report of the delegation and sends it to the
logistics coordinator before the 10th of each month.
– Sends the fleetwave report to the IFRC before the 10th of each month.
– Supports the logistics coordinator during donor reports
– Actively participates in the preparation of audits
– Participates in internal and external meetings of the CRf related to the field of
logistics
– Ensures effective communication with other services in the capital and sub-
delegations
– Supports the logistics coordinator in proposals
Qualification and experience
Diploma / Level of study:

– Holder of a BAC + 4 in logistics minimum, Master in logistics appreciated and / or
a relevant qualification in the field.
– Experience of at least four (04) continuous years in a similar position within an
international organization or a logistics company
Required knowledge and skills:
– Knowledge of the Red Cross / Red Crescent movement is an asset;
– Team Management
– Compliance with Administrative and Logistics procedures
– Management of technical equipment (IT, telecommunications, etc.)
– Office Pack
