Terms of Reference for the selection of an
Accountant for the Non-Governmental Organization Première Urgence Internationale Cameroun
Context
Première Urgence Internationale (PUI) is a
non-profit, apolitical and secular Non-Governmental Organization of international solidarity. Its objective is to meetall the basic needs of civilian victims endangered, marginalized orexcluded by the effects of natural disasters, wars and situations of economic collapse. PUI’s action is developed in partnership with local communities,authorities and civil society.
It also employs local and international staff to carryout these projects. PUI has been present in Cameroon since 2008 and carries outFood Security and Livelihoods and Water-Hygiene and Sanitation programsin the Far North regions. Finally, since 2017, PUI has been in charge of developing therapid response mechanism to population movements in the Far North region.The entry into force of the accounting system for non-profit entities requiressupport from the finance team. PUI is looking for an accounting firm that canhelp it set up the new SYSCEBNL and support the teams so that theycan be autonomous.These terms of reference are therefore drawn up in order to define thespecific conditions for selecting an approved accounting firm for the signing of acollaboration contract.
Objectives of the service
The general objective is to support PUI in respecting, implementing, learning andapplying the accounting system for non-profit entities while respecting all therequirements of the OHADA area.
Detailed tasks of the service In general, and without being exhaustive, the attributions of the accounting firmwill consist of:- Setting up the accounting system of non-profit entities on themission in compliance with all the requirements of the SYSCEBNL- Reprocessing the organization’s accounting for the period from January 1, 2024to December 31, 2024;- Produce financial statements and the annual management report required by thesystem (Balance sheet, Income statement, Cash flow statement, Notes,inventory book or any other required document);- Produce a report which notes the existence of the donor register and certifies thecompliant maintenance;- Support the teams so that they can be autonomous (Team of 03people);– Conduct an annual accounting audit in 2024 to ensure that
accounting rules are respected;
– Provide an annual audit report to the organization and provide advice on
possible improvements.
Profile sought
• Firm/Chartered accountant in the CEMAC zone registered with the order of
chartered accountants
• Strong experience in the field of accounting law and OHADA financial accounting
,
• Expertise in Cameroonian taxation
• Experience working with NGOs required
• Very good proactivity, organization and management skills for
complex issues
• Proven skills in written and verbal communication
• Excellent command of French
• Mastery of the English language highly appreciated
Service provider selection criteria:
– A clear financial offer with a fixed price
– A complete technical offer meeting the tasks detailed in the
service request and including a detailed timetable of the various tasks of the service
– Payment terms: Bank transfer (presentation of the RIB in the
administrative file)
– Administrative file of the structure (Up-to-date tax compliance certificate,
location plan, Trade register, Proof of registration with the order of chartered accountants,
Bank account certificate)
– Curriculum Vita specifying the skills and experience of the principal chartered accountant
as well as his main collaborators
– Criminal record less than 3 months old at the time of submission of the offer;
– Justification of experience in the field (letter of references or proof of
collaboration from former clients, in particular INGOs)
