AN EMERGENCY PROJECT MANAGER A DEPUTY EMERGENCY PROJECT MANAGER

Overall objective:

The emergency program manager is in charge of implementing RRM ( Rapid Response Mechanism) activities  and managing the RRM part of the project. 

Specific objectives and associated activities

  1. ENSURE THE IMPLEMENTATION AND MONITORING OF THE RRM PROGRAM
  • He/She ensures the smooth running of the RRM program under his/her responsibility and ensures compliance with the objectives defined in the project proposal. In particular, he/she monitors the defined indicators, reports to his/her line manager, reports any difficulties encountered in implementation and suggests improvements or reorientations if necessary.
  • He/She ensures that the beneficiaries, local populations, municipal, administrative and traditional authorities as well as the supervisory ministries know and understand the objectives of the project(s) and actively participate in the implementation, in conjunction with the RRM Coordinator.
  • He/She analyzes the humanitarian situation in WASH & non-food goods and the context of intervention in a continuous, systematic and satisfactory manner in his/her area of ​​intervention

 




 

Monitoring/Evaluations:

  • He supervises the development and maintenance of a humanitarian monitoring and alert network in his area of ​​intervention, drawing on pre-existing initiatives and networks.
  • He/She prepares data collection tools and methodologies in conjunction with the RRM coordinator.
  • He/She trains the team on RRM methodology and tools for exploratory missions and multi-sectoral assessment as defined by the RRM coordinator.
  • He/She plans and supervises the organization of RRM evaluations (Exploratory Missions (MEX) / Mustisectorial Evaluations (MSA)
  • He/She ensures the control of results and indicators from the database and their analysis;
  • He/She supervises the drafting of reports following field diagnostics (preliminary and complete) and transmits them on time to the people concerned

Interventions EHA/ NFI :

  • He/She supervises the interventions carried out in the field by the RRM teams and is responsible for their smooth running;
  • He/She defines the beneficiary selection strategies in conjunction with the RRM coordinator
  • He/She validates the technical choices of the project
  • He/She ensures that an exit strategy is put in place before any intervention
  • He/She supervises the drafting of intervention reports and Post Intervention Monitoring (PIM), and ensures their transmission to the RRM Coordinator within the allotted time;

Monitoring / Reporting / capitalisation :

  • He/She ensures the implementation of monitoring and/or evaluations, according to the needs defined by the project. He/She analyzes and transmits the information collected to his/her line manager. Depending on the needs of the project and/or the information collected, he/she produces and distributes monitoring and evaluation reports to the people concerned.
  • He/She ensures the capitalization of all documents, tools and training produced within the framework of the project(s) and ensures that the verification sources mentioned in the proposals are available.
  • He/She transmits internal and external reports to his/her line manager while respecting internal validation deadlines (sitrep, Project Monitoring Tool, OFU) and external contractual deadlines (project reports/s).
  • Depending on the needs identified by his/her line manager and the head of mission, he/she may be associated with the technical expertise of other projects (outside his/her responsibility) as one-off support.

 

 




  1.  SUPERVISE THE RRM TEAM
  • He/She reads the PUI Internal Regulations on the mission and ensures that they are known and respected within his/her team.
  • He/She defines the organization chart of his/her team and has it validated by his/her line manager.
  • He/She defines the job profiles of his/her team members, has them validated by his/her line manager and actively participates in recruitment (interview, test, etc.). He/She participates in the decision to terminate the employment contract of a person on his/her team.
  • He/She welcomes and briefs new employees working under his/her responsibility.
  • He/She supervises and supports the team under his/her responsibility.
  • He/She ensures that each person is evaluated in writing at least once per contract and per year, and at least before he/she leaves his/her position.
  • He/She sets up the coordination mechanisms specific to his/her team and organizes its supervision.
  • He/She ensures that messages are understood within his/her team, while respecting the internal communication circuit at PUI.
  • He/She identifies the training needs of his/her team and completes it (organizational, methodological, technical support if necessary, organization of training, etc.).
  • He/She implements training in line with operational needs and identified training needs.
  • He/She strives to strengthen cohesion between the members of his/her team, and between his/her team, other PUI teams and coordination in order to guarantee a productive and relaxed working atmosphere, with respect for everyone.
3.      ENSURING THE LOGISTIC AND ADMINISTRATIVE MONITORING OF THE RRM PROGRAM

  • He/She addresses his/her program needs to the logistics manager and in accordance with the available budgets. He/She takes into account the time and logistical constraints of the mission as well as the purchasing procedures specific to the programs in order to ensure that his/her request is realistic given the supply times.
  • He/She contributes to the analysis of supplier offers for purchases with high technical specifications.
  • He/She actively participates in carrying out calls for tender, where applicable, in conjunction with the coordinator

Logistics.

  • He/She ensures, in coordination with the logistics manager, that the storage of materials specific to his/her programs is appropriate.
  • He/She communicates to the logistics manager on a weekly basis his/her needs for vehicles and communication equipment for the implementation of the program.
  • He/She organizes, in coordination with the logistics manager, the logistics aspect of his/her program (delivery, distribution, on-site storage, etc.).
  • He/She regularly provides the administrative manager with all the information necessary to prepare the cash flow forecast specific to his/her program.
4.      ENSURE THE REPRESENTATION OF PUI TO AUTHORITIES AND EMERGENCY ACTORS

·        He/She represents the association with local actors involved in the implementation of emergency programs (municipalities, ministerial delegations, other institutional bodies, NGOs, donors, etc.) and ensures that good relations are maintained with everyone of them (in compliance with the principles of neutrality and independence of PUI).

·        In agreement with his/her line manager, he/she participates, if necessary, in meetings of the RRM steering committee

·        He/she participates in coordination meetings relating to WaSH and NFI issues when they exist and is an active member.

  • He/She ensures that he/she has up-to-date budget monitoring of the programs under his/her responsibility every month, and he/she participates in the analysis, detects possible discrepancies and proposes adjustments to the administrative manager.
  • In the event of a Landlord visit, he/she actively participates in the preparation and implementation of the visit.
5.      ENSURE THE SAFETY OF GOODS AND PEOPLE

·        He/She ensures that the safety plan is known to the team under his/her responsibility and that safety rules are respected.

·        He/She contributes to the collection of information relating to security in his/her area of ​​intervention and disseminates it to the base manager on a regular or ad-hoc basis in the event of an emergency.

·        He/She ensures that the project(s), methodology, selection criteria do not endanger the beneficiaries, PUI members or any other person. He/She immediately alerts the base manager in the event of endangerment of teams or beneficiaries.

  • He/She ensures that the members of his/her team and any daily workers have the safety equipment adapted to their activities (for example: helmets, safety shoes, protective vest, gloves, etc.).
6.      CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS

·        He/She participates in identifying needs in the area in coordination with his/her line manager.

·        When defining new operations, he/she contributes with his/her line manager to the preparation of project proposals.

     He/She participates in the development of the mission strategy.

Profile sought: BAC+5 (e.g. Master 2) in relevant disciplines (Earth sciences, Hydraulics and sanitation, Engineering sciences, Project management or an equivalent combination of experience). Specialization in the field of emergency or on a “hot regions” theme Project management Engineering training or equivalent in a technical field (civil engineering, hydraulics, hydrogeology, etc.) appreciated

Ø   Technical humanitarian professional experience : Relevant international experience of at least 2 years. NGO experience of at least 1 year. Minimum 6 months experience in monitoring and evaluation in an emergency context. Experience in team management. Experience on an RRM project and carrying out multi-sectoral evaluations, preferred.

Ø   Mandatory knowledge and skills: Excellent writing quality; Managerial experience. Master’s degree in project management. Good mastery of the decentralization process. Great interpersonal skills (representation to authorities). French. Office pack (especially Excel)

Ø   Knowledge and skills appreciated: Knowledge of institutional donor procedures (UNHCR, ECHO, EuropeAid, etc.); English ; Statistics, GIS (Map Info, Arc View, etc.) Database (Access or other)

 Conditions: Position based in Maroua or Kousseri. Fixed-Term Contract. Salary defined according to the PUI salary scale. Starting position in April 2024. Female applications are strongly encouraged.
