Job Description
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC’s mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and take charge of their future.
The Far North (FN) region of Cameroon faces multiple crises: (
- endemic poverty linked to the scarcity of natural resources and the effects of climate change, with 74% of its population living below the poverty line (
- the armed conflict of Boko-Haram which continues to threaten the lives of the population and their income opportunities (
- the COVID-19 pandemic which continues to impact the population and (
- inter-ethnic conflicts which are one of the consequences of poverty and harm the economic and social life of the population.
Faced with these crises, IRC through the ERD (Economic Recovery and Development) program intends to ensure that vulnerable young people affected by the multiple crises in the Far North region acquire vocational skills to help them access opportunities. of independent employment. In addition, enable young people to access savings and loans and develop economic, social and cultural activities within cooperatives. To implement this IRC project, wants to recruit a (
- M&E assistant for the Kousseri base.
1. Domain
Under the responsibility of the MEAL officer and with the latter’s technical support, the MEAL assistant performs well-defined tasks to provide support to IRC programs. He is in charge of optimizing the monitoring, evaluation, accountability and learning of IRC’s mission in Cameroon.
Indeed, he/she will be responsible for supporting the M&E officer in the compilation of data, their verification and their quality. The MEAL Assistant will work closely with all field program staff to implement IRC Cameroon MEAL commitments, improve program quality through improved data management. The Assistant will assist the MEAL Officer in Monitoring and Evaluation to manage day-to-day monitoring and evaluation tasks within the field office and provide technical support to field teams to ensure implementation efficient projects.
2. Intervention area
The MEAL Economic Recovery and Development Assistant will be based in Kousseri with frequent travel throughout the Program coverage area as needed.
Duration of Contract: 7 months (with renewal option)
3. Specific responsibilities
A. Implementation of activities
The MEAL Economic Recovery and Development Assistant will carry out the following responsibilities: Monitoring activities: – Collaborate with programs to ensure routine data collection according to the MEAL project work plan;
– Support the administration of data collection surveys, customer satisfaction surveys and customer feedback collection systems;
– Supervise the investigators during data collection, report to the MEAL Officer the challenges encountered;
– Collaborate with the MEAL officer to provide inputs in the collection tools;
– Enter and maintain customer tracking and feedback databases;
– Produce simple reports;
– Other related tasks as required.
– Work closely with the M&E Officer and update monthly the progress of the project on the system using data from the monitoring and evaluation matrices;
– Help the M&E officer to generate and share field reports on the progress of the project from the Indicator tracking sheet (ITS);
– Compile and file electronic copies of all beneficiary lists and other relevant means of verification;
– Conduct surveys with quantitative and qualitative tools as part of broader data collection initiatives within the M&E unit;
– Ensure that complete and accurate information on the project is communicated in a timely manner to the M&E officer and the Program Manager, with the necessary disaggregation (data by area/location, main competence, gender, type of beneficiaries (IDPs , host community, refugees and others);
– Participate in regular data verification and audit exercises to assess the quality of reported data and address any identified anomalies.
– Submit to the monitoring/evaluation officer weekly and monthly reports on monitoring and evaluation activities carried out in the field.
– With the support of the Monitoring and Evaluation Officer, participate in capacity building and coaching activities for field staff in data collection and cleaning.
– Actively participate in needs assessment, targeting, Baseline surveys and endline surveys, in particular field data collection using mobile data collection methods; train and supervise surveyors, enter and analyze data;
– Support program staff in the field to implement project-level evaluations, including PDMs, baseline survey using mobile data collection methods, outcome measurement, and multi-sector evaluations at area level, where appropriate, training and supervision of enumerators, data entry and analysis;

C.Requirements
Skills and knowledge acquired through a combination of job-related training, practical on-the-job experience and some form of formal education including: · Formal education preferably but not necessarily;
- An ability to undertake activities in the area of MEAL based on the advice of a supervisor;
- A basic understanding of MEAL in the field, mechanisms and functions of customer feedback and feedback systems;
- Experience and/or training in survey, monitoring and evaluation methods, as well as in quantitative and qualitative analysis, is an asset;
- Experience working with community representatives, youth and adults from diverse backgrounds;
- Good written and verbal communication skills;
- Proficiency in Office applications, in particular Excel and Word; Microsoft
- Language to master: French, knowledge of local languages is an asset,
Minimum Qualifications
- Be of Cameroonian nationality;
- BAC + 2 minimum in mathematics, statistics, economics, computer science, or in any discipline of the social or natural sciences, or the appropriate significant and equivalent professional experience,
- Minimum 2 years of experience in monitoring and evaluation of activities initiated by an NGO with a solid background in data collection and analysis and in report writing,
- Knowledge and understanding of monitoring and evaluation of a project,
- Understanding of the current trend of M&E and more specifically of the monitoring and evaluation system in Humanitarian organizations with particular attention to cash transfers and livelihoods
- Excellent understanding of data collection technique,
- Good command of local languages (ARAB CHOA and/or KOTOKO)
- Experience in conducting research;
- Versatile ;
- Mastery of French and/or English;
- Skills in the use of computer software packages, including Word and Excel kobo collect, CommCare, Power Point and MS Outlook;
- Have a sense of organization and a strong ability to manage time;
- Have excellent interpersonal skills and work in a team or independently;
- Have excellent planning and communication skills;
- Good interpersonal and problem-solving skills;
- Ability to communicate clearly, concisely and effectively;
- Ability to work in multidisciplinary and multicultural contexts;
- Ability to work under pressure and meet tight deadlines;
