Introduction

The Danish Refugee Council (DRC) helps refugees and displaced people around the world: we provide emergency aid to these people, we fight for their rights and we strengthen their opportunities for a better future. We work in conflict-affected areas, as well as along displacement routes, and within countries where refugees settle. In cooperation with local communities, we strive to achieve responsible and sustainable solutions. We work for the successful integration of vulnerable communities and, where possible, the fulfillment of their wish to return home.

The Danish Refugee Council (DRC for Danish Refugee Council) was founded in Denmark in 1956 and has since grown into an international humanitarian organization with over 7,000 staff and 8,000 volunteers. Headquartered in Copenhagen, and present in 40 countries, DRC is a non-governmental, non-profit, politically neutral, independent and non-sectarian aid organization.

1. Background

The Danish Refugee Council (DRC) is a private and independent humanitarian organization working on all aspects of the refugee cause in around 30 countries around the world. It is the first Danish NGO operating internationally for the protection of refugees and internally displaced persons against persecution and for the promotion of durable solutions to the problems of forced immigration and conflicts. All of DRC’s action is based on humanitarian principles and human rights, in accordance with United Nations conventions and the code of conduct of the ICRC and NGOs during disaster relief operations.

The approach to protecting and assisting populations affected by conflict is provided in a long-term and rights-based approach to ensure a coherent and effective response to the challenges of today’s conflicts.

The assistance consists of humanitarian aid, rehabilitation, support for returnees and repatriates as well as the promotion of long-term solutions to displacement and its causes. In addition, supporting and building the capacity of local and national authorities is an integral part of DRC’s work.

 

 

DRC is present in seven West African countries, namely Mali, Guinea Conakry, Central African Republic, Burkina Faso, Nigeria, Niger and Cameroon.

Currently, the actions carried out by DRC in the Adamaoua region are concentrated around the town of Meiganga and a sub-base was opened in Djohong in 2018. A sub-base in the Eastern Region in Garoua-Boulaï was open end of 2020.

2. Objet

Under the direct supervision of the MEAL Team Leader, the MEAL Assistant is responsible for conducting monitoring and evaluation activities in accordance with the work plan.

3. Responsibilities

Under the direct supervision of the MEAL Team Leader, the MEAL Assistant will have the following main responsibilities and tasks:

Monitoring and evaluation

  • Collaborate with programs to ensure routine data collection according to MEAL department work plan;
  • Carry out follow-up visits to program activities and discuss with the intervention communities on aspects related to accountability issues;
  • Conduct quantitative and qualitative data collection activities in the field;
  • Support the design and piloting of monitoring tools to be used during activities and assistance;
  • During monitoring activities, ensure that beneficiaries are treated with respect, confidentiality and informed consent;
  • Support the updating of data collection tools on the Kobo Toolbox platform;
  • Develop and update databases for monitoring program activities;
  • Contribute to the organization of data collection (ToRs, digitization of questionnaires, planning of surveys, training and supervision of surveyors, etc.);
  • Perform verification and processing of evaluation data.

Accountability

  • Reinvigorate DRC’s community feedback mechanism following the Core Humanitarian Standard of Quality and Accountability (CHS);
  • Sensitize DRC intervention communities on the use of the feedback management mechanism;
  • Ensure the telephone line for complaints and returns when needed;
  • Escalate issues and conflicts that may arise during follow-up visits;
  • Provide feedback to users of the feedback mechanism;
  • Analyze the compiled data and design the Feedback Dashboard.

Reports and information

  • Submit monthly reports on monthly achievements and identified challenges;
  • Produce draft evaluation reports after data analysis;
  • Write periodic monitoring reports to ensure programs have accurate and useful data to inform project development;
  • Participate in the internal evaluation of the program.

4. Qualifications required

Key experiences

  • Bac +3 minimum in a relevant field (statistics, development research or social sciences, preferably with particular attention to monitoring and evaluation);
  • Training in quantitative methodologies, including database management;
  • Strong analytical skills and an understanding of a range of monitoring, evaluation and appraisal methods to promote evidence-based learning;
  • Demonstrated ability and understanding to design, commission and manage evaluation methodologies and techniques such as focus group discussions, key informant interviews, observations, to name a few;
  • Excellent command of the Office package (Excel spreadsheet, Word word processing software, PowerPoint presentation software, etc.), and other data processing and analysis software such as SPSS, R, as well as a very good command the use of the Kobo Collect and ODK platforms;
  • Knowledge of Power BI and mapping software such as QGIS would be an undeniable asset;
  • Be flexible and able to work under pressure;
  • Demonstrate very good editorial, organizational and initiative skills;
  • Loving meticulous work and being concerned about quality.
  • Good oral and written communication skills;
  • Advanced command of French;
  • Proficiency in at least one of the local languages ​​of the DRC intervention area.

Experiences

  • Minimum two (02) years of relevant experience particularly in national or international NGOs in a similar position;
  • Experience in statistics applied to the humanities and social sciences, in the humanitarian field is a plus;
  • Experience with qualitative research techniques.

5. General regulations

  • Employee must follow DRC’s security, confidentiality and ethical guidelines, including Code of Conduct and Humanitarian Accountability Framework
  • The employee must not engage in any other remunerated activity during the term of the DRC contract without prior authorization
  • The employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract
  • Employee shall not give media interviews or post photos related to DRC programs or share other material without receiving prior permission
  • The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.
