At the crossroads between humanitarian action and public health, MdM Switzerland has been working for more than 20 years to improve access to health for the most vulnerable. As part of the implementation of its interventions in Cameroon, the organization is looking for a program coordinator/Medical who will be responsible for monitoring all of the organization’s projects in Cameroon.

JOB DESCRIPTION :

 

Under the direct supervision of the General Coordinator of the Cameroon mission and with the technical support of the thematic referents , the Program/Medical Coordinator ensures responsibility for the correct implementation of all projects currently underway. execution within the NGO . The Program/Medical Coordinator is primarily responsible for planning, implementing and monitoring the country program . He/she will manage the program team (a total of 13 employees). He/she directly supervises the Monitoring-Evaluation Manager and the project managers.

More specifically, the main tasks of the Program Coordinator/Medical are:

 

 

Objective 1: Planning and management of programs and projects

 

  • Develop and update thematic and country strategic and operational plans (programs).
  • Ensure health monitoring in the country in general and in the intervention zones in particular and ensure the feedback of information to the general coordinator
  • Coordinate the implementation of the country program by continuously ensuring the link between strategy, programs and advocacy.
  • Ensure the identification and regular updating of the overview of stakeholders involved in the thematic areas of the country program.
  • In the event of an epidemic, assess needs, plan and coordinate response actions
  • Maintain a constant study of the SSRE intervention context and the themes of the country program, including at the level of the government’s strategic orientations.
  • Carry out exploratory missions (ToR, implementation and reporting) for the implementation of the country program.
  • Coordinate the writing of projects.
  • Stay informed and inform the General Coordinator and the team of the government’s strategic orientations in the field of health, of the various national programs as well as country strategic documents (PNDS, etc.)

 

Objective 2: Management of the program team and project implementation

 

  • Participate in weekly management meetings and support the General Coordinator in supporting staff in decisions relating to HR in the program department (evaluation, promotion, conflicts, etc.).
  • Manage the recruitment of employees directly subordinate to him (including interns).
  • Manage employees directly subordinate to him (including capacity building and evaluations).
  • Support project managers in planning the activities planned as part of their projects according to the established timeline.
  • Provide technical support to the activities of the medical and paramedical staff of the various projects as well as to partners
  • Validate the implementation of activities by ensuring their quality (quality of terms of reference, administrative notes, service contracts, evaluations, studies and training planned as part of the projects).
  • Ensure the proper application of MdM procedures for the implementation of activities (ToR, budgets, supporting documents) in close collaboration with the Administrative and Financial Manager of the MdM Switzerland mission in Cameroon.
  • Ensure that technical recommendations are taken into account in the implementation of activities.
  • Ensure compliance with local legislation regarding the authorizations required to carry out project activities.
  • Ensure a good atmosphere and promote good team spirit.

 

Objective 3: Monitoring and follow-up of projects

 

  • Control and coordinate budget monitoring in close collaboration with the Administrative and Financial Manager of the MdM Suisse mission in Cameroon
  • Guarantee the participation of thematic referents in the monitoring of implemented projects
  • Ensure efficient management of allocated funds
  • Ensure the organization and holding of regular coordination meetings with partners.
  • Validate the purchasing needs for medical equipment/consumables on the various projects as well as the quality of acquisitions
  • Carry out regular missions in the field to support the teams,
  • Supervise activities, identify constraints and propose solutions and technical support if necessary.
  • Validate budget revisions based on budget monitoring.
  • Ensure the consolidation and preparation of quarterly and annual activity reports on projects.

 

 

REQUIRED PROFILE :

School/Academic Conditions:

 

Professional experiences :

  • Must have at least three (03) years of work in a health project manager position in an international NGO;
  • Having at least two (02) years of experience in program management (portfolio management of at least three projects) is essential;
  • Previous experience working as a medical coordinator or health coordinator in an international NGO is a great asset;
  • Work experience on the themes of Gender-based Violence, Sexual Reproductive Health, is appreciated.

Knowledge and Skills :

 

  • Solid knowledge in DSSR and VbG is essential;
  • Perfect knowledge of the Cameroonian health system is essential;
  • Excellent writing skills in French;
  • Planning skills
  • Sense of organization, prioritization and strategic and operational planning,
  • Analytical skills and ability to take initiatives
  • Ability to work in a team, to use the professional network and while maintaining respect for multiculturality,
  • Sense of rigor in the work,
  • Autonomy while respecting the procedures and rules of life and security of the mission.
