 An international medical non-governmental organization (INGO), Médecins du Monde Suisse (MdM -CH) acts on the ground to restore sustainable access to health for excluded people. MdM -CH is part of an international context by favoring a programmatic approach linked to civil society. It develops a specific conceptual and operational framework for contexts in chronic crisis and/or conflict, managing emergencies when they arise but favoring long-term development strategies. It favors a direct approach while articulating these closely with local partners, guarantors of sustainability.

Present in Cameroon since 2013, MdM -CH, with the help of its partners, is implementing a project on pediatric palliative health (SPP) in Yaoundé, Central region, another project in sexual and reproductive health and child health (SSRE) in the Health District (DS) of Foumban, western region. Since 2018, Médecins du Monde Suisse has also been leading a project to combat violence and specifically gender-based violence (GBV) in the towns of Bamenda, North-West region and Mbouda, West region.

Capitalizing on its know-how and expertise in the field of SSRE and the fight against Gender-based Violence, MdM -CH with the help of its partners is implementing a project with the objective of supporting political initiatives to improving the conditions of victims of violence and minors perpetrators of violence, in the regions of the North-West and West Cameroon . It is in particular to support the operational teams of this project that MdM Suisse is recruiting an accountant, Administrative Assistant and Logistics Support .

 

 

OBJECTIVE

Under the direct supervision of the Administrative and Financial-HR Manager, the employee will be responsible for carrying out the activities and functions indicated below:

 The Admin-Fin/Logistics Assistant is in charge of managing finance, logistics and administration services on his or her assigned base .

More specifically, he/she is in charge of:

ACCOUNTING AND FINANCIAL MANAGEMENT

 Monitor payment schedules for contracts executed on its basis;

Carry out the archiving of accounting documents, prepare and send the archives in coordination;

Carry out cash and safe activities, and ensure the supply of funds and their security;

Execute disbursements and payment of advances, in accordance with established procedures;

Ensure that the advances book and accounting journals are kept;

Before registration, check that the supporting documents comply with Médecins Du Monde procedures;

Check cash balances daily and report any discrepancies to the Accounting Supervisor;

Guarantee the security of your fund and the confidentiality of information;

Carry out the accounting processing of entries according to the Employer’s accounting organization (including analytical imputations based on lessor contracts and the reference budget);

Prepare monthly accounting reports and submit them for approval to the Administrative and Financial Manager;

Carry out the recording of accounting operations (cash and bank) on the Employer’s software;

Submit payments in checks for signature, invoices while ensuring proper compliance with the rules for the latter;

Carry out the processing of banking transactions in compliance with the Employer’s procedures;

Prepare tax returns according to the legal frequency;

 

 

 

Carry out the monthly control of the journals and the monthly closing of the accounts for approval by the RAF;

Guarantee the proper keeping of accounts and the quality of the supporting documents presented;

Apply all standards described by the Employer;

LOGISTICS MANAGEMENT

 Be responsible for the application of the Employer’s purchasing procedures on its basis;

Develop and submit for approval to the general coordination the discharge documents for the provisional and/or definitive handovers and transfers of goods acquired by the Employer and transferred to the partners;

Carry out purchases, track orders and receive goods in strict compliance with the Employer’s logistical and administrative procedures;

Maintain and update the list of preferred suppliers;

Coordinate and plan the work of drivers;

Coordinate and organize possible transport of goods;

Update the inventory of the Employer’s property;

Write all reports requested by the Admin-Fin Manager;

Track vehicle fuel consumption;

Carry out verification of vehicle needs and submit repair proposals based on driver analysis;

Optimize communication tools and maintenance of the IT equipment on its base;

Organize, set up and arrange inventories;

Apply all standards described by the Employer;

ADMINISTRATIVE AND LEGAL MANAGEMENT

 Train and support team members under his supervision;

Ensure the minimum replacement of members of the administrative service in the event of absence (vacation, illness, etc.);

Ensure and contribute to maintaining the motivation of your team on the base at a satisfactory level;

Provide operational support to other departments where necessary in updating monitoring materials;

Collaborate in monitoring national staff recruitment processes at the request of the Admin-Fin Manager;

Collaborate in the contracting process, monitoring and payment of external service providers;

Participate in the monitoring and evaluation process of the staff under his responsibility;

Participate in weekly team meetings;

REPORTING / COMMUNICATION:

 Participate in monitoring current regulations;

Assist the Admin-Fin Manager in relations with administrative authorities (Labor Inspection, CNPS, Tax, etc.).

CONDITIONS OF EMPLOYMENT :

  • Job in Full time, base in Bamenda ;
  • 12-month national contract, possibly renewable depending on Funding of the project and the performance evaluation;
  • Remuneration according to profile and grid MdM salary.

                                                                 REQUIRED PROFILE:

  • Training: BAC+3 Minimum, in Accounting and Finance, Management, Commerce or Business Administration
  • Experience within an NGO or international institution
  • Experience in administrative and financial monitoring of projects mobilizing national and/or international funding will be highly appreciated;
  • Knowledge of SAGA being an asset;
  • Rigor and taste for accuracy
  • Have a sense of organization, good planning, and be solution-oriented;
  • Be flexible, have good thinking and listening skills, good self-control;
  • Be able to work in multidisciplinary and multicultural teams;
  • Ability to cope with stress and work under pressure;
  • Be Fluent in English (practical knowledge of the French language);
  • Be able to work independently in different environments and situations;
  • Have good command of IT tools, particularly Microsoft Office.
