Call for applications: Expert in contracts and purchasing

CALL FOR INTERNAL APPLICATION FOR THE RECRUITMENT OF A PURCHASING AND CONTRACTING EXPERT FOR THE PROJECT “SUSTAINABLE AGRICULTURAL SYSTEMS AND AGRICULTURAL POLICIES” AND OTHERS OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH FOR THE CITY OF YAOUNDE.
The Rural Development Cluster (CDR) is made up of several projects in the sector which plan to improve the economic situation of the rural population, particularly women and young people in Cameroon. The target group of the projects varies between the technical ministerial departments involved, specialized institutions, practical agricultural training schools and the private sector, associated with producer and processor organizations and small and medium-sized enterprises (SMEs).
The Cluster is looking for a Contracts and Purchasing Expert for the Yaoundé office. The position holder will probably allocate 50% of their working time to the “Sustainable Agricultural Systems and Agricultural Policies (AgSyS)” Project and the rest to other projects in the cluster. The allocation may change depending on the capacities needed in the Cluster.




 

Duties

Under the supervision of the Administrative and Financial Manager, the position holder will be mainly responsible for ensuring and/or facilitating:

  •  Management of consultation/service contract request files.
  • Management of local grant contract files.
  •  Information and support to implementing partners in the service provider contracting processes;
  •  Purchases of materials and equipment for cluster projects as well as the preparation of requests or orders made at the Regional Office level, in accordance with the rules and provisions of GIZ;
  •  Application of the rules and provisions of GIZ in the execution of all tasks assigned to it.

Contract management

  •  Ensures contract management (calls for tenders, selection and formulation of contracts, drafting of terms of reference),
  •  Ensures the processing of files relating to local grant requests;
  •  Develop and monitor local contracts/subsidies effectively and efficiently at project and BRY level,
  • Communicate closely with the BRY on this subject,
  •  Support the drafting of correspondence and other documents related to the function,
  •  Support the organization of meetings and finalizations of administrative outstandings (calls for tenders, contracts, etc.), in accordance with GIZ procedures,
  •  Provides advisory support and guidance in the application of contracting procedures for service providers, consultants and beneficiaries of local subsidies;
  •  Be in charge of archiving and organizing administrative files in the project DMS in accordance with GIZ rules,

 

  •  Develop a file processing schedule with the CTs to plan the approximate start of contracts,
  •  Update the CDR masterlist of contracts and inform the CTs in time in the event of the expiration of a contract, scheduling conflict, etc.
  •  Support in the preparation of internal and external audits of the project,
  • Assume other tasks upon instruction from management.

Procurement management

  •  Ensure the acquisition process (purchasing and supply) and keep the related files according to GIZ rules,
  •  Classify the documents of the different stages for purchasing and acquisition (checklist),
  •  Collect the purchasing needs to be made for the operation of the project,
  •  Establish purchase requests, quotation requests, purchase orders and service contracts,
  • Establish ADLs linked to purchase requests to be made at the BRY
  •  Establish and maintain the master list relating to purchases made at project, BRY and headquarters level
  •  Receives the goods, documents receipt and carries out the necessary checks;
  • Processes and follows up on complaints;

REQUIRED PROFILE

Qualifications, skills and experience required

Qualification:

  •  Minimum BAC + 5 in Management or Logistics or other equivalent diploma;
  • Knowledge of the Public Procurement Code;
  • Knowledge of Business Law.

Professional experience

At least 5 years of professional experience in a similar position, preferably within an international organization

Other skills

  •  Excellent knowledge of procurement procedures and contract management,
  • Knowledge of GIZ procedures and rules would be an asset
  •  Good working knowledge of the use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office)
  •  Fluency in French and English; The German would be an asset; knowledge of German desired,
  • Ability to work under pressure and in a multicultural team,
  • Good interpersonal skills,
  •  Have excellent analytical skills, high moral integrity and confidence in negotiations with service providers;
  •  Good sense of work organization and respect for personal deadlines and a great ability to work independently.

Start date of contract: January 1, 2024
Contract period: 2 years (renewable)
Place of assignment: Yaoundé
Internal classification of the position: Band 4, under the hierarchical supervision of the Administrative and Financial Manager
