CALL FOR APPLICATIONS FOR THE RECRUITMENT OF A CONSULTANT FOR THE MANAGEMENT OF THE CURRENT PHYSICAL ARCHIVES AND THE DEVELOPMENT OF AN ARCHIVES MANAGEMENT POLICY AT ACMS

Background and rationale

 

          The Cameroonian Association for Social Marketing (ACMS), research for the management of physical archives in progress and the development of an archives management policy, one (01) Consultant (M/F).

 




 

          ACMS (Cameroonian Association for Social Marketing), partner of Population Services International (PSI), is a non-profit, non-governmental organization specializing in the social marketing of health products and services and in communication for behavior change. . It operates in the areas of HIV/AIDS prevention, malaria, reproductive health, prevention and management of diarrheal diseases. Thanks to its distribution network, ACMS ensures the availability and accessibility of products for the prevention and/or treatment of the diseases and conditions mentioned above throughout the national territory.

 




 

           ACMS is a member of the Populations Services International (PSI) network. PSI is a world-renowned health organization whose programs target malaria, child survival, HIV and reproductive health.

          Within the framework of ACMS operations, a large flow of electronic and physical documents is exchanged between the various internal and external actors constituting an archive of tomorrow.

          There is no real documented archive management policy specific to the platform. The “archives” are stored in a room that has no more space. A relocation is operated on the mezzanine of the store and within various offices. As part of its decentralized operation through the regional offices, the original documents are transferred for processing at headquarters and quite often only the photocopies are kept in the regions.

 

        Given this context, the successful candidate will manage the current physical archives and will develop an archive management policy (electronic and physical) in terms of storage, filing, preservation and destruction.

 

 

Type of contract: Consulting

Duration of the Mission: Three (03) months from the signing of the contract

 



 

Description of the mission

 

The main mission of the Consultant will be to:

 

    • Define what an archive is and apply the archiving policy relating to each archive;
    • Draft an archive management policy in terms of storage, classification, conservation and destruction in accordance with the legislation in force;
    • Propose a physical and electronic storage system aimed at easy location and identification of documents;
    • Sort the archives by legal retention date and propose a destruction system after scanning any original document;
    • Identify all existing documents that do not constitute archives and propose a destruction system;
    • Propose a system for securing archives in terms of confidentiality, loss, deterioration or theft.

Deliverables:

 

  • Proposal of an archive management policy;
  • List of scanned documents;
  • List of documents to be destroyed;
  • Mission report containing the storage, filing and conservation plan.

Qualifications and professional experience required

 

Qualifications required : 

  • Diplomas, certificate of at least two years of training in the documentary, archivist and related field;

 

Required Professional Experiences :

  • Approval to practice or any document attesting to your expertise in the field of archiving services (Diploma, certificate of at least two years of training);
  • 03 references from the last six years of archivists or in the field (similar achievements within NGOs/international organizations or recognized companies);
  • (To be justified by a work certificate, a certificate of service rendered, or any other document attesting to the achievements).

3) Photocopies of required diplomas. A verification of the Diplomas will be carried out for the successful candidate;

4) Photocopies of documents justifying the candidate’s experience (Certificate of employment, work certificate, or any other related document);

5) Administrative file of the person concerned
