At the crossroads between humanitarian action and public health, MdM Switzerland has been working for more than 20 years to improve access to health for the most vulnerable. As part of the implementation of its interventions in Cameroon, the organization is looking for a Monitoring Evaluation Accountability and Learning Manager.

JOB DESCRIPTION :

 

With a focus on data collection and analysis, capitalization and accountability, theMonitoring Evaluation Accountability Learning Manager will play a crucial role in the continuous improvement of Médecins du Monde Suisse programs in Cameroon. These tasks will help ensure effective use of data to make informed decisions, share knowledge within the organization and with external partners, while maintaining transparent accountability to beneficiaries and stakeholders.

More particularly, the main tasks of the R/SERA (MEAL) are:

Objective 1: Set up and coordinate the data collection system

 

  • Work closely with operational teams to understand specific project objectives and define relevant performance indicators.
  • Design a detailed monitoring-evaluation plan, including measurable objectives, quantitative and qualitative indicators, data sources, collection methods, and regular evaluation schedules.
  • Develop appropriate data collection tools that are easy to use and meet the specific needs of each project.
  • Train staff on the correct use of collection tools and ensure the quality of the data collected.
  • Use statistical and analytical techniques to interpret collected data.
  • Ensure data confidentiality and compliance with data protection standards.
  • Produce regular analytical reports to inform programmatic decisions.

 

 

 

Objective 2: Provide technical support and support to operational teams

 

  • Identify staff training needs on monitoring-evaluation methodologies.
  • Design and deliver regular training sessions and coaching sessions to ensure a thorough and consistent understanding of processes.
  • Support operational teams for the regular collection and compilation of data allowing the monitoring of indicators.
  • Ensure the verification, consolidation of data and analysis of indicators, ensuring the enhancement of the data collected to make them usable and visible.
  • Support project writing processes in terms of documenting contexts and reference situations (baselines), in defining logical frameworks and particularly indicators as well as monitoring, evaluation and learning mechanisms.
  • Participate in the drafting and consolidation of periodic narrative reports and donor reports.
  • Support local partners in strengthening their monitoring and follow-up tools.

 

 

Objective 3: Coordinate and supervise assessments and learning processes 

 

  • Define the terms of reference relating to basic studies, evaluation or capitalization studies.
  • Support the selection processes of consultants and evaluators.
  • Supervise and guide the evaluators then reread and validate the basic, evaluation and capitalization studies.
  • Conduct evaluations and document case studies, success stories, lessons learned and best practices.
  • Ensure follow-up on recommendations resulting from project evaluations.
  • Collaborate with external consultants to coordinate external evaluations.
  • Ensure internal evaluations to measure the impact of programs on beneficiaries.

 

 

REQUIRED PROFILE :

School/Academic Conditions:

 

Professional experiences :

  • Experience of at least 3 years in a similar role on development or humanitarian projects is required;
  • Practical experience in using information and communication technologies to improve development programs (ICT4D);
  • Prior experience working in an International NGO is a great asset;
  • Work experience on the themes of Gender-based Violence, Sexual Reproductive Health, is appreciated.

Skills required for the position :

 

  • Excellent mastery of digital collection with open source tools: ODK, Kobocollect, Survey CTO, etc.
  • Excellent command of data analysis software: Stata, SPSS, R etc.
  • Excellent command of Excel and ACCESS data management programs  ;
  • Excellent mastery of qualitative and quantitative data collection and processing methodologies;
  • Excellent mastery of results-based management;
  • Ability to integrate innovative technological solutions into monitoring-evaluation activities;
  • Perfect command of French and English
  • Sense of organization, prioritization and planning;
  • Analytical spirit and ability to take initiatives;
  • Sense of rigor in the work,
