INTRODUCTION
Humanitarian medical non-governmental organization (NGO) governed by Swiss law; Médecins du Monde Suisse (MdM-CH) is working to sustainably restore access to care for excluded people. It has been present in Cameroon since 2013 and implements several projects, around three (03) main thematic axes: Sexual and Reproductive Health and Rights, Prevention and Management of Violence and Pediatric Palliative Care.
As part of the Prevention and Management of Violence, MdM-CH has been implementing since March 2023, the third phase of a three (3) year project “Strengthening the protection of vulnerable populations in the regions of North- West and West Cameroonwhich aims to contribute to the reduction of violence and the optimization of victims’ access to integrated victim care services in the North West and West regions of Cameroon. To this end, like all the organization’s interventions, this project is part of a dynamic combining institutional anchoring to facilitate the development of the supply of services and community anchoring to improve demand, all this to reduce exclusions and move towards universal access to care. Development effects fall within the framework of UN SDGs 3, 5 and 16. In order to overcome the difficulties of access to care for victims of GBV, the said project provides for the provision in hospitals of the North West region (Bamenda and Santa) and the West region (Bafoussam and Mbouda ) a free holistic care offer for victims with a particular emphasis on the care of men and boys who are victims of violence. It also provides for the establishment of a communication strategy on violence against boys/men in order to bring about a change of paradigms and to promote access to the various services that will be put in place.In order to initiate actions that take into account the realities/context, to guarantee the identification of the communities with the actions to be carried out as well as their commitment, M édecins du Monde Suisse is looking for an individual or team consultant. of consultants able to conduct in 6 target primary schools in the city of Mbouda a preliminary participatory community diagnosis on the perception of violence against children in the school environment accompanied by 6 annual anthropological monitoring sessions.
OBJECTIVE
The objective of this consultancy is to contribute to improving the fight against violence against children in schools through:
– The realization of a community participatory diagnosis in 06 target primary schools in the city of Mbouda on the perception of violence against children and in the school environment.
– Support for the development of an action plan to improve knowledge of violence against children in the school environment within the 06 respective schools.
– The implementation of 06 monitoring missions for the follow-up of the various resolutions of the study and its recommendations.
Specifically, this will be:
– Enable communities (including children) to identify the different forms of violence perpetrated against children at school
– Accompany the communities in the analysis of the socio-anthropological determinants of this identified violence
– A nalysing the different methods of managing cases of school violence both at the community level and at the institutional level;
– To lead the communities to propose solutions to be implemented to fight against violence against children in schools;
– Conduct 6 monitoring and evaluation missions of actions
EXPECTED RESULTS
The expected results of this consultation will include:
– A participatory community diagnostic mission on the perception of violence against children and in the school environment in 06 primary schools in the city of Mbouda is carried out.
– An action plan for improving knowledge on violence against children in schools is available.
– The implementation of 06 monitoring missions
GEOGRAPHIC COVERAGE
– Participatory community diagnostics as well as annual monitoring missions will take place in the locality of Mbouda in the West region
DELIVERABLES
The selected consultant will provide the following deliverables:
– A report detailing the planning and execution of the participatory community diagnosis emphasizing the methodology, results and recommendations
– A work plan for the 6 target schools
– The reports of the monitoring missions
All reports, notes and minutes drawn up by as part of this consultancy must be written in French with a summary in English. Documents should be submitted primarily in Word format. Some files may be submitted in Excel for ease of reading and use.
DURATION OF THE MISSION
The consultation is spread over a maximum period of thirty-five (35) days for the community participatory diagnosis and a maximum of ten (10 days) for each monitoring mission from the date of signature of the contract.
CANDIDATE PROFILE
– Individual consultant or team of consultants;
– Mandatory for the main consultant: University degree (minimum Master) in social sciences (anthropology, sociology);
– Mandatory for the main consultant: Have carried out as main consultant two (02) studies of a socio-anthropological nature commissioned by an international organization (certificate of good execution to be provided) ;
– Have conducted at least one (01) similar mission for the main consultant and provide proof;
– Have proven expertise in the field of GBV with at least 03 years in conducting studies, developing policies/strategies, etc. for the associated consultant (if applicable);
– Knowledge of the desired context of the West Region (Mbouda)
– Knowledge of the GBV context of the West Region (Mbouda) and particularly in schools
– Knowledge of vulnerable populations and internally displaced persons is strongly desired.
– Experience working with children from diverse cultural backgrounds.
– Experience in facilitating workshops, training, monitoring and evaluation.
– Apart from the conditions listed above, each candidate must satisfy the administrative formalities essential to the exercise of his profession in Cameroon
