As part of the partnership with the International Association of Francophone Mayors (AIMF) for the Inclusive Sanitation Program implemented in Cameroon since 2017, the Association of United Municipalities and Cities of Cameroon (CVUC), a member of the AIMF and umbrella of municipalities, launches a call for expressions of interest for the realization of a study on the decentralization of inclusive sanitation policies in Cameroonian cities. This study, financed by the AIMF and the Bill and Melinda GATE Foundation, has the overall objective of evaluating the role that local authorities can play in terms of project management for inclusive sanitation (CIWIS), to analyze the the country’s legal framework for the decentralization of sanitation services,
STUDY FRAMEWORK
The study should address the following four parts:
– the inventory;
– the analysis of the situation (including the analysis of needs in terms of technical, human capacity building – quality and quantity, financial) of Cameroonian cities to better invest in the field of inclusive sanitation;
– prospects, including in terms of access to financing;
– the recommendations and lines of advocacy, including the role that umbrella organizations could play in capacity building/exchange of experiences on the one hand, and co-construction/co-management of national programs on the other.
TIMETABLE
The duration of the study is set at 45 working days, from the date of notification of the service order to begin the services.
VII. PROFILE OF THE CONSULTANT
The consultant eligible for the study must meet the following criteria:
A Bacc+5 diploma in water and sanitation or in environmental sciences.
Have at least 10 years of experience in the field of sanitation.
Have carried out at least 3 similar studies in the last 5 years, particularly in the field of PPP.
Have experience in local development
Good command of the French language; knowing how to speak English would be an asset
