I- INTRODUCTION
a. About EGPAF
The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS
, working in 19 countries and at more than 5,500 sites around the world to prevent the
transmission of HIV to children and help those who are already infected. Today, thanks to the very successful work
of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With
a growing global staff of more than 1,000 people, including nine out of 10 who work in the field, the
Foundation’s global mission is to implement prevention, care and
HIV treatment; advancing innovative research; and execute strategic and targeted global advocacy
to bring about dramatic change in the lives of millions of

EGPAF is primarily
funded by PEPFAR through the Centers for Disease Control and Prevention (CDC) and the United
States Agency for International Development (USAID). ELIZABETH GLASER PEDIATRIC AIDS
FOUNDATION Cameroon is headquartered in Yaoundé and represented by Dr. Patrice TECHENDJOU,
Country Director residing and domiciled at the headquarters of the said institution, identified under taxpayer number
M0914125000911Q hereinafter referred to as EGPAF.
b. Purpose of the offer
The purpose of this invitation to tender is to obtain competitive proposals for the selection of
suppliers, with a view to supplying an ultra-low temperature refrigerator (-80° Degree) according to the
following table:

All qualified and interested suppliers are invited to submit their proposals. THE
Successful bidders will enter into a Purchase Order with EGPAF. They must be
domiciled in Cameroon. They will need to be in compliance with all government regulations
required to operate in Cameroon. Bidders must be taxpayers in
good standing and provide a copy of their business license/registration certificate valid for the
2023 tax year. Bidders must not be declared ineligible for
corrupt practice or fraudulent.
vs. Cost of the Bid
The Bidder will be responsible for all costs associated with the preparation and dispatch of its Bid, and EGPAF,
hereinafter referred to as the “buyer”, will in no way be responsible for these costs, regardless of the progress
or outcome of the submission process.
II- TENDER DOCUMENTSa. Tender Documents
The tenderer is required to review all instructions, forms, clauses and
specifications contained in the tender documents prepared for the selection of
approved suppliers. If the Bidder fails to provide all of the information requested
in accordance with the Bid Documents or submits a Bid which does not comply in all respects
with the Bid Documents, it does so at its own risk and its Bid then bears the risk
to be rejected.
In order to participate in this tender procedure, tenderers must provide proof,
to the satisfaction of ELIZABETH GLASER PEDICATRIC AIDS FOUNDATION (EGPAF), that they meet the
legal, technical and financial conditions required and that they have the necessary capacity and sufficient resources
to perform the contract in an efficient manner.
All bidders to this invitation to tender for the supply of medical equipment and other
patient care materials as well as all related services covered by this contract and
financed by EGPAF must indicate the country of origin of the goods offered.
The term “country of origin” means the country where the goods are, manufactured or processed; or the country where a
process of manufacturing, processing or assembling major and integrated components results in
a salable item whose basic characteristics are substantially different from
those of its imported components.
NB: The nationality of the company which produces, assembles, distributes or sells the supplies does not determine their
origin.

 

b. Bid and Bid Documents Questions
Any Bidder with questions regarding the Bid Documents may notify the Buyer by
written to cameroonprocurement@pedaids.org Requests for clarification must be received by the buyer no
later than 13/07/2023. 

 

The buyer will send his answers to questions relating to the tender documents
by email no later than 07/14/2023. A written response from the buyer (without identifying the source
of the question) will be communicated to all potential bidders who have indicated their intention to
submit a bid.
