I-PRESENTATION OF EGPAF
The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 19 countries and at more than 5,500 sites around the world to prevent the transmission of HIV to children and help those who are already infected. Today, thanks to the very successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of more than 1,000 people, including nine out of 10 who work in the field, the Foundation’s global mission is to implement programs for the prevention, care and treatment of HIV; advancing innovative research; and D’ execute strategic and targeted global advocacy to bring about dramatic change in the lives of millions of women, children and families around the world. EGPAF works in partnership with the Ministry of Health to support HIV prevention, care and treatment and health systems strengthening services. EGPAF is primarily funded by PEPFAR through the Centers for Disease Control and Prevention (CDC) and the United States Agency for International Development (USAID). ELIZABETH GLASER PEDICATRIC AIDS FOUNDATION Cameroon is headquartered in Yaoundé and represented by Dr. Patrice TECHENDJOU, Country Director residing and domiciled at the headquarters of the said institution, identified under taxpayer number M0914125000911Q hereinafter referred to as EGPAF.
II- INSTRUCTIONS TO BIDDERS
A- PARTICIPATION
To participate in this call for tenders, tenderers must provide proof, to the satisfaction of ELIZABETH GLASER PEDICATRIC AIDS FOUNDATION (EGPAF) , that they meet the legal, technical and financial conditions required and that they have the necessary capacity and sufficient resources to perform the contract in an efficient manner.
All bidders to this invitation to tender for the supply of goods and all related services covered by this contract and financed by EGPAF must indicate the country of origin of the goods offered.
The term “country of origin” means the country where the goods are, manufactured or processed; or the country where a process of manufacturing, processing or assembling major and integrated components results in a salable item whose basic characteristics are substantially different from those of its imported components.
The nationality of the company that produces, assembles, distributes or sells the supplies does not determine their origin.
The Bidder should review all instructions, forms, terms and specifications in the Bidding Documents. It is his responsibility to provide all the information and documents requested in the tender dossier. Any failure in this regard may result in the rejection of his offer.

B- PERIOD OF VALIDITY
ü Each bidder remains bound by his bid for a period of 90 days from the deadline for submission of bids;
ü In exceptional cases, and before expiry of the initial period of validity provided, ELIZABETH GLASER PEDICATRIC AIDS FOUNDATION (EGPAF) , may request in writing from tenderers that this period be extended by 40 days. Such requests and responses to requests must be made in writing. Bidders accepting this request are not permitted to modify their bid and are obligated to extend the validity of their bid securities for the revised bid validity period (if applicable).
C- CONTENT OF TENDER DOCUMENTS
ü The tender dossier includes the documents specified in the letter of invitation to tender. Tenderers are fully responsible for carefully examining the tender documents, including any changes sent during the tender submission period, as well as for obtaining reliable information on the conditions and obligations that may affect the amount or nature of the offer;
ü In the event that its offer is accepted, no request for modification of the amount resulting from errors or omissions in the obligations described above will be accepted .
D-LANGUAGE OF OFFERS
ü Tenders, correspondence and documents associated with tenders exchanged between the tenderer and ELIZABETH GLASER PEDICATRIC AIDS FOUNDATION must be written in the language of the procedure, either in French and/or in English . All correspondence relating to payments, including invoices, must also be sent to the contracting authority in French and/or English;
ü When the accompanying documents (Catalogue, technical file of the equipment, etc.) provided by the tenderer are not written in one of the official languages of Cameroon, a translation into the language of the call for tenders should be attached . When the accompanying documents are written in one of the official languages of Cameroon.
