The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), a non-profit organization, is the world leader in the fight to eliminate pediatric AIDS. Our mission is to prevent pediatric HIV infection and to eliminate pediatric AIDS through research, advocacy, and prevention and treatment programs. PURPOSE/SCOPE OF SERVICES
The purpose of this RFP is to obtain proposals to enter into a contract to provide medical insurance for EGPAF employees in Cameroon.
The scope of services must include as a minimum:

The provider shall provide a quotation for each of the 3-lot listed below. Each quotation must be independent
Lot 1: MEDICAL INSURANCE
Jurisdiction of coverage is Cameroon only and must include 3 various options for appraisal:
➢ 90% full coverage
➢ 80% coverage
➢ 70% coverage
Areas of service requested
• Medical Consultation and miscellaneous
• Outpatient pharmaceutical costs
• Medical hospitalization
• Surgical hospitalizations
• Maternity (delivery)
• Dentistry
• Eyes ‘care
• laboratory examination and radiology
Staff deployment and location
EGPAF Cameroon is based in 4 main regions: Littoral – Center- West and South; the service provider is expected to be able to provide the insurance coverage in the 4 specified regions WITH NO DISRUPTION OF SERVICE.
Lot 2: Funeral Insurance
Reimbursement of funeral expenses incurred on the occasion of the death of an insured
Insured: 1,500,000
Beneficiary: 1,000,000
Lot 3: Life Insurance
Guarantee: Death and absolute and definitive invalidity, all causes
Capital insured per staff: 12 months of salary
Salary estimated at XAF 200,000,000 (Two hundred million) per month
CONTRACTOR DELIVERABLES
Vendors will provide the services described to the Foundation’s Cameroon Office staff for a period of
12 months, with a mandatory coverage date of October 1st 2022. The Foundation reserves the right to renew the awarded contract annually for up to 4 option years by agreement of both parties as specified by any written contract agreement.
KEY CONTRACT TERMS
The Foundation will provide a 12-months service contract to the winning bidder with the option to exercise additional 1 year option periods by agreement of both parties for up to five (2) years. The service contract will be a fixed price per unit award, the “unit” being the premium per person.
If the services provided to the Foundation are deemed unacceptable or fail to meet any of the conditions or specifications described in the submitted proposal, the Foundation will have the opportunity to cancel the service contract with 30 days’ notice without penalty.
ADDITIONAL INFORMATION
The Foundation will accept the proposal from the qualified Insurance providers or insurance Brokers that is the Best Value to the Foundation. This RFP is not an offer to enter into agreement with any party, but rather a request to receive proposals from organizations interested in providing the services outlined in this RFP. Such quotations shall be considered and treated by the Foundation as offered to enter into an agreement. The Foundation reserves the right to reject all quotations, in whole or in part, enter into negotiations with any party, and/or award multiple contracts. Any exceptions to the requirements or terms of the RFP must be noted in the quotation. The Foundation reserves the right to consider any exceptions to the RFP to be non-responsive.
The Foundation shall not be obligated for the payment of any sums whatsoever to any recipient of this RFP until and unless a written contract between the parties is executed.
ETHICAL BEHAVIOR
EGPAF shall use its best endeavors to ensure that funds provided under this tender does not provide direct or indirect support or resources to organizations and individuals associated with terrorism, promote or advocate the legalization or practice of prostitution or sex trafficking and assistance to drug traffickers . If, during the course of this tender, EGPAF discovers any link whatsoever with any organization or individual associated with any or all of these, they shall be excluded from the tendering process.

An RFP selection committee will evaluate all proposals received and will accept the proposal that presents the best value. All proposals will be evaluated against the following Evaluation Criteria:

2) Description of the benefits offered Proposal that clearly Comply with the requirements of the RFP with technical description of all the services provided. 40%
3) Past performance – Minimum of three years with international NGOs or large companies and institutions (please attach first and last pages of the contract).
– Past record of professional accomplishments, established track record in providing high quality services validated by four contactable and reputable references
– Terms and conditions of the guarantee 15%
4) Additional Services Description of other benefits or services provided by company or coverage. 10%

2. SUBMISSION OF TENDER
The tenders will be completed, in French or English, two (02) copies, one original and one duplicate, submitted in a sealed envelope at the EGPAF headquarters in Yaoundé, opposite Campost Bastos, or at our Douala Office in Bonanjo or via email address : cameroonprocurement@pedaids.org; no later than Thursday, September 15th, 2022 at 5 pm.
3. COMPOSITION OF THE TENDER DOCUMENT
The folders containing the submissions will contain an anonymous outer envelope bearing the words: “DAO for underwriting insurance policies – Sickness & Funeral expenses; Death & Disability; Accident”.
NB: Insurers are free to bid on all policies or some only. Assessments will be independent by policy type.
Interior Envelope: It will contain three (02) separate envelopes
– Envelope A: Administrative and Technical offer
– Envelope B: Financial offer
(i) Envelope A: Administrative and Technical Offer
– Administrative documents: (Tax payer – Non endemptment certificate- Legal Authorization as insurance and various affiliation)
– General reference of the tenderer
– Disaster response time
– Dispute Resolution
(ii) Envelope B: Financial offer
– Prices excluding tax and all applicable taxes – Unit prices and tax details.
ELIMINATORY CRITERIA
– Incomplete administrative record
Any approach involving contacting another employee of EGPAF in connection with this invitation to tender will be considered as corrupting pressure.
4. OPENING OF TENDERS
Taking into account the deadline, the opening of tenders and the counting will be carried out internally by an evaluation committee and the results will be notified to the tenderers selected by the Foundation.
