A. CONTEXT
The APF ECCAS project implemented since 2020 aims to promote peace and security in the Central African sub-region through the structural prevention of conflicts through good border governance. Component 3 of the project, which aims to implement cross-border cooperation measures between the Pilot Countries, provides for the construction of a number of infrastructures in the border areas of ECCAS member countries. Thus, during the scoping missions for the year 2021, around fifty projects were identified and are in the process of maturation. Planning for the year 2022 foresees the implementation of some of these projects in accordance with the procedures provided by its construction section of the GIZ.

It is in this context that the APF ECCAS project plans to use part of its funding to seek the services of a consulting firm, with a view to maturing the project ideas selected. This is for the present Terms of Reference (ToR) to carry out a preliminary study and the assembly of a CAD for the construction of the infrastructures of the BILO Health Center at DJOUM I place called Newton, in the district of Minvoul . Located in the Haut Ntem department in the Woleu-Ntem province of the Republic of Gabon, the area dedicated to construction is within the perimeter of the GPS coordinates:

B. MISSION CONSISTENCY
The task assigned to the service provider revolves around the achievement of the following missions
A topographical assessment for the construction of the buildings and the reservoir A geotechnical assessment at the points dedicated to the construction of the works; A hydrogeological and geophysical study of prospecting and implantation of a borehole;
Sizing of concrete, hydraulic and electrical equipment,
architectural and technical design of a Health Center building, your on-call box, and the borehole reservoir.
The preparation of a tender dossier in two batches.

vs. REQUIRED PROFILE
One (1) Architect (10 years of experience + BaC+5 diploma): Responsible for coordinating all activities, the harmonious design of the project and the production of the CAD for the building part, including the specific activity of building the building of an adapted health centre;
One (1) Civil Engineer (5 years of experience with at least one experience in the dimensioning of BA or metal structures + BaC+5 diploma). In charge of the dimensioning activities of the various reinforced concrete or metal structures, One (1) Geophysicist or hydrogeologist engineer. (Experience of at least 5 years in the hydrogeology and geophysics fields + BaC+5 diploma): in charge of all the geophysical and hydrogeological evaluation part. He will be assisted and will also conduct the hydrogeological study and the location of the borehole;
One (1) Senior Hydraulic Technician or equivalent (Experience of at least 5 years Bac+2 diploma): Responsible for participating in the geophysical assessment mission and participating in the sizing of hydraulic equipment for the entire integrated project;
One (1) A topographer or surveyor works engineer. (Experience of at least 5 years of experience + Diploma BaC + 3): in charge of leading the topographic mission and the establishment of the works on the ground (master plan, embankments, cuttings);

One (1) Geotechnical engineer. (Experience of at least 5 years + Bac + 5 diploma): responsible for conducting the geotechnical mission and guaranteeing the results of this geotechnical mission useful for the sizing of the structures to be built
One (1) Geotechnical Technician (Experience of at least 5 years in geotechnical assessments for crossing works and foundations + Bac+2 diploma): Responsible for conducting geotechnical assessment activities in the field, One (1) Senior Technician in electricity or renewable energy (2 years of experience and at least 02 solar energy power supply projects + BAC + 2 diploma)); responsible for sizing electrical equipment and solar panels; Two (02) Draftsmen or projector in building: (Experience of at least 5 years in projection of Civil Engineering works + BAC diploma / Technician’s certificate); responsible for producing the architectural plans for one and the technical plans for the drainage and crossing structures.

1. Administrative file:
Letter of submission;
Certificate of non-fee dating no more than 3 months on the day of submission; Certificate of non-bankruptcy dating no more than 3 months on the day of submission, Certificate of Gabonese bank domiciliation.
2. Technical file: according to the requirements of the Assessment grid for technical evaluation (Appendix to the terms of reference). Also attached will be the letter of submission of the Technical Proposal, the Consultant’s comments and suggestions sheet on the Terms of and on the data, services and facilities to be provided by GIZ, the composition of the team and responsibilities. of its members, the schedule of specialized personnel and the schedule of activities (work program). These forms are attached to the terms of reference of the service.
3. Financial file: in strict compliance with the framework of the estimate (Appendix to the terms of reference).

G. AWARD CRITERION
Only tenderers who have obtained a number of points at least equal to 70 points/100 will be admitted to the financial evaluation phase. The contract will be awarded to the highest bidder after weighting the technical and financial scores.
The technical score is determined according to the following formula.

N.B: GIZ reserves the right to modify the contract until the submission deadline. Likewise, it reserves the right to cancel it before signing the contract.
