NOTICE OF NATIONAL OPEN TENDERS N°012/ AONO/DG/CIPM/CAMTEL/2023 OF 11 August 2023 FOR THE RECRUITMENT OF A COMPANY FOR THE PRODUCTION OF MARKETING MATERIALS AND GADGETS

1. Subject

The General Manager of Cameroon Telecommunications (CAMTEL ), Project Owner, launches an open national call for tenders for the recruitment of a company for the production of marketing materials and gadgets at CAMTEL.

 

 




 

2. Consistency of benefits

This service is contractual, and aims to:
– Produce 1,000,000 flyers
– Produce 10,000 document folders;
– Produce 10,000 leaflets;
– Produce 20,000 T-shirts;
– Produce 20,000 caps;
– Produce 5,000 chasubles;
– Produce 10,000 polo shirts;
– Produce 5,000 shirts;
– Ensure the exterior coating of 50 CAMTEL vehicles;
– Produce 15,000 various marketing gadgets (mufflers, silicone bracelets);
– Produce 250 roll-ups;
– Produce 15 arches;
– Produce 1,000 umbrellas;
– Produce 25 gazeboos;
– Produce 150 flying banners;
 

 

3. Estimated

Cost The overall estimated cost of this service is seven hundred and thirteen million (713,000,000) CFA francs including tax.
4.Participation and origin

Participation in this National Open Call for Tenders is reserved, under equal conditions, to companies with proven experience in the production of marketing materials and gadgets.
5. Financing

The services covered by this Call for Tenders are financed by the budget of Cameroon Telecommunications (CAMTEL), Fiscal Years 2023-2024, on the
budget allocation line: SP4/A31/V069/ICO13/DCM/62780000” OTHER ADVERTISING EXPENSES.
6. Consultation of the File

The invitation to tender dossier may be consulted as soon as this notice of open national invitation to tender is published, at the Supply and Assets Department, Supply Sub-Directorate of the Mobile Business Units (contracts department) located on the 9th floor, door 905 of the CAMTEL headquarters building, Tel. (237) 222-234-065, 222-237-053;
Fax: (237) 222-230-303.
7. Acquisition of the File

 

 

The tender file can be obtained from the Department of Procurement and Assets, Sub-Directorate of Procurement and Assets of the Mobile Business Units (contracts department) located on the 6th floor, door 605 of the CAMTEL headquarters building, Tel. (237) 222-234-065, 222-237-053; Fax: (237) 222-230-303 from 2 p.m.
The withdrawal of the file will be conditioned by the presentation of the receipt for payment of a non-refundable sum of two hundred and eighty thousand (280,000) CFA francs, representing the costs of purchasing the file paid into the special allocation account (CAS ) ARMP at BICEC. Any offer must include this payment receipt.
When withdrawing the file, the tenderers must in all cases be registered in the register of tenders by leaving their complete addresses (post office box, telephone number, email address, etc.).

8. Submissions of offers

Tenders, written in French or in English in seven (07) copies, including one (1) original and six (06) copies, respectively marked as such, must be sent to the Supply and Heritage Department, Supply Sub-Directorate of the Mobile Business Units (contracts department) located at door 605 of the CAMTEL headquarters building or be deposited against receipt at the above address, no later than 09/19/2023 at 10 a.m. local and must bear the following statement:

9.Delivery time

The deadline provided by the Client for the performance of the services covered by this Call for Tenders is six (06) calendar months from the date of issue of the service order for the start of the services.
10.Provisional Security

Under penalty of rejection, each tenderer must attach to its administrative documents, a tender security established by a first-class bank approved by the Ministry in charge of finance and whose list appears in document 12 of the DAO, an amount of fourteen million two hundred sixty thousand (14,260,000) and valid for thirty (30) days beyond the original date of validity of the offers.
Under penalty of rejection, the other administrative documents required must imperatively be produced in originals or in copies certified true by the issuing department or an administrative authority (
Prefect, Sub-prefect), in accordance with the stipulations of the Specific Regulations of the Call for tenders.
They must necessarily date from less than three (03) months preceding the date of submission of tenders or have been drawn up after the date of signature of the Notice of Call for Tenders.
Any tender that does not comply with the requirements of this notice and the Call for Tenders Dossier will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance or non-compliance with the models of the documents in the Call for Tenders File, will lead to the rejection of the bid.
11. Admissibility of Bids

Under penalty of rejection, the required documents from the administrative file must imperatively be produced in originals or in copies certified true by the issuing department or competent administrative authority, in accordance with the stipulations of the Special Tender Rules.
Any offer that does not comply with the requirements of this Notice of Invitation to Tender will be declared inadmissible, in particular the absence of the bid bond issued by a financial institution approved by the Ministry in charge of Finance or the non-respect of the models of the documents of the Call for Tenders file, will result in the pure and simple rejection of the offer without any recourse.
12. Opening of Bids

The opening of the administrative, technical and financial offers will take place on 09/19/2023 at 11 a.m. by the Internal Tenders Commission set up by the Board of Directors located on the second floor of the CAMTEL headquarters. Only bidders may attend this meeting or be represented by a person of their choice duly authorized and having perfect knowledge of the file for which they are responsible.
13.Evaluation criteria

1.1. Eliminatory criteria
Administrative file incomplete and not regularized beyond 48 hours;
Absence of the bid bond;
False statement or falsified documents;
Absence of a sample of the supplies listed in the description of supplies and related services (Exhibits 5)
Technical offer less than 80% yes, i.e. 20/24;
Simplified Tax Regime or have a turnover (250 million CFA francs) certified by an accounting firm;
Presence of financial information in the technical offer;
2.2. Essential criteria
The criteria relating to the qualification of candidates will relate to the following aspects:
General presentation of the offer;
Financial capacity issued by a Bank;
Compliance of the ancillary supplies and services to be produced proposed in the technical specifications of the tender dossier;
Compliance with the delivery schedule of the service;
Qualification and skills of staff for the service;
Proof of own ownership or rental of prepress and printing equipment.
Reference of the company in the production of supports and marketing gadgets;
Proof of acceptance of the market conditions.
14.Award

The contract will be awarded to the tenderer who has satisfied all the evaluation criteria and who presents the lowest evaluated tender, in application of the provisions of article 50 (1a) of the decree fixing the applicable common rules. to public enterprise markets.
15. Duration Validity of Offers

Tenderers remain committed to their tenders for ninety (90) days from the deadline set for the submission of tenders.
