‘SUPPLIES OF ROLLING STOCK: 04 VEHICLES OR 02 HARD TOP VEHICLES 10 PLACES, TURBO DIESEL, 01 PICK UP 4X4 DOUBLE CABIN 6 PLACES, TURBO DIESEL, 01 PICK UP SINGLE CABIN 03 PLACES, 08 MOTORCYCLE FOR PARSEP’.
1. Context:
Solidarités International in consortium with WFG and 13D, benefited from the AFD, a grant of 10,000,000 euros for the implementation of the project to Improve the Resilience of Rural Drinking Water Services in crisis area (PARSEP). The purpose of the project is to improve the living conditions of vulnerable populations and host communities living in three sub-prefectures of Region 2. It is expected that part of the sums granted under this financing will be used for the acquisition of rolling stock.
2. Consistency of the contract:
Solidarités International solicits sealed Bids from eligible Bidders for “the supply of rolling stock for PARSEP”.
The associated goods and services and the contract to be awarded are broken down as follows.

3. Participation:
Participation in this Invitation to Tender is open to dealers, manufacturers, sellers or others regularly established in all countries in the world bringing together various skills in the field of service described above.

The Instructions to Tenderers and the Book of Administrative and General Clauses are those of the Standard Invitation/Tender Document for the Procurement of Supplies of the Agence Française de Développement.
Bids must be submitted in a sealed envelope with a Declaration of Guarantee of the Bid to the International Solidarity Office located in Bangui, SICA 1, Rue 56, Cité des Evolués, North side of the Galaxie School no later than June 09, 2023
In an envelope clearly indicating the name of the company and the following reference: AFD/2527/AO NO: RCA-DAO/AOI/VHL/BOP/LOG/001/23: supplies of rolling stock for PARSEP “.

Bids must include a bank guarantee of at least 10% of the Bidder’s Bid.
4. Requirements:
The qualification requirements are (See the Bidding Documents for detailed information)
o Financial capacity: The Applicant must provide written proof that it meets the requirements below
o Financial statements: provide the financial statements certified by an audit or chartered accountant firm in his country for the last three (03) financial years 2019-2020-2021;
o Line of credit or liquidity: have a line of credit or liquidity with an approved bank or financial institution in their country, equivalent to at least half of the total amount of their offer o For start-ups: provide
a certificate of financial capacity provided by an authorized and approved bank covering at least the total amount of its offer
o Turnover: provide an average turnover over the last three years at least equal to one and a half times the amount of its offer .
Technical capacity and experience: The Candidate must prove, with supporting documentation, that it meets the technical capacity and experience requirements below:
Professional and administrative capacity
Be regularly registered in the Trade and Personal Property Credit Register
Be in good standing with tax and social institutions;
Have an identifiable fixed registered office.
