WHAT DO WE DO …
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has been helping populations who are victims of armed conflicts and natural disasters by meeting their vital needs, food, drink and shelter. Particularly committed to the fight against diseases related to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion hygiene but also in that, essential, of food security and means of existence. Present in more than 20 countries, the SI teams, 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – operate with professionalism and commitment while respecting cultures.
THE MISSION
After being split for a few months between N’Djamena and Yaoundé, the coordination of the Solidarités International mission in Chad and Cameroon – merged and named Tchameroun – is now based in Yaoundé. It is made up of a country director, program coordination (coordinator and SERA manager), an administration, HR and finance department (coordinator, assistant, manager) and a logistics department (coordinator, manager, assistant and agent).
SI Tchameroun has five bases: Maroua and Makary, in the Far North (EN) of Cameroon, Goré in southern Chad, N’Djamena and Yaoundé. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funds. It is currently carrying out food security projects -especially through cash transfers-, strengthening livelihoods and access to water, hygiene and sanitation. It incorporates a strong dimension of empowerment and strengthening of civil society organizations and the resilience of the beneficiaries of its projects. The mission plans to strengthen its position in the Far North of Cameroon and in southern Chad, to redeploy activities in the Lac region in Chad and to open a base in the Littoral in Cameroon. JOB DESCRIPTION
Main objective :
The program coordinator contributes to the development of the programmatic strategy of the Solidarités International mission in Chad and Cameroon. He guarantees the quality and relevance of the methodological and technical approaches proposed and ensures the adequacy between the projects, the mandate, the general objectives of the association and the needs of the populations. He coordinates the project cycle and more particularly the operational monitoring of the programs implemented in the country of intervention. He ensures the skills development of the teams and the strengthening of their capacities. It contributes to the process of capitalizing on and improving the methods and techniques of Solidarités International.
Main Challenges:
Improve the contextual knowledge of the mission, offer quality programmatic productions.
Strengthen the SERA department (Monitoring, Evaluation, Accountability and Learning).
Launch new projects, define programmatic approaches and develop project cycle management tools, in conjunction with operational teams.
Develop networking, increase SI’s notoriety in technical forums, participate in clusters and working groups related to the mission’s intervention sectors (EHA, SAME, CWG, Shelters/NFI).
Highlight the added value of the merged mission, promote exchanges and collaborations, develop a “cross-border” programmatic vision; travel regularly to the various bases of the mission, particularly in N’Djamena.
Responsibilities and main activities:
Provide contextual and situational monitoring in each area of intervention; drive in-depth needs assessments and an intervention logic according to the issues identified.
Propose and develop sectoral/intersectoral strategies in line with SI’s institutional strategy, country priorities and identified needs; write or consolidate the programmatic parts of project proposals.
Ensure that all programs are implemented in compliance with the annual operational strategy, technical requirements and operational procedures of SI and donor criteria.
Supervise and support program managers, monitor and evaluate the activities implemented, propose reorientations of activities according to the evolution of the context and indicators.
Consolidate activity reports and ensure their quality in substance and form.
Ensure the programmatic capitalization of the mission.
Build a network of expertise, develop technical partnerships.
Participate in the recruitment of human resources dedicated to the programs.
Establish capacity building and support plans for employees dedicated to the programs, based on the consolidation of training needs and available resources; set up technical training and exchange workshops.
Evaluate and assess the performance of employees placed under his direct supervision.
YOUR PROFILE
Experience and technical skills:
Prior experience in a program coordination position within an international NGO.
Excellent analytical and projection skills.
Good ability to challenge the achievements, to propose innovations.
Proven skills in functional management, ability to federate.
Experience in project management, ideally in SAME and/or EHA.
Excellent relational, coordination and networking skills.
Languages: excellent oral and written command of French, operational command of English.
Organizational, planning and prioritization skills, ability to manage several things at the same time and ability to structure work within a team.
Good knowledge of computer programs Word, Excel, Power Point, Outlook etc.
Managerial qualities, and in particular skills in team management, technical support.
Management skills, with an interest in training / and capacity building for national and expatriate teams.
Taste for teamwork.
Strong work capacity and resistance to stress.
Availability, flexibility, autonomy.
Strong adaptability.
Knowledge of IS themes and specific tools appreciated.
Knowledge of the contexts of Chad and Cameroon appreciated.
IF YOU WILL OFFER THE FOLLOWING TERMS
A salaried position: Depending on experience, from 2400 euros gross per month, (+ 10% paid vacation bonus paid monthly) + a monthly Per Diem.
SI also covers accommodation costs and travel costs between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and holidays is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical cover: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a provident system including war risks. Vaccination and essential antimalarial treatment costs are reimbursed.
LIVING CONDITIONS :
Living conditions are comfortable in Yaoundé. The guest house is located 20 minutes by car from the SI office, in the Bastos district. This is a modern apartment with hot water, TV, Internet, electricity. The program coordinator can benefit from a housing package, under the conditions provided by SI.
Yaoundé is a reputedly pleasant city, offering many options for outings (restaurants, bars, sports facilities, cultural venues, etc.).
Security risks are low and restrictions are very limited.
However, when going to the bases, the living conditions are more basic, with fewer opportunities for socialization, as well as restrictions on individual movement. Security levels vary according to different geographical locations and changing contexts.
