ORGANIZATIONAL CONTEXT

WFP Cameroon is part of the Country Offices in the Regional Bureau for Central and West Africa (RBD) facing multiple humanitarian crises that simultaneously aggravate existing socio-economic vulnerabilities in the country. The fragile security situation in the Northern part of the Country, a protracted refugee operation in the East and crises in the Northwest and Southwest regions has left millions of people vulnerable to food insecurity. WFP provides a key emergency response component of the Humanitarian Response Plan through regular food and sustainable development assistance to part of the food insecure and vulnerable people in the country. With the launch of the second-generation strategic plan, it is imperative to obtain the optimum capacity of staff, partners and beneficiaries given the precarious humanitarian situation and importance of delivering efficient and quick support. This role further described below, will contribute to the World Food Programme’s mission in Cameroon to Saving Lives, Changing Lives

JOB PURPOSE

To collect, analyse and report on information to maximise efficiency of the logistics operations and activities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide general supervision of the implementation, complete utilization of WFP corporate information system LESS at all stage of the supply chain from the receipt point until the commodities are delivered to destination, guaranteeing data accuracy and quality in the system.
  2. Ensure that all the transactions posted in the system are completed in accordance with standard procedures and in line with WFP guidelines.
  3. Regularly analyze transactions and data relating to entire supply chain, including vessel discharge, containers de-stuffing, warehouses transaction, reconditioning, re-packing, commodity change of status, disposal, dispatches to destination.
  4. Closely follow up port operation, chartered vessel discharge, containerized shipment under CCC or FCL terms and ensure data recorded in the system are aligned with WFP appointed superintendent reports alongside the entire supply chain.
  5. Identity the number of errors and inconsistencies, their recurrence in the information system and suggest strategies to the supervisor to solve them.
  6. In close collaboration with colleagues in charges of transport, port operation and warehousing ensure commodity movement transactions are timely recorded.
  7. Provide regular report on food movement, supply chain challenges based on system information and ensure data reliability in the system
  8. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (i.e. through contribution to the training materials).
  9. Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
  10. Plan and organized monthly physical inventories and ensure that these inventories are carried out in all the warehouses at least on the last days of the month and duly reported.
  11. Thoroughly check and produce justifications for any differences between the system stock and the inventory report in order to maintain reconciliations and regularizations in the stock.
  12. Establish regular reports on commodities in the warehouse and alert the supervisor on stock approaching expiry date and those spent more than 6 months in the warehouse.
  13. On a monthly basis, prepare a report on losses incurred and indicating the value of commodity lost by service provider and share them with these respective service providers.
  14. Other as required.

QUALIFICATIONS AND KEY REQUIREMENTS

Education: 

  • Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least one (1) year or more of postgraduate professional experience in a relevant field of work, preferably in Logistics Management.

Language:

  • Fluency (level C) in English or French language (written and oral).
  • Intermediate knowledge (level B) of a second official UN language: English/French. (Other WFP working language) would be an asset.
