Centre Pasteur Cameroon(CPC) needs an Administrative and Financial Manager.
Position: Administrative and Financial Manager.
Status : Category 10/11_B (National collective agreement for pharmacy), full-time, two-year fixed-term contract, including a 4-month trial period (possible conversion to a permanent contract at the end of the fixed-term contract).
Location : Centre Pasteur Cameroon(CPC), General Management, Administrative and Financial Department, Yaoundé.

Centre Pasteur Cameroon(CPC) is a public hospital establishment under Cameroonian law under the dual supervision of the Ministries of Public Health and Finance. A reference and public health laboratory, and a member of the International Network of Pasteur Institutes (RIIP), the CPC has its headquarters in Yaoundé, an annex in Garoua and an antenna in Douala. The CPC carries out service missions (medical biology analyses, water and food, vaccinations,) of Public Health, research and training, and its doors are open continuously: 24 hours a day, 7 days a week.

Missions:
Reporting directly to the CPC Director General, the Administrative and Financial Manager is responsible for the proper administrative, financial and accounting management of the CPC. He/she monitors the proper execution of the strategy and administrative, financial and accounting procedures defined by the General Management and coordinates the services for which he/she is responsible.
II/She carries out her activity not only in the fields of finance, general and analytical accounting but also in the fields of auditing, human resources management, purchasing and supplies, maintenance of equipment and infrastructure, general services.
Main activities:
- Define the CPC’s accounting and financial policy;
- Implement a short, medium and long term (5 years) administrative and financial strategic plan;
- Improve and optimize budget management and activity management control;
- Manage cash flow and monitor banking transactions;
- Ensure accounting and tax monitoring;
- Ensure the optimization and control of financial management techniques best suited to the development of the CPC;
- Ensure proper management of cash flow and financing, in particular by ensuring the proper allocation of funds;
- Be the guarantor of compliance with social obligations and current legislation;
- Supervise the Human Resources Department (Payroll,
- Develop and ensure the application of recruitment, career, training, relations with accountants and finance procedures;
- Manage relations with economic and social partners;
- Update the remuneration policy in conjunction with General Management;
- Participate in strategic orientation decisions of – Supervise purchasing and supplies (setting up calls for tender, receiving orders and shipments) while promoting the rationalization of purchases;
- Carry out all comparative studies on the services offered by the different banking organizations and participate in negotiations with them on the conditions applicable to the operations;
- Supervise accounting and tax work;
- Develop and monitor the execution of the CPC budget; Produce the balance sheets and financial statements of the CPC and the banks in liquidation;
- Ensure the management of the CPC’s movable and immovable assets;
- Supervise the IT department (Update the IT architecture ensuring data security, through equipment redundancy, deployment of Firewall solutions, and access points)
- Develop quarterly, half-yearly and secure access reports to protect annual activity data;

Required skills:
Technical skills:
- Very good knowledge and practice of accounting and financial principles (revised SYSOHADA, Public Accounting, IFRS, GAAP, etc.),
- Very good knowledge and practice of financial management tools (balance sheet, income statements, administrative accounts, management accounts, etc.), and financial analysis tools (ratios, forecasting models, etc.),
- Ability to analyze financial data to identify trends and anomalies; Ability to evaluate the financial performance of the company/establishment and propose improvements;
- Very good knowledge of financial laws and regulations (Taxation, corporate law, etc.),
- Very good knowledge and practice of financial management tools (dashboards, budgets, etc.),
- Have knowledge in structuring program budgets; Have knowledge in awarding contracts;
Managerial skills:
- Good knowledge of financial and other team management policies and practices,
- Good knowledge and practice of global communication techniques/tools (Ability to communicate effectively with managers and internal/external teams;
- Ability to motivate and develop team skills, etc. 😉
Other Skills:
- Proficiency in the Office Pack (Excel, Powerpoint, etc.),
- Proficiency in accounting and management software (SAGE SAARI COMPTA, etc.)
- Very good command of project management tools, and others.
Profile sought:
- Be of Cameroonian nationality,
- Hold a Bac+5, Master, DESS, MBA in Finance, Accounting, Audit and Control and/or any other equivalent diploma in accounting or management sciences;
- At least 10 years of experience, including 5 years in a high-impact or similar position (in a public administration, private company, public institution or a major project); Fluency in English and/or French (written and spoken);
- Category A2 civil servants who meet the required profile may apply.
