*Clearance Compliance Manager (M/F) needed at International Committee of the Red Cross for Central Africa*

The delegation of the International Committee of the Red Cross for Central Africa in Yaoundé is seeking for its services one (01) qualified candidate to strengthen the team of the Douala Logistics center according to the indications below:

Position: Clearance Compliance Manager (M/F)

Position based in Douala

Contract type: 12-month fixed-term contract (offer reserved exclusively for Camambunals nationals)

Start date: As soon as possible

Main responsibilities
Ensures that ICRC activities are carried out within the framework of its headquarters agreement, local and international customs and trade procedures and regulations:
Coordinates import formalities after receiving the exemption from the Ministry of Foreign Affairs
Organizes and supervises the monitoring of customs formalities for transit and delivery in bonded warehouses by preparing all necessary documents and facilitating customs inspection needs:
Manages customs formalities, bonded warehouse/service contract, transport and freight contracts
Monitors, with the Regional Delegation in Yaoundé, the obtaining of tax exemptions and customs duties for goods imported by the ICRC;
Controls and authorizes the entry and exit movements of bonded items and maintains the bed tracking file;
Responsible for planning TCFS (Transport, Clearance and Freight Solutions) activities, domestic transport purchases, import-export formalities, international freight in accordance with the institution’s purchasing and ethics rules, the legal framework and applicable regulations;
Develops the supplier database, manages supplier relationships and handles disputes and claims;
Drafts the specifications for calls for tender and supervises the process for the selection of Authorized Customs Brokers and transport companies:
Ensures the monitoring of invoicing, irregularities, delays and any claims in accordance with the procedures in place;
Compiles financial data to analyze and prepare relevant reports, statistics and graphs

Ensures on a quarterly basis the theoretical inventory of articles under customs control or under conditions:
Maintains permanent contact with freight forwarders, including the BGFT (Land Freight Management Office) to ensure regulatory monitoring:
Ensure proper use and contribute to the development of TMS (Transport Management System).
Job Requirements
Master’s degree or equivalent in Logistics, Transport, Supply Chain or International Trade;
Certificate in humanitarian logistics and IMDG training certificate will be considered assets/advantages;
Minimum 5 years of experience in International Transport, transit or customs formalities;
Solid experience in team management
Very good knowledge of logistics operations (maritime operations, security aspects, etc.); Good knowledge of the international transport environment;
Extensive knowledge of customs documentation/procedures and free zones/bonded warehouses;
In-depth knowledge of tendering procedures, drafting and contract management;
Good written/oral knowledge of English in the context of International Trade operations: Computer skills and ability to use specialized software:
Analytical skills, methodical and rigorous person;
Experience working in an international environment.
