Commodity & Logistics Specialist

Summary
Nascent is seeking a qualified Logistics expert to support the implementation of the US
Department of Agriculture-funded International Food for Education and Child Nutrition Project.




The Commodity and Logistics Specialist will oversee the overall management of all project
commodities in compliance with donor and Nascent’s regulations. S/he will oversee international
and local commodity supply chains, monitor pipelines, claims, food entries, payment requests for
transportation of food commodities, and report. S/he will ensure communication with various
partners, including forwarding agents, surveyors, and transporters.

nutrition, health, literacy and skills development, and gender equity.
Duties and Responsibilities
Specific areas of responsibility include:
• Managing the acquisition, storage, and transportation processes of all project inventory,
goods, and materials.
• Performing a quality check, reviewing the purchase orders, and preparing the commodities
and materials for school delivery.
• Preparing commodity pipeline analyses.
• Reviewing and monitoring the shipment’s delivery timeline to ensure timely and safe
delivery.
• Participate in receipt of commodities at the port and provide daily updates to the Country
Director
• Collaborating with the COP to address and resolve shipment and delivery issues.
• Developing a work plan with the warehouse personnel and the transporters to ensure




smooth warehouse activities and commodity trucking.
• Ensuring adequate security and labor are available at the warehouse for commodity receipt
and discharge operations. Arrange with trucking companies to ensure adequate truck
provision for the transportation of commodities.
• Ensuring that warehouses are managed by USDA Regulation (1499 and 1599) guidelines.
• Ensuring that warehouse personnel adhere to the FIFO principle.
• Ensuring proper distribution/transport of commodities to schools.

• Maintaining PL filing system and related shipping files, including Bills of Lading,
commodity PL#, survey reports, and other required documentation.
• Review survey reports covering each shipment of commodities and compare results with
warehouse receipt figures. Subsequently, report all discrepancies regarding the report to




the Country Director within three days after submission by the Independent Surveyor and
prepare a certificate of foreign receipt for each shipment per quantity.
• Ensuring that short-landing and other certificates are obtained from the relevant authorities,
preparing appropriate draft responses, and submitting them to the Country Director.
• Follow up to make sure monthly physical inventories are conducted. Analyze monthly
physical inventory reports and take necessary action to improve warehouse activities




• Ensure that the re-conditioning of the commodity is done in compliance with the
commodity management principles and that the re-conditioning report covers all re-
conditioning activities; submit same to the Country Director.
• Prepare unfit disposal requests and related communications under Regulations and prepare
draft correspondence to USDA for review by the Country Director.
• Prepare accurate and timely quarterly Commodity Status Reports (CSR), Recipient Status
Reports (RSR), and Loss Status Reports (LSR).
• Prepare the commodity section of the semiannual login reports to be submitted to the USDA
• Follow up on commodity-related claims and ascertain that all DMCRs are prepared
monthly and submitted to USDA.
• Perform other duties as designated by the Country Director.
Qualifications required
• A Degree or equivalent in Logistics Management, Statistics, or social sciences.
• At least Five (5) years of working experience in the Management of commodities
• Experience managing USG commodities a plus
Personal Skills
• Demonstrated experience in verbal and written communication skills
• Good knowledge of clearing and forwarding procedures in Cameroon.
• Knowledge of English and French
• Excellent interpersonal and representation skills
• Self-motivated and organized
• Ability and willingness to travel whenever needed
• Must have proven analytical / problem-solving abilities.
• Independent thinker, ability to identify potential problems and offer solutions
