Concerning the opening of a training competition for the recruitment of ten (10) Senior Physical Education and Sports Masters (MPEPS), ten (10) Physical Education and Sports Masters (MEPS), and ten (10) Assistant Physical Education and Sports Masters (MAEPS) at the National Youth and Sports Centers (CENAJES) in Bamenda, Bertoua, Dschang, and Garoua, for the academic year 2025/2026.

THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Considering Decree No. 75/789 of 18 December 1975 on the special statute of civil servants in the Youth and Sports corps;
Considering Decree No. 84/050 of 27 February 1984 on the statute of National Youth and Sports Centers (CENAJES);
Considering Decree No. 94/199 of 07 October 1994 on the General Statute of the State Public Service, amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Considering Decree No. 2011/408 of 09 December 2011 on the organization of the Government, amended and supplemented by Decree No. 2018/190 of 02 March 2018;
Considering Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering Decree No. 2018/191 of 02 March 2018 on the reorganization of the Government;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitions;
Considering Decree No. 040/PM of 19 May 2022 establishing the modalities for granting age exemptions to disabled persons during administrative competitions and recruitments in the State Public Service,
DECREES:

Article 1. – (1) A training competition for the recruitment of ten (10) Senior Physical Education and Sports Masters (MPEPS), ten (10) Physical Education and Sports Masters (MEPS), and ten (10) Assistant Physical Education and Sports Masters (MAEPS) at the National Youth and Sports Centers (CENAJES) in Bamenda, Bertoua, Dschang, and Garoua is opened in the centers of Bamenda, Bafoussam, Douala, Garoua, Bertoua, and Yaoundé, for the academic year 2025/2026.
(2) The said competition will take place on 05 and 06 August 2025 for physical tests and 09 and 10 August 2025 for written tests.
(3) The places offered in the competition are distributed as follows:
a. For Senior Physical Education and Sports Masters (MPEPS):

Article 2. – CONDITIONS FOR CANDIDACY.
a) General Conditions:
Eligible candidates are Cameroonians of both sexes meeting the following conditions:

  1. Fulfill the general conditions required for access to public employment, as stipulated by the General Statute of the State Public Service;
  2. Be physically fit to perform the duties of Physical Education and Sports Masters;
  3. Be at least seventeen (17) years old and no more than twenty-seven (27) years old as of 1 January 2025 (born between 01/01/1998 and 01/01/2008) for MAEPS candidates, and no more than thirty-one (31) years old as of 1 January 2025 (born between 01/01/1994 and 01/01/2008) for MPEPS and MEPS candidates;
  4. However, disabled persons holding a National Disability Card issued by the competent authorities benefit from an age exemption of up to five (05) years above the age limit set above, in accordance with Decree No. 040/PM of 19 May 2022.
    b) Specific Conditions:
    1- For admission to the Senior Physical Education and Sports Masters (MPEPS) cycle:
    Hold either a Baccalaureate from Secondary Education (any series), a General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, excluding religious knowledge, or any equivalent foreign diploma.
    2- For admission to the Physical Education and Sports Masters (MEPS) cycle:
    Hold either a Probatoire from Secondary Education (any series), or both a General Certificate of Education Ordinary Level (GCE-O/L) obtained in at least four subjects, excluding religious knowledge, and a General Certificate of Education Advanced Level (GCE-A/L) obtained in at least one subject, excluding religious knowledge, or any equivalent foreign diploma.
    3- For admission to the Assistant Physical Education and Sports Masters (MAEPS) cycle:
    Hold either a Brevet d’Études du Premier Cycle (BEPC), a General Certificate of Education Ordinary Level (GCE-O/L) obtained in at least four subjects, excluding religious knowledge, or any equivalent foreign diploma.

Article 3. – COMPOSITION OF APPLICATION FILES.
Applications can be submitted online at: concoursonline.minfopra.gov.cm or physically at the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, no later than Friday, 18 July 2025, and must include the following documents:

  1. A stamped application form costing one thousand five hundred (1,500) CFA francs, available at the Ministry of Public Service and Administrative Reform or its Regional Delegations, and downloadable from the website: http://www.minfopra.gov.cm;
  2. A certified copy of the birth certificate signed by a competent civil authority;
  3. A criminal record extract (Bulletin No. 3);
  4. A certified copy of the required diploma, signed by a competent civil authority;
  5. A certificate of presentation of the original diploma, signed by a competent civil authority;
  6. A medical certificate issued by a public sector doctor;
  7. A duly legalized information form signed by a competent authority;
  8. A receipt of payment of twenty-five thousand (25,000) CFA francs issued by an EXPRESS UNION counter at the place of application submission;
  9. Two (02) 4×4 photographs;
  10. A stamped envelope costing one thousand five hundred (1,500) CFA francs bearing the candidate’s address.

N.B.:

  • Candidates submitting online are exempt from physical submission formalities. However, successful candidates must submit their physical files to the Ministry of Public Service and Administrative Reform.
  • Candidates seeking free assistance with the online application process can approach the National Youth Observatory (ONJ) branches located in Multifunctional Youth Promotion Centers (CMPJ).
  • Candidates who are State agents under the Labor Code and meet the conditions set in Article 2 must provide a copy of their employment contract or engagement decision.
  • MEPS candidates holding GCE-O/L and GCE-A/L must provide certified copies and certificates of presentation of the originals of said diplomas, duly signed by a competent civil authority.
  • Incomplete, late, or files with documents signed at a police station will not be accepted.
  • Documents legalized by an administrative, municipal, or judicial authority must be dated within three (03) months of the application submission date.

Article 4. – SCHEDULE AND MODALITIES OF TEST CONDUCT.
The physical, written, and oral tests will take place according to the following schedule:

Article 5. – PUBLICATION OF COMPETITION RESULTS.
The results of this competition will be published by decree of the Minister of Public Service and Administrative Reform.

Article 6. – Any fraud detected before, during, or after the competition will be sanctioned in accordance with applicable laws and regulations.

Article 7. – This decree shall be registered and published wherever necessary. /-
