Opening a direct competitive examination for the recruitment of eighty (80) personnel (Ecoguards) into the corps of Rural Production (Water and Forests) civil servants, 2025 session.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,

Considering the Constitution;
Considering Decree No. 75/785 of 18 December 1975 on the Special Statute of the Corps of Rural Production Civil Servants;
Considering Decree No. 94/199 of 7 October 1994 on the General Statute of the State Public Service, as amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Considering Decree No. 2011/408 of 9 December 2011 on the organization of the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Considering Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of the Public Service and Administrative Reform;
Considering Decree No. 2018/191 of 2 March 2018 on the reorganization of the Government;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitive Examinations;
Considering Decree No. 040/PM of 19 May 2022 establishing the modalities for granting age exemptions to persons with disabilities during administrative competitive examinations and recruitment into the State Public Service,

DECREES:

Article 1.
a) This decree opens a direct competitive examination for the recruitment of personnel (Ecoguards) into the corps of Rural Production (Water and Forests) civil servants, with the following breakdown:

Ten (10) Water and Forests Engineers, Category “A” second grade of the Public Service;
Ten (10) Water and Forests Works Engineers, Category “A” first grade of the Public Service;
Twenty (20) Water and Forests Technicians, Category “B” first grade of the Public Service;
Twenty (20) Water and Forests Technical Agents, Category “C” of the Public Service;
Twenty (20) Water and Forests Assistant Technical Agents, Category “D” of the Public Service.
b) This competitive examination will take place on 5 and 6 July 2025 at the sole examination center in Yaoundé.

Article 2. GENERAL CONDITIONS FOR APPLICATION
Candidates must meet the general conditions required for access to public employment as stipulated by the General Statute of the State Public Service:

Water and Forests Engineers	A2	At least seventeen (17) years and no older than thirty-four (34) years as of 1 January 2025 (born between 01/01/1991 and 01/01/2008).	– Be fit to perform Ecoguard duties. <br> – Hold a Water and Forests Engineer’s degree or an equivalent degree in Forestry, issued by a national training institution or by a foreign or international institution listed in a decree issued by the Prime Minister.
Water and Forests Works Engineers	A1	At least seventeen (17) years and no older than thirty-four (34) years as of 1 January 2025 (born between 01/01/1991 and 01/01/2008).	– Be fit to perform Ecoguard duties. <br> – Hold a Water and Forests Works Engineer’s degree or an equivalent degree in Forestry, issued by a national training institution or by a foreign or international institution listed in a decree issued by the Prime Minister.
Water and Forests Technicians	B1	At least seventeen (17) years and no older than thirty-four (34) years as of 1 January 2025 (born between 01/01/1991 and 01/01/2008).	– Be fit to perform Ecoguard duties. <br> – Hold a Water and Forests Technician’s degree or an equivalent degree in Forestry, issued by a national training institution or by a foreign or international institution listed in a decree issued by the Prime Minister.
Water and Forests Technical Agents	C	At least seventeen (17) years and no older than twenty-nine (29) years as of 1 January 2025 (born between 01/01/1996 and 01/01/2008).	– Be fit to perform Ecoguard duties. <br> – Hold a Water and Forests Technical Agent’s degree or an equivalent degree in Forestry, issued by a national training institution or by a foreign or international institution listed in a decree issued by the Prime Minister.
Water and Forests Assistant Technical Agents	D	At least seventeen (17) years and no older than twenty-nine (29) years as of 1 January 2025 (born between 01/01/1996 and 01/01/2008).	– Be fit to perform Ecoguard duties. <br> – Hold a Primary School Certificate (CEP) or a First School Leaving Certificate (FSLC).

However, persons with disabilities holding a National Disability Card issued by the competent authorities benefit from an age exemption of up to five (5) years above the age limit specified above, in accordance with Decree No. 040/PM of 19 May 2022 mentioned above.

Article 3. COMPOSITION OF APPLICATION FILES
Applications may be submitted online at the address: concoursonline.minfopra.gov.cm or physically deposited at the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, no later than Friday, 20 June 2025, and must include the following documents:

A stamped application form costing one thousand five hundred (1,500) CFA francs, available at the services of the Ministry of the Public Service and Administrative Reform or its Regional Delegations and downloadable from the website: http://www.minfopra.gov.cm;
A certified true copy of the birth certificate, signed by a competent civil authority;
A criminal record extract (Bulletin No. 3);
A certified true copy of the required diploma, signed by a competent civil authority;
A certificate of presentation of the original diploma, signed by a competent civil authority;
A medical certificate issued by a public sector doctor;
A receipt of payment of twenty thousand (20,000) CFA francs, issued by an EXPRESS UNION counter representative at the place of application submission;
Two (2) 4×4 photographs;
A stamped envelope costing one thousand five hundred (1,500) CFA francs, bearing the candidate’s address.

Note:

Candidates submitting their applications online are exempt from the physical submission formalities. However, successful candidates must submit their physical files to the Ministry of the Public Service and Administrative Reform.
Candidates wishing to receive free assistance with the online application process may contact the branches of the National Youth Observatory (ONJ) located within the Multifunctional Youth Promotion Centers (CMPJ).
In case of insufficient applications or failure to meet the quota for a grade, the reserved or remaining places will be allocated to the grade with the highest number of applications.
State employees under the Labor Code who meet the conditions set out in Article 2 must provide a copy of their employment contract or engagement decision.
Incomplete, late applications, or those with documents signed at a police station will not be accepted.
Legalized documents by an administrative, municipal, or judicial authority must be dated within three (3) months of the application submission date.

Article 4. PROGRAM, SCHEDULE, AND CONDUCT OF WRITTEN EXAMINATIONS

The examination syllabus is that of the study cycles leading to the required diplomas for candidacy.
The written examinations, which will take place at the sole examination center in Yaoundé, will occur on the following dates and times:

For the recruitment of Engineers, Works Engineers, and Water and Forests Technicians:

The latest time for entry into the examination halls is strictly set at 07:00.

Article 5. CONDUCT OF ORAL EXAMINATIONS
A press release from the Minister of the Public Service and Administrative Reform will specify the dates and times for the oral examinations for final admission for candidates in Categories “A” and “B”.

Article 6.
The final results of this competitive examination will be published by a decree of the Minister of the Public Service and Administrative Reform.

Article 7.
Any fraud detected before, during, or after the competitive examination will be sanctioned in accordance with the laws and regulations in force.

Article 8.
This decree will be registered and published wherever necessary.
