Opening a direct competitive examination for the recruitment of thirty (30) Customs Officers, 2025 session.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,

Considering the Constitution;
Considering Decree No. 75/768 of 18 December 1975 on the Special Statute of the Corps of Active Customs Civil Servants;
Considering Decree No. 94/199 of 7 October 1994 on the General Statute of the State Public Service, as amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Considering Decree No. 2011/408 of 9 December 2011 on the organization of the Government;
Considering Decree No. 2018/191 of 2 March 2018 on the reorganization of the Government;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitive Examinations;
Considering Decree No. 040/PM of 19 May 2022 establishing the modalities for granting age exemptions to persons with disabilities during administrative competitive examinations and recruitment into the State Public Service,

DECREES:

Article 1.
a) This decree opens a direct competitive examination for the recruitment of thirty (30) Customs Officers, Category “D” of the Public Service.
b) This competitive examination will take place on 26 July 2025 in all regional capitals.

Article 2. GENERAL CONDITIONS FOR APPLICATION
Candidates must meet the general conditions required for access to public employment as stipulated by the General Statute of the State Public Service.

Examination/Grade Category Required Age Specific Conditions
Customs Officer D At least seventeen (17) years and no older than twenty-nine (29) years as of 1 January 2025 (born between 01/01/1996 and 01/01/2008). Hold a Primary School Certificate (CEP) and a First School Leaving Certificate (FSLC).
  • However, persons with disabilities holding a National Disability Card issued by the competent authorities benefit from an age exemption of up to five (5) years above the age limit specified above, in accordance with Decree No. 040/PM of 19 May 2022 mentioned above.

Article 3. COMPOSITION OF APPLICATION FILES
Applications may be submitted online at the address: concoursonline.minfopra.gov.cm or physically deposited at the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, no later than Friday, 11 July 2025, and must include the following documents:

  1. A stamped application form costing one thousand five hundred (1,500) CFA francs, available at the services of the Ministry of the Public Service and Administrative Reform or its Regional Delegations and downloadable from the website: http://www.minfopra.gov.cm;
  2. A certified true copy of the birth certificate, signed by a competent civil authority;
  3. A criminal record extract (Bulletin No. 3);
  4. A certified true copy of the required diploma, signed by a competent civil authority;
  5. A certificate of presentation of the original diploma, signed by a competent civil authority;
  6. A medical certificate issued by a public sector doctor;
  7. A receipt of payment of twenty thousand (20,000) CFA francs, issued by an EXPRESS UNION counter representative at the place of application submission;
  8. Two (2) 4×4 photographs;
  9. A stamped envelope costing one thousand five hundred (1,500) CFA francs, bearing the candidate’s address.

Article 5. PUBLICATION OF RESULTS
The final results of this competitive examination will be published by a decree of the Minister of the Public Service and Administrative Reform.

Article 6.
Any fraud detected before, during, or after the competitive examination will be sanctioned in accordance with the laws and regulations in force.

Article 7.
This decree will be registered and published wherever necessary.
