Regarding the opening of a direct competitive examination for the recruitment of three hundred fifty (350) personnel in the Public Health Civil Service Corps (Nurses), session 2025.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Considering Decree No. 2001/145 of 03 July 2001 on the Special Status of the Public Health Civil Service Corps;
Considering Decree No. 94/199 of 07 October 1994 on the General Status of the State Public Service, as amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Considering Decree No. 2011/408 of 09 December 2011 on the organization of the Government, as amended and supplemented by Decree No. 2018/190 of 02 March 2018;
Considering Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering Decree No. 2018/191 of 02 March 2018 on the reorganization of the Government;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitive Examinations;
Considering Order No. 040/PM of 19 May 2022 establishing the modalities for granting age exemptions to persons with disabilities during administrative competitive examinations and recruitments in the State Public Service,
DECREES:

Article 1. – a) This order opens a direct competitive examination for the recruitment of three hundred fifty (350) personnel in the Public Health Civil Service Corps (Nurses).
b) Said examination will take place on 21 and 22 June 2025 at the single center in Yaoundé.

Article 2. – CONDITIONS FOR APPLYING.

  1. General Conditions:
    Eligible to apply are Cameroonians meeting the following conditions:

d) However, persons with disabilities holding a National Disability Card issued by the competent authorities benefit from an age exemption for a maximum of five (05) years above the age limit set above, in accordance with Order No. 040/PM of 19 May 2022 mentioned above.

  1. Specific Conditions:

  • Senior Nurse: Hold both a Baccalauréat in General Education or a General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, excluding “religious knowledge,” and a State Diploma of Senior Nurse issued by a national public training institution, or an equivalent diploma issued by a foreign or international school listed in a decree issued by the Prime Minister.

  • Specialized Senior Nurse/IDE: Hold both a Baccalauréat in General Secondary Education or a GCE-A/L obtained in at least two subjects, excluding “religious knowledge,” a State Diploma of Senior Nurse or State Diploma of Nurse, and a specialization diploma in Ophthalmology, Anesthesia-Resuscitation, Mental Health, or Gerontology issued by a national public training institution, or an equivalent diploma issued by a foreign or international school listed in a decree issued by the Prime Minister.

  • Generalist Nursing Assistant: Hold both a Brevet d’Etudes du Premier Cycle (BEPC) or a General Certificate of Education Ordinary Level (GCE-O/L) obtained in four subjects, excluding “religious knowledge,” and a Diploma of Generalist Nursing Assistant issued by a national public training institution, or an equivalent diploma issued by a foreign or international school listed in a decree issued by the Prime Minister.

Article 3. – COMPOSITION OF APPLICATION FILES.
Applications may be submitted online at the address: concoursonline.minfopra.gov.cm or deposited at the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, no later than Friday, 06 June 2025, and must include the following documents:

  1. A stamped application form costing one thousand five hundred (1,500) CFA francs, in which the candidate specifies their option within the grade (Specialized Senior Nurses and Nursing Assistants), available at the services of the Ministry of Public Service and Administrative Reform or its Regional Delegations and downloadable from the website: http://www.minfopra.gov.cm;

  2. A certified true copy of the birth certificate signed by a competent civil authority;

  3. An extract from the criminal record (Bulletin No. 3);

  4. Certified true copy(ies) of the required diploma(s) signed by a competent civil authority;

  1. Attestation(s) of presentation of the original of the required diploma(s), signed by a competent civil authority;

  2. A medical certificate issued by a public sector doctor;

  3. A receipt of payment of twenty-five thousand (25,000) CFA francs for candidates in category “B,” and twenty thousand (20,000) CFA francs for those in category “C,” issued by a responsible officer at the EXPRESS UNION counter at the place of submission of the application file;

  4. Two (2) 4×4 photographs;

  5. A stamped envelope costing one thousand five hundred (1,500) CFA francs bearing the candidate’s address.

N.B.:

  • Candidates who submit their applications online are exempt from physical file submission formalities. However, said files must be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.

  • Candidates wishing to receive free assistance in the online application process can approach the branches of the National Youth Observatory (ONJ) located within the Multifunctional Youth Promotion Centers (CMPJ).

  • In the absence of applications for an option within a grade or if the quorum is not reached for said option, the number of reserved or remaining places for that option is allocated to candidates of the option within the same grade with the highest number of applications.

  • In the absence of applications for a grade or if the quorum is not reached for said grade, the number of reserved or remaining places for that grade is allocated to candidates of the grade with the highest number of applications.

  • State employees under the Labour Code meeting the conditions set out in Article 2 must provide a copy of their employment contract or engagement decision.

  • Any incomplete, late, or improperly certified application file (e.g., signed at a police station) will not be accepted.

  • Legalized documents by an administrative, municipal, or judicial authority must be dated less than three (03) months from the date of submission.

Article 4. – PROGRAMS, SCHEDULES, AND MODALITIES OF WRITTEN EXAMINATIONS.

  1. The examination programs are those of the study cycles leading to the required diplomas for application.

  2. The written examinations for candidates in category “B” will take place on the following dates and times:

A press release from the Minister of Public Service and Administrative Reform will specify the dates and times for the oral examinations for final admission for candidates in category “B”.

Article 6. – PUBLICATION OF RESULTS.
The final results of this competitive examination will be published by a decree of the Minister of Public Service and Administrative Reform.

Article 7. – Any fraud detected before, during, or after the examination will be sanctioned in accordance with the laws and regulations in force.

Article 8. – This order shall be registered and published wherever necessary. /-
