Opening a professional competitive examination for the recruitment of personnel into the body of Physical Education and Sports Civil Servants, 2025 session.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Considering Decree No. 75/789 of 18 December 1975 on the Special Status of the Body of Youth and Sports Civil Servants;
Considering Decree No. 94/199 of 07 October 1994 on the General Status of the State Public Service, amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Considering Decree No. 2011/408 of 09 December 2011 on the Organization of the Government, amended and supplemented by Decree No. 2018/190 of 02 March 2018;
Considering Decree No. 2012/537 of 19 November 2012 on the Organization of the Ministry of the Public Service and Administrative Reform;
Considering Decree No. 2018/191 of 02 March 2018 on the Reorganization of the Government;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitive Examinations,
DECREES:

Article 1.
a) This decree opens a professional competitive examination for the recruitment of personnel into the body of Physical Education and Sports Civil Servants, with the following breakdown:

Article 2. CONDITIONS FOR APPLICATION.

Article 3. COMPOSITION OF APPLICATION FILES.
Applications may be submitted online at: concoursonline.minfopra.gov.cm or deposited at the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, no later than Friday, 08 August 2025, and must imperatively include the following documents:

1. A stamped registration form costing one thousand five hundred (1,500) CFA francs, available at the Regional Delegations of the Public Service and downloadable from the website: http://www.minfopra.gov.cm;
2. A certified true copy of the birth certificate signed by a competent civil authority;
3. A receipt of payment of twenty-five thousand (25,000) CFA francs issued by an EXPRESS UNION counter official at the place of application submission;
4. Two (02) photocopies of the integration act;
5. Two (02) photocopies of the reclassification act, grade advancement, or change of body;
6. A photocopy of the latest advancement act;
7. A certificate of effective presence;
8. Two (02) 4×4 photographs;
9. A stamped envelope costing one thousand five hundred (1,500) CFA francs bearing the candidate’s address.

N.B:

• Candidates submitting their applications online are exempt from the formalities of physical file submission. However, said files must imperatively be submitted to the Ministry of the Public Service and Administrative Reform for candidates declared definitively admitted.
• Candidates wishing to receive free assistance with the online registration process may contact the branches of the National Youth Observatory (ONJ) located within the Multifunctional Youth Promotion Centers (CMPJ).
• In the absence of applications for a grade or if the quorum is not reached for said grade, the number of reserved or remaining places for that grade will be allocated to candidates of the grade with the highest number of applications.
• Any incomplete, late, or files with documents signed at a police station will be outright rejected.
• Authentication of career documents is automatically carried out by the Ministry of the Public Service and Administrative Reform.

Article 4. SCHEDULE AND MODALITIES OF THE EXAMINATIONS.
The written and oral examinations will take place according to the following schedule:

a. Written Examinations.

The latest time for access to the examination rooms is strictly set at 07:00.

b. Oral Examinations.

• Only candidates declared admissible will be authorized to take these examinations.

• A press release from the Minister of the Public Service and Administrative Reform will specify the dates and times of these examinations.

Article 5. PUBLICATION OF EXAMINATION RESULTS.
The results of this competitive examination will be published by decree of the Minister of the Public Service and Administrative Reform.

Article 6.
This decree shall be registered and published wherever necessary.
