Regarding the opening of a professional competitive examination for the recruitment of personnel into the Civil Service Corps of Rural Production (Agriculture), session 2025.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Considering Decree No. 75/785 of 18 December 1975 on the Special Status of the Civil Service Corps of Rural Production;
Considering Decree No. 94/199 of 07 October 1994 on the General Status of the State Public Service, as amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Considering Decree No. 2011/408 of 09 December 2011 on the organization of the Government, as amended and supplemented by Decree No. 2018/190 of 02 March 2018;
Considering Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of the Public Service and Administrative Reform;
Considering Decree No. 2018/191 of 02 March 2018 on the reshuffling of the Government;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitive Examinations,
HEREBY ORDERS AS FOLLOWS:

Article 1. – a) This order opens a professional competitive examination for the recruitment of personnel into the Civil Service Corps of Rural Production (Agriculture).
b) Said examination will take place on 23 August 2025 at the single center in Yaoundé.

Article 3. – FILE COMPOSITION.
Application files may be submitted online at the address: concoursonline.minfopra.gov.cm or deposited at the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, no later than Friday, 08 August 2025, final deadline, and must include the following documents:

1. A registration form bearing a CFA 1,500 francs fiscal stamp, available at the services of the Ministry of the Public Service and Administrative Reform or its Regional Delegations and downloadable from the website: http://www.minfopra.gov.cm;

2. A certified true copy of the birth certificate signed by a competent civil authority;

3. A receipt of payment of CFA 25,000 (twenty-five thousand) francs issued by an EXPRESS UNION official at the place of submission of the application file;

4. Two (2) photocopies of the integration act;

5. Two (2) photocopies of the act of reclassification, grade advancement, or corps change;

6. A photocopy of the latest advancement act;

7. A certificate of effective presence;

8. Two (2) 4×4 photographs;

9. An envelope bearing a CFA 1,500 francs stamp with the candidate’s address.

N.B.:

• Candidates who submit their application files online are exempt from physical file submission formalities. However, said files must be submitted to the Ministry of the Public Service and Administrative Reform for candidates declared definitively admitted.

• Candidates wishing to receive free assistance in the online application process can approach the branches of the National Youth Observatory (ONJ) located within the Multifunctional Youth Promotion Centers (CMPJ).

• In the absence of applications for a grade or if the quorum is not reached for said grade, the number of reserved or remaining places for that grade is allocated to candidates of the grade with the highest number of applications.

• Any incomplete, late, or improperly certified application file (e.g., signed at a police station) will be rejected.

• Authentication of career documents is done automatically at the Ministry of the Public Service and Administrative Reform.

Article 4. – SCHEDULE AND MODALITIES OF THE EXAMINATIONS.
The written and oral examinations will take place according to the following schedule:

• The latest time for entering the examination rooms is strictly set at 07:00.

• Only candidates declared admissible will be authorized to take these examinations.

Article 5. – PUBLICATION OF RESULTS.
The results of this competitive examination will be published by a decree of the Minister of the Public Service and Administrative Reform.
