To announce a selection test for the recruitment of 175 (one hundred and seventy-five) Technical Grade One Teachers governed by the Labour Code, for the 2025 financial year.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Mindful of the Constitution;
Mindful of Law No. 92/007 of 14 August 1992 on the Labour Code;
Mindful of Decree No. 78/484 of 9 November 1978 to fix the common provisions applicable to State employees governed by the Labour Code;
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2012/537 of 19 November 2012 to organize the Ministry of the Public Service and Administrative Reform;
Mindful of Decree No. 2018/191 of 2 March 2018 to reshuffle the Government;
Mindful of Decree No. 2000/696/PM of 13 September 2000 to lay down the general rules and regulations for government competitive examinations;
Mindful of Order No. 040/PM of 19 May 2022 to lay down terms and conditions for granting age exemption to persons with disabilities during competitive examinations and recruitment into public service,
HEREBY ORDERS AS FOLLOWS:

Article 1. – a) A selection test for the recruitment of Technical Grade One Teachers governed by the Labour Code for the 2025 financial year has been announced. The number of available places for the various specialties is distributed as follows:

b) The written part of this selection test will take place on 27 July 2025 in all regional headquarters of the country.

Article 2. – REQUIREMENTS.
This examination shall be open to all Cameroonians who fulfill the following conditions:

a) Fulfill all the requirements for admission to public service employment and conditions laid down by the General Rules and Regulations of the Public Service;
b) Be physically fit to assume the duties of Technical and Vocational Education civil servants;
c) Be at least 17 (seventeen) years of age and 40 (forty) years at most as at 1st January 2025 (born between 01/01/1985 and 01/01/2008);
d) Be a holder of the Technical Teacher’s Grade One Certificate (CAPIET) in one of the aforementioned specialties;
e) However, disabled persons holding a National Disability Card issued by the competent authorities may benefit from an age-limit waiver for a maximum of 5 (five) years over the age limit set above, in accordance with the above-mentioned Order No. 040/PM of 19 May 2022.

Article 3. – FILE COMPOSITION.
Application files can be submitted online at the address: concoursonline.minfopra.gov.cm or at the 10 (ten) Regional Delegations of the Ministry of the Public Service and Administrative Reform, up until Friday, 11 July 2025, final deadline, and shall comprise the following documents:

1. A registration form bearing a CFA 1,500 francs fiscal stamp in which the candidate specifies their specialty. The forms can be obtained from the Ministry of the Public Service and Administrative Reform or at all its Regional Delegations or downloaded at the website: http://www.minfopra.gov.cm;
2. A certified true copy of the birth certificate signed by a competent civil authority;
3. A certificate of non-conviction;
4. A certified true copy of the required certificate signed by a competent civil authority;
5. An attestation of presentation of the original of the required certificate signed by a competent civil authority;
6. A receipt attesting payment of a registration fee of CFA 20,000 (twenty thousand) francs issued by an EXPRESS UNION official at the place of submission of the application files;
7. A medical certificate issued by a public sector Medical Officer;
8. Two (2) passport-size photographs;
9. An envelope bearing a CFA 1,500 francs stamp and the candidate’s address.

N.B.:

• Candidates who submit their application files online are exempted from the modalities required for those who submit hard copies. However, the said hard copies should be submitted at the Ministry of the Public Service and Administrative Reform once the candidates have been finally declared successful.
• Candidates wishing to be assisted free of charge in the online registration process can contact the local branches of the National Youth Observatory (ONJ) located within the Multipurpose Youth Empowerment Centres (CMPJ).
• In the absence of candidates in one specialty or if the quorum is not met in the said specialty, the number of places reserved or remaining in that specialty shall be reserved for the candidates of the specialty having registered the largest number of applications.

• All incomplete or late files or files containing documents signed by the Police shall be rejected;
• All documents should be certified by competent civil, municipal, or legal authorities and not more than 3 (three) months old at the time of submission of the file.

Article 4. – SYLLABUS AND EXAMINATION TIMETABLE.

1. The syllabus for this examination is that applicable for candidates in year three of Government Technical Teachers’ Training Colleges.

Article 5. – PUBLICATION OF RESULTS AND CONDITIONS OF PAYMENT.

• The final results of this selection test shall be published through an instrument signed by the Minister of the Public Service and Administrative Reform.
• The conditions of payment are those applicable to personnel governed by the Labour Code.

Article 6. – Any case of fraud recorded before, during, or after the competitive entrance examination shall be sanctioned in accordance with the laws and regulations in force.

Article 7. – This order shall be registered and published wherever necessary.
