Regarding the opening of a professional competitive examination for the recruitment of personnel into the Civil Service Corps of Information Technology and Telecommunications, session 2025.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Considering Decree No. 78/311 of 31 July 1978 on the Special Status of the Civil Service Corps of Information Technology and Telecommunications;
Considering Decree No. 94/199 of 07 October 1994 on the General Status of the State Public Service, as amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Considering Decree No. 2011/408 of 09 December 2011 on the organization of the Government;
Considering Decree No. 2011/410 of 09 December 2011 on the formation of the Government;
Considering Decree No. 2015/434 of 02 October 2015 on the reshuffling of the Government;
Considering Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of the Public Service and Administrative Reform;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitive Examinations,
HEREBY ORDERS AS FOLLOWS:

Article 1. – a) This order opens a professional competitive examination for the recruitment of personnel into the Civil Service Corps of Information Technology and Telecommunications.
b) Said examination will take place on 16 August 2025 at the single center in Yaoundé.

Article 3. – FILE COMPOSITION.
Application files may be submitted online at the address: concoursonline.minfopra.gov.cm or deposited at the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, no later than Friday, 01 August 2025, final deadline, and must include the following documents:

1. A registration form bearing a CFA 1,500 francs fiscal stamp, available at the Regional Delegations of the Public Service and downloadable from the website: http://www.minfopra.gov.cm;

2. A certified true copy of the birth certificate signed by a competent civil authority;

3. A receipt of payment of CFA 25,000 (twenty-five thousand) francs issued by an EXPRESS UNION official at the place of submission of the application file;

4. Two (2) photocopies of the integration act;

5. Two (2) photocopies of the act of reclassification, grade advancement, or corps change, if applicable;

6. A photocopy of the latest advancement act;

7. A certificate of effective presence;

8. Two (2) 4×4 photographs;

9. An envelope bearing a CFA 1,500 francs stamp with the candidate’s address.

N.B.:

• Candidates who submit their application files online are exempt from physical file submission formalities. However, said files must be submitted to the Ministry of the Public Service and Administrative Reform for candidates declared definitively admitted.

• Candidates wishing to receive free assistance in the online application process can approach the branches of the National Youth Observatory (ONJ) located within the Multifunctional Youth Promotion Centers (CMPJ).

• Any incomplete, late, or improperly certified application file (e.g., signed at a police station) will be rejected.

• Authentication of career documents is done automatically at the Ministry of the Public Service and Administrative Reform.

Article 4. – SCHEDULE AND MODALITIES OF THE EXAMINATIONS.
The written and oral examinations will take place according to the following schedule:
a. Written Examinations.

• The latest time for entering the examination rooms is strictly set at 07:00.

Article 5. – PUBLICATION OF RESULTS.
The results of this competitive examination will be published by a decree of the Minister of the Public Service and Administrative Reform.
