Concerning the opening of a selection test for the recruitment of one hundred seventy-five (175) Technical and Vocational Education Teachers under the Labor Code, for the fiscal year 2025.

THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;




Considering Law No. 92/007 of 14 August 1992 on the Labor Code;
Considering Decree No. 78/484 of 09 November 1978 establishing common provisions applicable to State agents under the Labor Code;
Considering Decree No. 2011/408 of 09 December 2011 on the organization of the Government, amended and supplemented by Decree No. 2018/190 of 02 March 2018;
Considering Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering Decree No. 2018/191 of 02 March 2018 on the reorganization of the Government;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitions;
Considering Decree No. 040/PM of 19 May 2022 establishing the modalities for granting age exemptions to disabled persons during administrative competitions and recruitments in the State Public Service,
DECREES:

Article 1. – a) This decree opens a selection test for the recruitment of Technical and Vocational Education Teachers under the Labor Code for the fiscal year 2025, with the following distribution:

b) The written tests for this selection will take place on 27 July 2025 in all regional capitals.
Article 2. – CONDITIONS FOR CANDIDACY.
Eligible candidates are Cameroonians meeting the following conditions:
a) Fulfill the general conditions required for access to public employment, particularly those stipulated by the General Statute of the State Public Service;
b) Be physically fit to perform the duties of Technical and Vocational Education;

c) Be at least seventeen (17) years old and no more than forty (40) years old as of 1 January 2025 (born between 01/01/1985 and 01/01/2008);
d) However, disabled persons holding a National Disability Card issued by the competent authorities benefit from an age exemption of up to five (05) years above the age limit set above, in accordance with Decree No. 040/PM of 19 May 2022;
e) Hold a Certificate of Pedagogical Aptitude for Technical Education Teachers (CAPIET) in one of the specialties listed above.

Article 3. – COMPOSITION OF APPLICATION FILES.
Applications can be submitted online at: concoursonline.minfopra.gov.cm or physically at the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, no later than Friday, 11 July 2025, and must include the following documents:

  1. A stamped application form costing one thousand five hundred (1,500) CFA francs, specifying the candidate’s specialty, available at the Ministry of Public Service and Administrative Reform or its Regional Delegations, and downloadable from the website: http://www.minfopra.gov.cm;
  2. A certified copy of the birth certificate signed by a competent civil authority;
  3. A criminal record extract (Bulletin No. 3);
  4. A certified copy of the required diploma, signed by a competent civil authority;
  5. A certificate of presentation of the original diploma, signed by a competent civil authority;
  6. A medical certificate issued by a public sector doctor;
  7. A receipt of payment of twenty thousand (20,000) CFA francs issued by an EXPRESS UNION counter at the place of application submission;
  8. Two (02) 4×4 photographs;
  9. A stamped envelope costing one thousand five hundred (1,500) CFA francs bearing the candidate’s address.

N.B.:

  • Candidates submitting online are exempt from physical submission formalities. However, successful candidates must submit their physical files to the Ministry of Public Service and Administrative Reform.
  • Candidates seeking free assistance with the online application process can approach the National Youth Observatory (ONJ) branches located in Multifunctional Youth Promotion Centers (CMPJ).
  • If there are no applications or insufficient candidates in a specialty, the reserved or remaining places will be allocated to the specialty with the highest number of applications.

  • Incomplete, late, or files with documents signed at a police station will not be accepted.
  • Documents legalized by an administrative, municipal, or judicial authority must be dated within three (03) months of the application submission date.



Article 4. – PROGRAM, SCHEDULE, AND MODALITIES OF WRITTEN TESTS.
1- The program corresponds to the third year of Technical Teachers’ Training Colleges (ENIET).
2- The written tests will take place on the following date and times:

3- The latest entry time to the examination rooms is strictly set at 07:00.

Article 5. – PUBLICATION AND REMUNERATION CONDITIONS.

  • The final results of this test will be published by decree of the Minister of Public Service and Administrative Reform.
  • Remuneration conditions will be those applicable to State personnel under the Labor Code.

Article 6. – Any fraud detected before, during, or after the competition will be sanctioned in accordance with applicable laws and regulations.

Article 7. – This decree shall be registered and published wherever necessary. /-
