THE MINISTER OF CIVIL SERVICE AND ADMINISTRATIVE REFORM,\

Having regard to the Constitution;
Having regard to Decree 1102001/145 of 3 July 2001 on the Special Status of Civil Servants in the Public Health Corps;
Having regard to Decree 11094/199 of 7 October 1994 on the General Status of the State Civil Service, amended and supplemented by Decree 1102000/287 of 12 October 2000;

Having regard to Decree No. 2011/408 of 9 December 2011 on the organization of the Government, amended and supplemented by Decree 110 2018/190 of 2 March 2018;
Having regard to Decree 110 2012/537 of 19 November 2012 on the organization of the Ministry of Public Service and Civil Service Reform;
Having regard to Decree 110 2018/191 of the nt reorganization of the Government;
Having regard to Decree 110 2000/696/P 00 establishing the General System of
Administrative Competitions;
Having regard to Order No. 0040/PM of the nt s odalities for granting age exemption to persons with disabilities during recruitment in the State Civil Service,

ORDERS:

Article 1.- a) This decree opens a direct competition for the recruitment of eighty (80) personnel in the corps of Public Health civil servants
(Doctors and Nurses), according to the following distribution;
         -Places put up for competition
1- CORPS OF DOCTORS
1. General Practitioners, category “A” second grade of the Civil Service. 50
11- CORPS OF NURSES
2. Senior Nurses, category “A” first grade of the Civil Service. 10
3. Senior Specialized Nurses, category “B” second grade of the Civil Service. Anesthesia-Resuscitation 10
4. Senior Nurses, category “B” second grade of the Civil Service. 10
b) The said competition will take place on October 26 and 27, 2024 at the single center in Yaoundé.

Article 2.- CONDITIONS TO BE MET TO APPLY.

1. General conditions:
Cameroonians who meet the following conditions may apply:
a) meet the general conditions required for access to public employment as set out in the General Status of the State Civil Service;
b) be at least seventeen (17) years old and not more than thirty-four (34) years old on January 1, 2024 (be born between 01/01/1990

c) however, disabled persons holding a national disability card issued by the competent authorities benefit from an age exemption for a maximum ceiling of five (05) years, above the age limit set above, in accordance with Order No. 0040/PM of May 19, 2022 referred to above.

2. Specific conditions:

l- BODY OF DOCTORS
  General Practitioner, hold both the Baccalaureate of general education or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, except the subject “religious knowledge” and the Doctorate in Medicine diploma awarded by a national public training establishment, or a diploma recognized as equivalent awarded by a foreign or international school appearing on a list established by decree of the Prime Minister.

ll- CORPS OF NURSING
  Senior Nurse, be a Baccalaureate of General Education or General Certificate of Education Advanced Level (GCE-A/L) obtained in two subjects with “religious knowledge” and the Diploma of Senior Nurse in Nursing issued by a national establishment or a recognized equivalent diploma issued by an international school appearing on a list established by decree of the Prime Minister.
Senior Specialized Nurse/IDE, be a holder of both the Baccalaureate of General Secondary Education or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, except the subject “religious knowledge”, the State Diploma of Senior Nurse or State Diploma of Nurse and the diploma of specialization in Anesthesia-Resuscitation issued by a national public training establishment, or a known equivalent diploma issued by a foreign or international school appearing on the list established by decree of the Prime Minister.

Senior Nurse, hold both the Baccalaureate in General Education or the General Certificate of Education Advanced Level (GCE-A/L) held in at least two subjects, except the subject “religious knowledge” and the State Diploma of Senior Nurse issued by a national public training establishment, or a diploma recognized as equivalent issued by a foreign or international school appearing on a list established by decree of the Prime Minister.

Article 3.- COMPOSITION OF APPLICATION FILES.

Applications can be submitted online at the following address: concoursonline.minfopra.gov.cm or submitted to the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, until Friday, October 11, 2024 , deadline and must imperatively include the following documents:
1. a registration form stamped at one thousand five hundred (1500) CFA francs on which the candidate will specify his option in the grade (Specialized Senior Nurses and Nursing Assistants), a form of which is available in the services of the Ministry of

Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and can be downloaded from the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03;
4. a certified copy(ies) of the required diploma(s) signed by a competent civil authority;
5. a certificate(s) of presentation of the original of the required diploma(s), signed by a competent civil authority;

6. a medical certificate issued by a public sector doctor;
7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a manager of the ES UNION counter at the place of submission of the application file;
8. two (02) 4×4 photos,
9. a stamped envelope at one thousand CFA francs addressed to the candidate.
     Candidates who submit online are exempt from the formalities of submitting their application file; however, said applications must be submitted to the Civil Service and Administrative Reform era for candidates declared definitively admitted.
     Candidates wishing to receive free support in the online registration procedure can contact the branches of the National Youth Observatory (OLNJ) housed within the Multifunctional Youth Promotion Centers (CMPJ).

In the event of a lack of applications in the option of a grade or the quorum not being reached in said option, the number of places reserved or remaining for the latter is transferred to the candidates for the option of the same grade having registered the greatest number of applications.

Candidates who are State agents covered by the Labor Code and who meet the conditions set out in Article 2 must provide a copy of their employment contract or hiring decision.
Any incomplete or late file or file whose documents are signed in a police station will not be accepted.
  Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.

Article 4.- PROGRAMS, TIMETABLES AND PROCEDURES FOR THE CONDUCT OF WRITTEN TESTS.

1. The composition programs are those of the study cycles issuing the diplomas required to apply.
2. The admissibility tests will take place on the following dates and times:

3. The deadline for access to the rooms is imperatively set at 07:00 sharp.

Article 5.- PROCEDURES FOR CONDUCTING ORAL TESTS.

A press release from the Minister of Public Service and Administrative Reform will specify the dates and times for the oral examinations for final admission.

Article 6.- PUBLICATION OF RESULTS.

The final results of this competition will be published by an order of the Minister of Public Service and Administrative Reform.
Article 7.- Any fraud found before, during or after the competition will be punished in accordance with the laws and regulations in force.
Article 8.- This order will be registered and published wherever necessary. /-
