Opening a training competition for the recruitment of ten (10) student Certified Physical Education and Sports Teachers (PEPS) and ten (10) student Assistant Physical Education and Sports Teachers (PAEPS) at the National Institute of Youth and Sports (INJS) in Yaoundé, for the 2024/2025 academic year.

THE MINISTER OF CIVIL SERVICE AND ADMINISTRATIVE REFORM,
Having regard to the Constitution;
Having regard to Decree 110 75/789 of 18 December 1975 on the Special Status of the Corps of Youth and Sports Civil Servants; Having
regard to Decree No. 094/199 of 7 October 1994 on the General Status of the State Civil Service, amended and supplemented by Decree 1102000/287 of 12 October 2000;
Having regard to Decree No. 2011/408 of 9 December 2011 on the organization of the Government, amended and supplemented by Decree 110 2018/190 of 2 March 2018;
Having regard to Decree 110 2012/537 of 19 November 2012 on the organization of the Ministry of Civil Service and Administrative Reform;

Having regard to Decree 1102018/191 of 02 March 2018 on the reorganization of the Government;
Having regard to Decree 110 2000/696/PM of 13 September 2000 establishing the General System of Administrative Competitions;
In view of Order No. 0040/PM of May 19, 2022 setting out the terms and conditions for granting the exemption for the disabled during administrative competitions and recruitment in the FO or the State,
ORDERS:
Article 1.- (1) A training competition for the recruitment of ten Certified Physical Education and Sports (PEPS) students and ten (10) Physical Education and Sports (PAEPS) students at the National Institute of Youth and Sport (INJS) in Yaoundé, is open at the single center in Yaoundé, for the academic year 2024/2025.

(2) The said competition will take place on September 17 and 18, 2024 for the physical tests and on September 21 and 22, 2024 for the written tests.
(3) The places offered in the competition are distributed as follows:

Article 2.- CONDITIONS TO BE MET TO APPLY.

a)- General conditions:
Cameroonians who meet the following conditions may apply:
 1) meet the general conditions required for access to public employment, as set out in the General Status of the State Civil Service.
2) be able to assume the work of Certified Teacher of Physical Education and Sports.
3) be at least seventeen (17) years old and not more than thirty-one (31) years old on January 1, 2024 (born between 01/01/1993 and 01/01/2007).
4) however, disabled persons holding a National Disability Card issued by the competent authorities benefit from an age exemption for a maximum ceiling of five (05) years, above the age limit set above, in accordance with Order No. 0040/PM of May 19, 2022 referred to above.
b)- Specific conditions:
1- For admission to the cycle of Certified Physical Education and Sports Teachers (PEPS), hold a Bachelor’s degree in Higher Education (all sectors) or any other academic diploma issued by a foreign university and recognized as equivalent by the competent institution on the date of submission of the application file.
2- For admission to the cycle of Assistant Physical Education and Sports Teachers (PAEPS), hold either the Baccalaureate of Secondary Education (all series) or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, except the subject “religious knowledge”, or any foreign diploma recognized as equivalent.

Article 3.- COMPOSITION OF APPLICATION FILES.

Applications can be submitted online at the following address: concoursonline. filed in the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, until Friday, September 6, 2024 , deadline and must include the following documents:
1. a registration form stamped at one thousand five hundred (1500) C francs available in the services of the Ministry of Public Service %etc Administrative or in the Regional Delegations of the same Ministry and the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03;
4. a certified copy of the required diploma, signed by a competent civil authority;
5. a certificate of presentation of the original of the diploma, signed by a competent civil authority;
6. a medical certificate issued by a public sector doctor;
7. an information sheet duly legalized by a competent authority;
8. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a manager of the EXPRESS UNION counter at the place where the application file was submitted; 9. two (02) 4×4 photos,
10. a stamped envelope with one thousand (1,500) CFA francs addressed to the can
• candidates who submit their files online are exempt from physical files. However, said files must be submitted to the

Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
• Candidates wishing to be supported free of charge in the online registration procedure can contact the branches of the National Youth Observatory (ONJ) ​​housed within the Multifunctional Youth Promotion Centers (CMPJ).
• Candidates for State agents covered by the Labor Code and meeting the conditions set out in Article 2 must provide a copy of their employment contract or hiring decision.
• Any incomplete or late file or file whose documents are signed in a police station will not be accepted.
• Documents legalized by an administrative, municipal or judicial authority dated less than three (03) months from the date of submission of the files.

Article 5.- PUBLICATION OF THE RESULTS OF THE COMPETITIONS.
The results of this competition will be published Public and Administrative Reform.

Article 6.- (1) In addition to the winners of this competition, and in accordance with the process of aligning the INJS with the Bachelor’s-Master’s-Doctorate (LMD) system, the “upper thirds” of the PAEPS3, the final classes of the first cycle of the INJS, will also be admitted to the first year of PEPSI.
 (2) The admission to the first year of PEPSI of the “upper thirds” will be recorded by an act signed by the Minister of Public Service and Administrative Reform.
Article 7.- Any fraud noted before, during or after the competition will be sanctioned in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /-
