THE CATERING OPPORTUNITY ASSESSMENT METHOD (MEOR) FOR THE AGROECOLOGICAL ZONE OF THE WESTERN UPLANDS OF CAMEROON
1. Background
The AREECA program funded by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) is currently implementing a forest landscape restoration program ( RPF) on a large scale in Africa by a consortium of partner institutions (WWF, IUCN, WRI, FAO, World Bank, AUDA-NEPAD and GIZ).

 

 

 

 The program aims to promote and increase the socio-economic, environmental and climate benefits of large-scale forest landscape restoration (FLR) in Cameroon, Kenya, Malawi and Rwanda. FLR increases and protects carbon stocks in vegetation and soils, increases the diversity of land use and the resilience of subsistence farmers and pastoralists to the negative effects of climate change, and reduces pressure and loss of biodiversity-rich habitats and hotspots. The program provides support for the implementation of FLR measures in the forest landscapes of partner countries covering a total of at least 100,000 hectares. In addition, the program provides support in capacity building and decision-making in these countries in order to improve the implementation of the FLR approach, to mobilize additional resources for FLR, to exchange regional experiences on the RPF and track the results of the RPF. The target audience for the program is land users and their local organizations, as well as governments at the local level,
In Cameroon, the national component of the program is implemented by GIZ with the aim of contributing to the country’s ambition to restore 12 million hectares of degraded forest landscapes by 2030.
GIZ’s intervention consists of developing appropriate approaches for successful restoration at target group level, promoting FLR at scale by developing a long-term strategy and supporting the development of an institutional framework for FLR. restoration. GIZ also ensures that all relevant actors are involved, with particular attention to women and Mbororo populations. GIZ implements the activities in close collaboration with the other partners of the consortium for a better coordination of the results. In addition, GIZ collaborates with members of the national intersectoral FLR committee and facilitates existing decentralized structures, thereby contributing to the implementation of Cameroon’s national FLR strategy.
The project area, with an area of ​​33,000 ha, is located in the landscape of Monts Bamboutos, in the West region, and covers part of the districts of Fongo Tongo, Kong-Ni (Department of Menoua) , Batcham, Mbouda and Babadjou (Bamboutos Department) with direct interventions planned on 5,000 ha

 

 



The West region is part of the Western Highlands agro-ecological zone, one of the 5 major agro-ecological zones of Cameroon. It is an area of ​​medium to high altitude highlands (800 to over 2700m), with a subequatorial tropical mountain climate disturbed by the rugged terrain and characterized by a long rainy season (March-November) and an elbow season. dry for 2 to 4 months. Annual rainfall varies on average from 1,500 to 2,600 mm depending on the relief. The average annual temperature is around 200 C. There are several types of hydromorphic soils and poorly developed soils resulting from pyroclastic or ash-derived contributions on basalt which are particularly fertile and suitable for agriculture. This Agroecological Zone knows today today a very advanced level of degradation. The replacement of the natural cover by agriculture and logging are the main causes of the impoverishment of the soils and the biological diversity of the region.
The program plans to conduct an assessment of restoration opportunities through the MEOR (Restoration Opportunity Assessment Methodology) approach, in the Western Highlands agro-ecological zone.

 

 




Objective
The objective of this Call for Expression of Interest is to compile the list of service providers (firms, experts, design offices) for the restricted call for tenders for the recruitment of the service provider to carry out the above-mentioned MEOR.
1. Description of the tasks of the team of experts
The firm of experts or design office selected will assume overall responsibility for this MEOR and will coordinate/liaise with the FLR Program team. The supervision of the work and the quality (reliability and validity) of the data/information collected in the field is the responsibility of the firm.
It will also ensure the planning, collection and analysis of data, preparation of the final report and validation of the results as well as the formulation of recommendations.
The team leader is required to present a detailed plan of the actions he intends to undertake to enable the contracting authority to achieve this objective.
2. Period and duration of the service
The activity is scheduled to take place from the beginning of February to the end of July 2023.

 

 

 

For the conduct of this mission, a service provider (firm or design office) regularly established in Cameroon, up to date with its tax and social obligations and meeting the following eligibility criteria is sought.
The firm or design office must be based in Cameroon.
Have in the proposed team at least two experts with proven prior experience in conducting a ROAM •
Have in the proposed team at least two experts with proven experience in the agroecological zone of the highlands of West Cameroon,
Have a satisfactory backstopping system (wealth and quality compared to the expertise requirements of a MEOR);

Have proven work experience      and in-depth knowledge of forest management and Forest Landscape Restoration, socio-economics, environmental and social safeguards, natural resource management, agro-livestock Company in the conduct of MEOR or similar work would be an asset.
In summary, the structure of the team to be mobilized is as follows: An environmental expert team leader with at least 10 years of experience ensuring the overall coordination of the MEOR, a socio-economist with at least 10 years of experience; a cartographer and a scciologist. The proposed experts must all hold a Bac+5 level diploma.
Data collection is carried out by a maximum of 5 interviewers (ideally recruited locally).
4. Eligibility
Tenderers must meet the eligibility criteria listed below and produce supporting documentation
The company must have at least 03 years of experience in the field of sustainable development, climate change, management sustainable forests etc.
The company must have carried out at least 03 projects in the field of the evaluation of the drivers of degradation and the analysis of restoration opportunities and/or the feasibility study of a Landscape Restoration project Foresters etc

During the last three years, the company must have carried out at least 02 projects in Cameroon, with a minimum volume of 25,000,000 FCFA
The company must have achieved an average annual turnover of 25,000,000 FCFA on the last three (03) financial years
The company must have employed at least 5 employees (employees and executives) over the last three calendar years
The company must express an interest within the prescribed period.
5. Application

6- Methods of evaluation
Justifications of an experience of at least 03 years in the field of sustainable development, climate change, and sustainable management of forests etc; (10 points) from 06 years of experience and 05 points below
Justification of the achievement (Contracts / certificates of good performance) of at least 03 contracts in the field of evaluation of the drivers of degradation and analysis opportunities for restoration and/or feasibility study of a Forest Landscape Restoration project, etc. 15 points including 10 below 05 projects and 15 above
Justification of prior experience in the conduct of MEOR (10 points)
Proof of achievement (Contracts / certificates of good performance) of at least 02 projects in Cameroon, with a minimum volume of 25,000,000 FCFA (10 points)
Justification (Statistical and tax statement extract…) of the achievement of an average annual turnover of 25,000,000 FCFA over the last three (03) years (05 points)
Employment justifications (DIPE: Document d information on CNPS employed personnel) of at least 5 employees (employees and executives) over the last three calendar years (05 points)
Only tenderers who obtain at least 30 points at the end of the evaluation of the technical suitability will be eligible for the rest of the process. A grace period of 72 hours will be granted for the production of missing administrative documents; technical documents in the technical file.

8- Submission of applications
Interested service providers are requested to express their interest no later than January 8, 2022 at 11:59 p.m., the strict deadline.
