NOTICE OF CALL FOR EXPRESSION OF INTEREST N°01/07/2024 FOR THE WORK OF DEVELOPING A SECURE DRYER OF 300 m2 FOR THE BENEFIT OF WOMEN ACTIVE IN THE CASSAVA SECTOR IN THE LOCALITY OF DEMGOYA IN THE DISTRICT OF NGAOUNDAL, ON THE NORTHERN OUTSKIRTS OF THE MBAM AND DJEREM NATIONAL PARK
Wildlife Conservation Society (WCS) is seeking the services of a service provider for the construction of a 300 m2 secure dryer for the benefit of women’s groups active in the cassava sector in the locality of Demgoya in the Ngaoundal District, on the northern outskirts of the Mbam and Djerem National Park. This service is part of the project entitled: “Project to Support the Development of the PNMD and Djerem (PAAPNMD)”.

WCS has been working in Cameroon since 1988 and today supports the Ministry of Wildlife and Forestry in the management of four large protected areas with high biodiversity across the country, including the national parks of Takamanda; Benue; Bouba-Ndjida; and Mba’am and Djerem.
- Background and rationale
Established in 2000, the PNMD covers approximately 4,200 km² of transition zone between the dense humid forest of the south and the drier savannahs of the north. Since 2003, WCS has been working alongside the Government of Cameroon through the Ministry of Forestry and Wildlife (MINFOF) by providing technical and financial assistance for the management of the PNMD through the project entitled: “ Projet d’Appui à l’Aménagement du Parc National du Mbam et Djerem (PAAPNMD) ”which benefits from funding from several donors including the Foundation for Environment and Development in Cameroon (FEDEC), the Hempel Foundation, USFISH, and ARCADIA. According to the 2024 Annual Work Plan, it is planned to recruit a service provider for the work of developing a secure dryer in the locality of Demgoya in the Ngaoundal District on the northern outskirts of the Mbam and Djerem National Park. It is with this in mind that this AMI is launched.
- Purpose of the service
The purpose of this call for expressions of interest is to select a service provider for the construction work of a secure 300 m2 dryer for the benefit of women’s groups active in the cassava sector in the locality of Demgoya in the Ngaoundal District, on the northern outskirts of the Mbam and Djerem National Park . The scope of the work includes:
- Preliminary activities ;
- Site earthworks;
- Establishment of Foundations;
- Masonry for a 300 m2 slab ;
- Metalwork and construction of a wire mesh fence to secure the dryer.
- Duration of the service
The expected duration of the service is 14 days from the date of signing the contract. The work schedule should ideally extend over the period from August 12 to 25, 2024 .
- Profile sought
Participation in the market is open to all natural and legal persons with proven expertise in the targeted field and meeting the following conditions:
o Be a legalized structure in Cameroon
o Have an up-to-date administrative and tax file
o Have the necessary equipment to fully carry out the work
o Have a civil engineering technician with at least a vocational certificate
o Have a good knowledge of this work environment
o Have at least three years of experience in similar activities
o Have deployment and redeployment capacity and complete the work within the planned time frame
- Preparation of submission file
Applications must be written in French or English and the reference currency is the Central African CFA Franc. The following documents must be attached:
Ø Administrative and tax file including:
o Letter of submission addressed to the National Director of WCS in Cameroon
o Certificate from the DGI granting the tax number or Unique Identification Number (NIU)
o Tax Compliance Certificate (ACF)
o Mandatory business creation certificate
o Physical address and contact (telephone and/or email)
o Certificate of bank domiciliation in the name of the structure for companies or in the name of the service provider for individuals
o Evidence of similar activities carried out
o List of human and material resources to be deployed
o Any other relevant document for bidding on this call for tender
Ø Technical offer including:
o CV of a technician holding the Masonry Professional Aptitude Certificate (CAP) or any other relevant certificate
o Timeline of activities
o Registration document, technical specifications and insurance for a pick-up and any other rolling stock intended for this activity
o List of three similar services performed with three references.
Ø Detailed financial offer including Income Tax (IR)
- Selection criteria
The selection of suppliers will follow the established evaluation method with a view to obtaining the best quality/quantity/price/availability/delivery time ratio for the organization. The process will be conducted in a fair and transparent manner. The essential criteria for the evaluation of offers are specified with weighting in the table below :

NB : Only applications presenting a compliant administrative, financial and technical file will be evaluated. An application will be rejected at this stage if it fails to address important aspects of the mission or if it does not obtain the minimum technical score of 50 points out of 70. In the event that two candidates have the same number of points, the lowest financial offer will be preferred.
- Payment terms
Payment for the service will be made by bank transfer in three installments:
- 25% upon signing the contract
- 25% upon signing after receipt of 50% of the work completed
- 50% at the end of the service after signing of a report by both parties without reservation
NB : Income tax (IR) related to this service will be withheld at source and paid into the State coffers by WCS. The service provider will receive a copy of the proof of payment.
- Deadline for submission of files
The deadline for submission of offers is set at August 2, 2024 at 4:00 p.m. for physical files and at 11:59 p.m. for digital files, Cameroon time. Any offer submitted after the deadline will not be considered.
- Terms of sending/submitting files
