EpiC Monitoring & Evaluation (M&E) Consultant – Yaoundé or Douala
Project Description:
FHI 360 is hereby announcing a consultancy opportunity for the position of M&E Specialist Consultant under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) funded Meeting Targets and Maintaining Epidemic Control (EpiC) project. EpiC is a five-year global project funded by PEPFAR through the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. EpiC will be supporting the rollout of decentralized distribution of antiretroviral drugs (DDD) and seeks to engage a Monitoring and Evaluation Specialist Consultant based in Yaoundé or Doula, Cameroon for this project. The consultancy will commence immediately.
Job Description
The M&E Specialist Consultant will work under the direction of the Technical Director to implement key project activities. S/he will have the following responsibilities:
• Engage with stakeholders (government, civil society, private sector)
• Develop, plan, roll-out, analyze and disseminate results from a client satisfaction survey in Yaoundé and Douala for the private pharmacy model pilot
• Develop, plan, roll-out, analyze and disseminate results from an online private pharmacy assessment in Garoua and Buea/Limbe to inform the selection of private pharmacies to be included in the private pharmacy model pilot in respective cities.
• Review, develop, or adapt data reporting and health information tools, including the Data Manager (DAMA) software, systems, data flow, protocols, job aids, standards, etc. to ensure seamless reporting of quality data from DDD.
• Support trainings and capacity building on data tools and reporting for the private pharmacy model, for DDD in Yaoundé, Douala, Garoua, and Buea/Limbe.
• Implement necessary measures to guarantee the quality of data from decentralized distribution points including validation of reports from different outlets and support for inclusion of DDD tools in the regular data quality assurance (RDQA) at all private pharmacy model sites.
• Support government, PEPFAR IPs and health facility M&E technical leads to coordinate data flow between health facilities and decentralized distribution points. This includes verifying/reverifying data from pharmacy information systems and electronic medical records (EMR).
• Supervise processes for pharmacy regular data collection, analysis, and data management activities and, support data analysis to guide decision making at the central level as well as inform national strategies;
• Support/participate in private pharmacy and public health facility review meetings, supporting data use for decision making during these meetings.
• Support health facility and pharmacy assessments, mid term review and end term evaluation, leading in reporting the results to USAID, MOH and EpiC office in country and HQ.
• Represent the FHI 360 EpiC project as assigned.
• Develop monthly and other required progress reports.
• Perform other duties as assigned.
The following are the minimum qualifications required for the position:
• Bachelor of Science (BSc) or Arts (BA) degree and at least 5 years relevant professional experience; MPH or MSc in Biostatics, Public Health or a related field will be an added advantage.
• Preference for candidates with experience working with supply chain stakeholders in Cameroon particularly in the health sector and HIV/AIDS ART services (Care & Treatment, PMTCT, TB referrals, etc.); Experience with DAMA is an added advantage.
• Experience working in the private health sector and familiarity with the private sector pharmaceutical market preferred;
• Experience with data visualization and using data to inform strategies;
• M&E management experience and understands, performs, and demonstrates ability in the full range of M&E functions and issues around ART services, the supply chain and decentralized distribution. Experience in research will be accepted;
• Excellent diplomacy skills and a proven ability to establish and maintain professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
• Strong leadership, communication, and interpersonal skills, including proven ability to develop and communicate a common vision among diverse partners; and,
• Excellent written and oral communication skills. Fluency in English are required.
The position will be based in Yaoundé or Douala Cameroon. Travel to other regions may be required for up to 25% of the time. The consultancy will be from date of contract – September 8th, 2023.
