CONSULTANT FACILITATOR TO SUPPORT THE DEVELOPMENT OF Jhpiego’S PARTNERSHIP AND RESOURCE MOBILIZATION STRATEGY IN CAMEROON

 

Performance period: 30 business days.

Location : Yaoundé, Cameroon.

  1. CONTEXT :

Jhpiego is a non-profit NGO founded in 1973 and affiliated with Johns Hopkins University. It currently works in over 40 countries supporting 137 projects, with experience working in 154 countries with over 3900 employees globally. It devotes all its efforts to improving the health of women and their families in developing countries.

 




 

Jhpiego saves lives by:

    • Strengthening the capacity of human resources at the local level; – Working in partnership with governments, non-governmental organizations, universities, professional associations and communities; – Strengthening health care systems; – Developing innovations based on scientific evidence; – Sharing best practices.

Jhpiego’s long history in Africa, stretching back four decades, reflects the organization’s consistent and unwavering commitment to addressing health issues in the region. Jhpiego has worked in Cameroon since the 1980s to introduce interventions to prevent infectious diseases such as HIV and malaria, with additional work in maternal, newborn and child health (MNCH), family planning (FP ), reproductive health (RH), and infection prevention and control (IPC), with funding from USAID, ExxonMobil Foundation, UNICEF, UNFPA, and Noble Energy Foundation. Jhpiego has an extensive network of stakeholders in Cameroon, having worked alongside the Ministry of Health at the national level,

 



 

As part of the development of a strategic plan for the office in Cameroon, Jhpiego plans to position itself more as a partner on which the Ministry of Public Health can count to save lives thanks to its experience acquired in the different countries where it led projects. To support the Ministry of Public Health in the implementation of various interventions aimed at saving lives in Cameroon, Jhpiego wants through this consultancy to adopt a national development financing strategy. Beyond that, to enhance the impact of its contribution, Jhpiego must forge partnerships with a variety of actors including government, bilateral and multilateral agencies, development banks, the private sector, civil society and communities. at the base. To do so,

  1. GOALS :
  • General: To support the development of a partnership and resource mobilization strategy in Cameroon aimed at providing an overview of partnership opportunities to improve the financing of Jhpiego in Cameroon and the Sustainable Development Goals in Cameroon in terms of health .
  • Specific : Specifically, it is for the consultant to:
  • Analyze the context of development financing in Cameroon in the context of health;
  • Carry out a summary mapping of technical actors and development financing;
  • Identify strategic partnership opportunities for Jhpiego;
  • State the principles and axes for the mobilization of resources;
  • Identify priority sectors for investment to forge and consolidate sustainable partnerships;
  • Translate the strategy into an operational action plan that includes a hierarchy of short, medium and long-term actions.

 




 

  1. EXPECTED RESULTS :
  • A mapping of partners and interventions as well as key technical and development funding actors is drawn up with particular emphasis on partners working in the fight against malaria;
  • Strategic partnership opportunities for Jhpiego are identified;
  • The principles and axes for the mobilization of resources are clearly stated;
  • Priority sectors for investment to forge and consolidate sustainable partnerships are identified;
  • An operational partnership and resource mobilization action plan is developed.

Key tasks:

  • Task 1 –Analyze the funding environment and gather information on malaria health indicators in Cameroon, the Cameroonian Ministry of Health’s malaria strategy, and gaps in malaria service delivery, health information and capacity of malaria treatment providers at national, regional and district levels. This will also include an analysis of Jhpiego’s reputation with government and USAID stakeholders in relation to this proposal to inform our positioning, partnership, staffing, and themes of this proposal. In addition, the analysis will also focus on potential partners in the fight against malaria,
  • Task 2 –Analyze the funding context and collect information on donors and partners (traditional and non-traditional) in health, the typology of donors (bilateral, multilateral, NGOs, private foundations, others), areas of intervention (Family Planning , Maternal and Neonatal Health, Malaria, Cervical Cancer, HIV/AIDS and Tuberculosis, Infection Prevention, Quality and Performance Improvement, Training, etc.), and the sectors of intervention (Health, Digital). This will involve identifying the areas and thematic issues for which there is strong potential for new partnerships between actors in Cameroon, and with regional and global institutions and donors,
  • Task 3: Establish a summary map presenting the profile of the main partners and/or potential donors: Name of the organization, Field of intervention, Sector of activity at the national, regional and district levels, Amounts allocated, Funding expected as well as innovative financing mechanisms, etc.
  • Task 4: Analyze the strategic axes and effects of the cooperation framework to highlight the priority sectors of investment to forge and consolidate sustainable strategic partnerships for Jhpiego in Cameroon. Propose, after the analysis, a partner / type of financing combination in order to help match a need (axis) of financing to the areas likely to interest (area of ​​predilection / interest) a partner
  • Task 5: Develop the partnership and resource mobilization strategy document.
  • Task 6 : Propose an operational action plan for an effective and lasting commitment with the partners which includes a hierarchy of actions in the short, medium and long term.

 



 

  1. METHODOLOGY

The methodological approach will be participatory and inclusive. The mission will involve a diversity of stakeholders, including Jhpiego staff in Cameroon including members of the country team, United Nations staff and Technical and Financial Partners, NGOs and international associations, the private sector, universities and civil society.

  • Document review : The consultant will start by reviewing all the documentation related to the functioning of Jhpiego (Vision of Jhpiego, area of ​​expertise, snapshot, risk plan, etc.), working in close collaboration with the Country Program Manager and the team of Jhpiego.
  • Meeting and interviews with stakeholders : Remote or face-to-face interviews will be conducted with members of the country team including government and donor representatives, heads of agencies, and staff. Remote or face-to-face interviews will also be organized with external organizations, Technical and Financial Partners, NGOs and international and national associations, the private sector, universities and civil society.
  • Document development : Based on the data collected, the consultant will develop a draft partnership and resource mobilization strategy, with its action plan, which will be submitted to the country team for comments. Comments will be shared with the consultant who will submit a final version of the document.

  1. DELIVERABLES

A partnership and resource mobilization strategy document detailing the following:

  • An overview of the current status of partnership and resource mobilization in health with a particular focus on malaria and also HIV, maternal, newborn and child health (MNCH), family planning (FP ), reproductive health (RH) and infection prevention and control (IPC);
  • Priority areas for investment to forge and consolidate sustainable strategic partnerships in the context of the Sustainable Development Goals in health;
  • An action plan to mobilize and optimize resources through partnerships that includes a prioritization of short, medium and long-term actions.
  1. QUALIFICATIONS & EXPERIENCES

Education : Training at Master’s level or above in economics, international relations, international development or any other related field;

Experience :

  • At least eight (8) years of consulting experience in negotiations, development strategy formulation, partnership and resource mobilization and project and/or program formulation;
  • Familiarity with resource mobilization and partnership development tools, especially with the private sector;
  • Proven track record of writing high quality, funded projects/proposals;
  • Have a good knowledge of the Cameroonian development context
  • Have a good knowledge of partnership development, especially with the private sector in an international context;
  • Have a very good knowledge of the Sustainable Development Goals;
  • Have experience working with the United Nations System;
  • Possess excellent facilitation skills;
  • Ability to work in a team;
  • Excellent communication skills.

Working language: Perfect command of the French language (spoken and written). A good knowledge of English will be an asset.

  1. ADMINISTRATIVE SUPERVISION & ARRANGEMENTS

The consultant will work under the supervision of the Country Program Manager and in close collaboration with the Jhpiego team.

Duration of the contract & terms of payment :

The mission is scheduled for a total duration of 30 working days over the period from October to November 2022.

Payment will be made in two phases including 40% after submission and validation of the framework note at start-up and 60% at the end of the mission after a mission report validated by the Jhpiego team.

Duty Station & Travel:

The work will be carried out locally in Cameroon.

  • A Technical Proposal including:
  • A summary on the understanding of the Terms of Reference and the reasons for applying
  • A more or less detailed presentation of the methodological approach (accompanied by a timetable) and the organization of the planned mission;
  • A detailed presentation of the CV with an emphasis on the experience acquired by the Consultant in similar actions and cite at least 3 professional references including the title, full address, email and telephone contact of the person;
  • Certificates of diplomas obtained;
  • Completion certificates issued for previous assignments.
  • A fixed Financial Proposal.

The financial proposal may be denominated in CFA francs. Consultants should detail in their financial proposals the fees, the number of expected working days and living expenses. The Consultant makes his financial proposal according to the Cost Table. He must propose a lump sum and present in the Table of Costs the breakdown of this lump sum.
